Speakers ![]() Srinivas Gurazada is the Head of Public Expenditure and Financial Accountability (PEFA, housed in the World Bank) Secretariat and the Global Lead Public Financial Management, with 30+ years of experience around the world. Srini works on governance issues, ranging from government budget reforms, public financial management, domestic resource mobilization, to anti-corruption policies, control & oversight and use of information technology for modernizing public sector, and held various positions in the World Bank. Before that, he held key positions in Government of India. ![]() Helene Barroy is a Senior Public Finance Expert at the WHO. She is a globally recognized expert on public financing for health, with 25 years of professional experience, including roles at the WHO, World Bank, and various governments. She leads the Montreux Collaborative on fiscal space, public financial management, and health financing. Helene holds a bachelor’s degree in public finance and administration from Sciences Po, a master’s degree in health policy from the London School of Hygiene & Tropical Medicine, and a PhD in economics from CERDI. ![]() Moritz Piatti is a Senior Economist at the World Bank. He currently leads the global public financial management workstream in health, where he oversees numerous analytical and diagnostic products, advises country engagements and liaises with the health and finance community on policy reform initiatives. Before joining the World Bank, he worked for the Ministry of Health in Zanzibar, Tanzania to support public financial management reforms across the health sector. Moritz holds an MSc in economics for development and an MA in economics. ![]() Joël Arthur Kiendrébéogo is the Secretary General of the Ministry of Health and Public Hygiene of Burkina Faso. As part of his previous academic activities at the Université Joseph Ki-Zerbo in Ouagadougou, he has acquired extensive knowledge on health financing and conducted a number of research projects on how to integrate learning into the heart of health policy processes. Joël Arthur holds a doctorate in medicine and a master in health economics. ![]() Marat Kaliev is a senior healthcare financing expert with over 16 years of experience in health policy, strategic financing, and health system strengthening. Marat has contributed to developing health insurance reforms, provider payment methods, and social health protection mechanisms. He has held senior positions, including Deputy Minister of Health and Chairman of the Mandatory Health Insurance Fund in the Kyrgyz Republic, and served as an advisor for international organizations such as WHO, GIZ, and USAID. Marat currently supports healthcare financing reforms in Uzbekistan. ![]() Lourenço Pinto is a team lead with the Ministry of Planning and Strategic Investment, Timor Leste. He has over 10 years of experiences working with the government of his country and international agencies to strengthen the Public Financial Management System. He is currently working as the Infrastructure Sector Lead to carry out analysis and feasibility study on strategic investment projects with the perspective of integrated planning. Lourenco holds a master degree in international accounting and finance, and a bachelor degree in commerce (accounting and finance). ![]() Richard Tusabe is a former Minister of State in charge of National Treasury and Director General of Rwanda Social Security Board, Rwanda. He is an executive with 25+ years of leadership across public finance, corporate strategy, and institutional reform. He played a central role in shaping fiscal policy, enhancing public financial management systems, and driving accountability and transparency in government operations.
