Cost recovery - MPI Trade Certification and Wine Export Levy This update is to inform you of the upcoming changes in fees regarding MPI Trade Certification and the wine export levy. Cabinet has now approved changes that will come into effect on 1 July 2026. Wine export request charges From 1 July 2026, all New Zealand grape wine export applications will incur a cost. Costs are charged on a per document basis and are made up of a system and processing charge (as below):
Examples of the cost for documents associated with different export applications are outlined in the table below. Document type Charge Example Export eligibility statement (EES) $28.97 ($7.33 + $21.64) Export request to general market with three products = EES = $28.97 Official Assurance (EU VI-1 Document) $28.97 ($7.33 + $21.64) Export request to the EU with two products = EES + 2 VI-1 documents = 3 x $28.97 = $86.91 Official Assurance (EU VI-1 Document)* $28.97 ($7.33 + $21.64) Export request to Australia or Great Britain (then on-shipped to the EU) with three products and VI-1 request for one product = EES + 1 VI-1 document = 2 x $28.97 = $57.94 Official Assurance (Brazil Certificate of Analysis and Certificate of Origin) $28.97 ($7.33 + $21.64) Export request to Brazil with one product = ESS + 1 Brazil CoA/CoO) = 2 x $28.97 = $57.94 Free Sale Certificate (FSC)* $28.97 ($7.33 + $21.64) Export request to China with four products and FSC requested = EES + FSC = 2 x $28.97 = $57.94 Free Sale Advice Statement (FSAS)* $32 Free Sale Advice Statement request made to Wine Assurance = FSAS = $32 *These documents are not issued automatically on export request approval and will only be charged if requested and issued. Wine export levy MPI will continue to charge a levy to wine businesses exporting more than 200,000 litres of wine in a financial year. The new rate of $0.0037 per litre of wine exported will be applied from 1 July 2026. This is a reduction to the previously charged levy rate. Official Organic Assurances - Great Britain only From 1 July 2026, the fee for an official organic assurance (Great Britain Certificate of Inspection) will increase from $40.00 to $47.33 (excluding GST). There are no changes to the official organic assurances for organic wine exported to other markets covered by the MPI Official Organic Assurance Programme (OOAP). Please refer to the guide to ensure your queries are being directed to the correct contact and can be responded to promptly. Exporting wine to Northern Ireland Exporting wine to Northern Ireland Wine exported to Northern Ireland must be eligible for the European Union (EU) on or before export. Northern Ireland remains within the EU, and a VI-1 document is required. To get the correct export documentation, including a VI-1 document, please continue to select United Kingdom (GB) as the destination country. Once approved, please email wine.certification@mpi.govt.nz with the request number to request the VI-1 documents are issued. Organic export requirement: Great Britain Overseas Market Access Requirements reissued The Organic Export Requirement: Great Britain Overseas Market Access Requirements has been reissued. This document is available on the MPI website: A full list of all changes can be found in Schedule 1 – Document history. One key amendment of relevance to winemakers is new guidance on the use of oenological practices for organic wine that are not already prohibited or restricted (see OER: GB OMAR clause 1.4.3.) Other amendments relate to the use of MPI Trade Certification to request official organic assurances (Great Britain Certificates of Inspection). If you have any questions, contact the Plant, Wine & Organic Assurance team organics@mpi.govt.nz CIFER wine registration Manufacturer self-registration in the China CIFER system If you are exporting wine to China, please review your China Import Food Enterprise Registration (CIFER) details and ensure all information is accurate and consistent with MPI records. Please pay particular attention to the registration number entered in China’s CIFER system. This must be your MPI-issued Wine Standards Management Plan (WSMP ID), not your New Zealand Business Number (NZBN) number. Incorrect information may result in an import suspension, if the discrepancy is identified by China Customs (GACC). To avoid potential trade disruptions, ensure your details are correct and update them if necessary. If you need to make changes, log into CIFER, create a new registration with the correct information, and then cancel the incorrect record. Setting up a CIFER account Only WSMP holders are authorised to create CIFER accounts and submit registration applications. CIFER accounts created by a non-WSMP holder on behalf of a contracting facility can cause significant issues, as these accounts cannot be deleted once established. Resolving these cases requires MPI to submit a request to GACC to unlink both the username and the WSMP number, a process that can be complex and time-consuming. Key exports include wool, mānuka honey, meat, dairy, nutraceuticals (which includes dietary supplements and/or supplemented foods), New Zealand grape wine, wood, and a range of horticultural products. To help businesses navigate key exporting requirements, MPI’s Exporter Help team has developed an Exporting food and fibre to India guide. This guide is not exhaustive, and businesses are encouraged to work with their importers to ensure successful exports. Exporting to India involves navigating a complex and evolving regulatory landscape. However, careful engagement with the market and a long-term approach to partnerships can offer meaningful opportunities.
