Click here 16 April 2021 Movement of Air FreightSome recent changes that MPI have made in moving away from the manual screening of flight bags to ICRs have had some unforeseen consequences due to miscommunication within MPI and with cargo handlers. Some consols of freight and freight on direct AWB have previously been allowed to move away from Air NZ or Menzies without a BACC or GAC if no holds have been physically stamped on the AWB despite what has been recorded in TSW. MPI have mostly moved away from the manual screening of flight manifests so this movement should not have been occurring and is no longer allowed. Please refer to the guide below for what is required for movement or release of your goods. HOLDING CARGO CTO will be expected to hold cargo in line with the responses in the next section that can be found in TSW or provided electronically from TSW. RESPONSES In general the responses that you will see in TSW for the ICRs will be as follows: Movement of Air Freight** DTA/DTD will be future responses you may see. This will be the subject of a Pilot programme within the next 12 months. For Direct AWBs that have the response IDR (Import declaration required) on carrier ICR Clearance Status following completion of an Import Declaration will be as follows: There will always be 3 x responses – 1 x NZ Customs Service, 1 x MPI Biosecurity and 1 x MPI Food. BACC – Biosecurity Authority/Clearance Certificate FACC – Food Authority/Clearance Certificate A NZ Customs collectors permit does not negate MPI requirements as listed above. GACs GACs may be used for movement of consols. Once DTR (Domestic transfer request) is up and running then GACs will become obsolete as movement of consols will become automated. At present some direct AWBs have been allowed to move under a GAC. MPI will allow this practice to continue for those clients that already have a GAC, however we will not be issuing new GACs for clients that do not require it for movement of consols. An import declaration will be required for movement of goods with the response IDR. Again, once DTR is up and running, this movement under a GAC will be discontinued. If you require a GAC for purposes of consol movement please apply to Henk.vanzyl2@mpi.govt.nz Airlines not able to submit documentation through ICR There are still some airlines not submitting electronically through ICR so there may be some delays in clearances for these goods. Please note that the same documents listed above will be required for movement or clearance of any goods where MPI has manually screened flight bags. The absence of a hold stamp on a paper AWB does not exempt you from having the appropriate documentation for clearance. Appendix 1.
