Hello Members,
In accordance with the Constitution and Bylaws of the Central Island Division of Family Practice, notice is hereby given of the Society’s Annual General Meeting to be held at 5:30 pm on Wednesday, September 17, 2025, at Tigh Na Mara Resort.
With the upcoming AGM, the Division is seeking nominations for one position on the Board of Directors. Candidates with a record of leadership and experience in governance are ideal. There is one position available on the Board of Directors for the 2025/26 year.

All interested candidates should complete the Application for Directorship and submit it to jskuse@cidivision.ca no later than 4 PM, August 22, 2025.

LFP Panel Payment updates

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to refine and improve the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback and adjust the payment model to address your concerns. To submit questions or feedback, please email FP.Billing@doctorsofbc.ca.

LFP Panel Payments and ongoing panel updates in the PAS

Currently, LFP Panel Payments continue to be calculated with an interim methodology based on past MSP billing records to identify the family physician providing the majority of care to each patient. To learn more about the panel payment and the interim methodology, please see BC Family Doctors’ website (member login required).

Work is underway to review the interim methodology and eventually transition the panel payment to be based on family physicians’ panel data that is uploaded into the Provincial Attachment System’s (PAS) Panel Registry. More details about the transition will be shared as they are available.

Family physicians should continue to keep their panel information updated in the PAS. Updated panels help everyone involved in primary care have a better picture of attachment in BC, as we work together to ensure people have access to a primary care provider.

It is recommended that physicians review their panel list in the PAS regularly, and no less than on a quarterly basis, to ensure it is up to date and to correct any possible errors. PAS passwords will expire after 90 days from logging into the system, so a quarterly check-in will ensure no password updates are needed. To assist physicians with this work, improvements such as the ability to transfer panels and an override function for attachment have been recently implemented in the PAS. As a reminder, doctors also can delegate responsibilities in the PAS to someone in their clinic by completing the endorsement process in OneHealthID. Reminder to submit your 2025 LFP Panel Payment claim form

If you have not yet submitted the “2025 LFP Panel Payment” claim form on the Doctors of BC website (member login required), eligible physicians must do so by July 18, 2025 to receive the first and second quarter installments by August 31, 2025.

Eligible physicians enrolled in the Longitudinal Family Physician (LFP) Payment Model must submit an online claim form once per calendar year to claim the panel payment installments for the calendar year. If you have already submitted your 2025 claim form, you do not need to submit the claim form again.

The LFP Panel Payment is not payable to physicians working under a New-to-Practice (NTP) contract. If you are working under a NTP contract and the LFP Payment Model at the same time, please contact FP.Billing@doctorsofbc.ca. The LFP Billing Support team will help determine your eligibility and appropriate payment amount based on your situation.

If you enrolled in the LFP Payment Model in 2024 and were eligible to receive panel payments, but did not submit the 2024 Panel Payment claim form, or if you have questions, please contact FP.Billing@doctorsofbc.ca. The submission of the 2025 LFP Panel Payment claim form will be used solely for processing 2025 panel payments.

Clinical features and testing strategies for measles

BC is experiencing an increase in measles, with cases being reported in numerous health authorities across the province. Case counts can be found on the BCCDC website.

Physicians who encounter suspected or confirmed measles cases are reminded to use the airborne precautions and report the case to public health. Further Information on measles can be found on the measles disease control guideline.

Physicians are encouraged to review and update measles immunity for patients. Patients are considered immune to measles if they:

Have 2 doses of measles-containing vaccine.
Were born before 1970 (1957 for health care workers).
Have lab evidence of immunity (measles serology testing should not be performed to confirm immunity due to capacity issues).
If immunization status is unknown, receiving a vaccination is preferred. It is safe, effective, and preferred to checking for immunity via serology.

FPSC Special Update: Changes to FPSC Summit

Earlier this year, we shared that the FPSC Summit would take place on October 6, 2025, as part of the JCC Conference.

After careful consideration, the FPSC has decided to reschedule the FPSC Summit and to host this event virtually in early 2026. This change was made to ensure as many family doctors and partners as possible can participate, regardless of travel limitations, scheduling conflicts, or cost constraints. The new date will be announced shortly.

Although the FPSC Summit will not be part of the JCC Conference this year, family doctors are invited to attend the JCC Showcase on October 7.

On October 6, 2025, FPSC will hold an internal strategic planning workshop to discuss FPSC initiatives in the context of a changing primary care landscape in BC. A separate invitation to this workshop will be shared in the coming weeks.

Registration for the JCC Conference, including the SSC Summit and JCC Showcase will be open next week.

Upcoming Facilitation & Engagement Training October 14–17

We are excited to share an opportunity for a highly practical and interactive training designed to strengthen facilitation and engagement skills—something many of us rely on in our work with steering committees, board meetings, and group discussions.

The course will take place over four mornings, from October 14 to 17, 2025, and will be held online via Zoom, from 9:30 AM to 12:30 PM each day. It’s a meaningful time commitment, but we believe the content and tools shared will be well worth it.
Who It's For:
This training is open to all, but will be especially valuable for:

  • Anyone currently serving on a board or committee
  • Those considering stepping into a leadership role

What to Expect:

  • Participants will learn how to:
  • Plan and guide meaningful engagement
  • Facilitate in both virtual and in-person environments
  • Navigate high-emotion conversations
  • Use practical tools for objective-based facilitation

Whether you're new to facilitation or looking to build on existing skills, this course offers a strong foundation and practical strategies for success.

Compensation:
Central Island Division clinician members will receive sessional compensation for their participation.

Billing tips: Submitting LFP time codes across midnight

MSP/Teleplan does not accept LFP claims that cross calendar days. This means that when providing care across midnight, you will need to separate any time code submissions by calendar day. While this is most common for physicians providing pregnancy & newborn care and inpatient care, it applies to all time codes. In many circumstances, you will need to bill using two different patient PHNs to reflect the “first patient of the day.” (See Section 32c of the LFP Payment Schedule - How to submit time codes.)

To bill time codes across midnight:

  • Use 2400 hours as the end time for the first calendar day, and 0001 hours as the start time for the following calendar day.
  • Since time codes must be billed in 15-minute units, physicians may need to adjust the end time accordingly.

As an example:

  • Sunday, September 21: 2300 to 2400 hours billed using the PHN of the first patient interaction code of Sept 21 in that setting.
  • Monday, September 22: 0001 to 0331 hours billed using the PHN of the first patient interaction code of Sept 22 in that setting.

Reminder to submit your claim for FPSC network payment (previously 14086 and 14010)

As previously communicated, beginning April 2025, the process for claiming the FPSC Assigned Inpatient Care Network and Maternity Care Network Payments was updated. The eligibility criteria remains unchanged. Both payments continue to be payable to physicians who meet the eligibility requirements at $8,400 per year and will be remitted directly to physicians on a quarterly basis ($2,100 per quarter) upon submission of an annual claim form.

In early April, eligible physicians received an invitation from FP.Billing@doctorsofbc.ca with instructions for claiming the payment. If you have already submitted a claim form this year, you do not need to submit it again. Payment for the April - June quarter was remitted by June 13, 2025.

To receive network payments by September 15, 2025, eligible physicians must submit the annual claim form by August 1, 2025.

If you are a physician who is eligible for the payment but did not receive an invitation to claim, please contact FP.Billing@doctorsofbc.ca so they can review your eligibility.

BC Adaptive Mentorship Network (BCAMN) now accepting mentee applications for fall intake 

BC Adaptive Mentorship Network (BCAMN) now accepting mentee applications for fall intake
Apply to become a mentee in the BC Adaptive Mentorship Network (BCAMN) for pain, mental health and substance use. The BCAMN meets monthly for 75 minutes, with additional education and community-building activities offered throughout the year.

The BCAMN program provides community-based primary care providers and allied health care professionals governed by the Health Professions Act. It connects health care provider mentees with professional mentors on the topics of chronic pain, mental health, and substance use through safe, non-judgmental group-based mentoring and learning opportunities, and on-demand one-to-one mentoring conversations.

Note: applications are accepted year-round to fill any spaces that may become available.

Shared Care-funded project exploring gaps in care for patients with neurofibromatosis type 1 seeks family physician input

The Neurofibromatosis Care Pathway project group is seeking family physician input in the following capacities:

  • Participation in a focus group about experiences in working with this patient population and challenges in providing quality care for people affected by NF1.
  • Participation in a longitudinal working group for this project, with virtual meetings every 1-2 months for the next 4 months. 

Following a Call for Proposals in 2024, the project received an Expression of Interest (EOI) grant to explore gaps in care for patients with neurofibromatosis type 1 in BC and strategize about how to address these.  As part of the EOI, the project team are performing a needs assessment, which will include input from patients/family members, specialist physicians, and primary care physicians.

Participating physicians will be compensated for their time.

Update to the PAS support platform

On June 23, 2025, the Provincial Health Services Authority (PHSA) Zoom Video Call Drop-in platform for Provincial Attachment System (PAS) support was updated from Zoom to Microsoft Teams.

The information in the “Training and technical support” section of the Doctors of BC PAS webpage was updated with a new video link and dial-in numbers on this date. The available support hours will remain the same.
