Weekly Update 18 January 2021

 

Welcome to our new weekly update report for the BMSB season. We want to keep you informed of our work and answer your questions. We'll include lodgement queue processing times and volumes.

This week

Sea freight queue

For this week, sea freight lodgement turnaround is estimated at 3 - 6 days.

On Monday 18 January, morning, the total sea freight queue (includes Australian lodgements) stood at 1,966 lodgements and TET are processing lodgements due back at 1:30pm Friday 15th

Last week:  average turnaround of sea freight lodgement for first submissions was 27:00 hrs (previous week 28:27 hrs) and for second submissions 11:13 hrs (previous week 14:43 hrs)

 

Airfreight queue

For the coming week, air freight lodgement turnaround is estimated 3-12 hours

On Monday 18 January, morning, there were 616 airfreight lodgements, the team is processing 3 hours behind operational performance targets. 

Last week:  average turnaround of air freight lodgement for first submissions was 11:00 hrs (previous week 15:25 hrs) and for second submissions 10:10 hrs (previous week 12:32 hrs)

 

Australia queue

On Monday 18 January, morning, there were 281 Australian specific lodgements, the team is processing behind  operational performance targets. 

 Last week:

Average turnaround of air freight lodgement for first submissions was 10:02 hrs (previous week 13:03 hrs) and for second submissions 9:19 hrs (previous week 12:32 hrs).

Average turnaround of sea freight lodgement for first submissions was 24:37 hrs (previous week 27:25 hrs) and for second submissions 11:05 hrs (previous week 16:00 hrs)

Topic 1 – Fumigation requirement for used mower from USA.

 

Question

Can you please confirm the treatment/fumigation requirements for used mowers from USA?

Is there a specific fumigation/treatment that we need to have carried out?

Response 

The USA is one of the schedule 3 countries identified as a BMSB risk.  Items such as used grass mowing machines ARE targeted items under the VMP standard (link to this is highlighted below). 

Import Health Standard for Vehicles, Machinery and Parts

This shipment would be required to undertake BMSB treatment by an approved provider prior to arriving in New Zealand:

  • Approved Biosecurity Treatments
  • Offshore BMSB Treatment Providers Scheme's list  

Please also note the following:

All containers with cargo (and other consignments) must be clean and free from all biosecurity contaminants and regulated pests.   

All cargo that is shipped to New Zealand in containers must meet the requirements under the IHS for sea containers all year around and are subject to inspection or on arrival verification activities.

Topic 2 – Suspended treatment providers in Italy

 

Example

Question

We have a customer looking to import an FCL from Austria.

 The commodity is sunglasses, apparel, and backpacks – all new, and all stored inside the export warehouse until loaded and sealed in the FCL.

Surely this won’t require fumigation, right? Can you please confirm?

Also, is there a manufacturers dec (similar to the vehicles, parts, machines man dec) that should be used?

Response

The cargo you have described is not target risk goods (Vehicle, Machinery and Parts or any cargo from Italy). Your cargo will not require BMSB management and will not require a manufacturer’s declaration for BMSB purposes.

Generically, all containers with cargo (and other consignments) must be clean and free from all biosecurity contaminants and regulated pests.  All cargo that is shipped to New Zealand in containers must meet the requirements under Part 2 in the Import Health Standard for Sea Containers.
