Weekly Update 3 May 2021

 

Welcome to our new weekly update report for the BMSB season. We want to keep you informed of our work and answer your questions. We'll include lodgement queue processing times and volumes.

This week

Sea freight queue

For this week, sea freight lodgement turnaround is estimated at 3 - 6 days.

On Monday 3 May, morning, the total sea freight queue (includes Australian lodgements) stood at 915 lodgements and TET were processing lodgements due back today at 8:00am

Last week:  average turnaround of sea freight lodgement for first submissions was 27:58 hrs (previous week 24:30hrs) and for second submissions 6:39 hrs (previous week 6:37 hrs)

 

Airfreight queue

For the coming week, air freight lodgement turnaround is estimated 3-7 hours

On Monday 3 May, morning, there were 425 airfreight lodgements in the queue for processing and TET were processing those due back at 8:00am

 Last week:  average turnaround of air freight lodgement for first submissions was 5:43 hrs (previous week 6:01 hrs) and for second submissions 4:33 hrs (previous week 5:34 hrs)

 

Australia queue

On Monday 3 May, morning, there were 243 Australian specific lodgements, the team is processing consignments due back today at 8am

Last week:

 Average turnaround of air freight lodgement for first submissions was 5:22 hrs (previous week 6:17 hrs) and for second submissions 5:02 hrs (previous week 6:00 hrs).

Average turnaround of sea freight lodgement for first submissions was 26:14 hrs (previous week 21:42hrs) and for second submissions 5:23 hrs (previous week 5:26 hrs)

VMP IHS Consultation

The Ministry for Primary industries (MPI) would like to notify you that the Import Health Standard for Vehicles, Machinery and Parts has been amended to better manage Brown Marmorated Stink Bug (BMSB) risk and include effective guidance to support all requirements.

Proposed requirement changes include:

  • Poland has been added as a BMSB risk country where BMSB management measures will apply.
  • Four smaller vehicle types (all-terrain vehicles, golf carts, quad bikes and side-by-side racers) will no longer be eligible to meet the BMSB management exclusion criteria.
  • Inflatable boats have been clarified as excluded from the Standard.

The draft Standard also includes guidance amendments and additions including:

  • Clarification around requirements when vehicles, machinery or parts arrive in New Zealand using a combination of air and sea movements.
  • Changes to the manufacturer’s declaration template provided by MPI including guidance for who can complete and submit the declaration.

On MPI’s consultation page you can find the draft Standard along with the Risk Management Proposal that explains the reasoning and justification behind the proposed changes.

MPI is seeking feedback on the changes in the proposed draft Standard, which was released for consultation on 30 April 2021. The consultation period closes on 30 June 2021.  We ask that feedback focusses on the proposed changes so we can release the amended Standard in a timely manner. Any feedback on the unchanged parts of the Standard will be held on file and taken into consideration during the next full review of the Standard. We note that the unchanged aspects of the Standard have been tested through previous consultation, and we are confident it remains current.
