Weekly Update 2 August 2021

 

Welcome to our new weekly update report. We want to keep you informed of our work and answer your questions. We'll include lodgement queue processing times and volumes.

This week

Sea freight queue

For this week, sea freight lodgement turnaround is estimated at 3 - 6 days.

On Monday 2 August, morning, the total sea freight queue (includes Australian lodgements) stood at 965 lodgements and TET were processing lodgements due back Monday at 7:17 am

Last week:  average turnaround of sea freight lodgement for first submissions was 24:33 hrs (previous week 26:25 hrs) and for second submissions 7:40 hrs (previous week 8:58 hrs)

 

Airfreight queue

For the coming week, air freight lodgement turnaround is estimated 3 - 8 hours

On Monday 2 August, morning, there were 286 airfreight lodgements in the queue for processing and TET were processing those due back Monday at 9am

 Last week:  average turnaround of air freight lodgement for first submissions was 6:13 hrs (previous week 7:19 hrs) and for second submissions 5:01 hrs (previous week 7:51 hrs)

 

Australia queue

On Monday 2 August, morning, there were 218 Australian specific lodgements, the team is processing consignments due back Monday at 7:48am

 Last week:

 Average turnaround of air freight lodgement for first submissions was 6:19 hrs (previous week 7:00 hrs) and for second submissions 4:44 hrs (previous week 7:32 hrs).

Average turnaround of sea freight lodgement for first submissions was 24:10 hrs (previous week 26:28 hrs) and for second submissions 8:11 hrs (previous week 8:00 hrs)

Guide to TSW MPI Biosecurity and food responses

This guide may be useful for understanding TSW responses and may aid Transitional Facilities in understanding whether goods are able to be released.

MPI Biosecurity and Food Responses

This brief covers MPI directions, clearances, or movement authorisations from TSW.  It is designed to clarify the wording and provide examples of some of the types of documents you could receive.

MPI responses may look slightly different depending on your software provider however the wording provided below should match whatever format you are sent.

This is related to responses from MPI only. 

NZ Customs have moved to electronic delivery orders and all correspondence will come from them if there are any changes/concerns.

Inwards Cargo Report (ICR)

The ICR is used to report cargo destined for NZ, request movement for cargo that requires international or domestic* transhipment and request clearance for low value cargo.

ICR will have 2 x responses – one from NZ Customs and one from MPI.

*Domestic transhipments are not yet available.  This is the subject of a Pilot programme for air and scheduled for sea in 2022. DTA/DTD will be future responses you may see.

Import Entry (IM1)

All cargo valued at over $1000 requires an import declaration (IM1) to be lodged to obtain clearance.

 IM1 will have 3 x responses – one from NZ Customs, one from MPI Biosecurity and one from MPI Food.

BACC – Biosecurity Authority/Clearance Certificate

ATF – Approved Transitional Facility

FACC – Food Authority/Clearance Certificate

NB: The lists of ‘Descriptions’ above are not exhaustive – there could be other versions which should clearly lay out what is required eg clearance via carships; supply a new TF etc.

IM1 Examples

This is a simplified BACC allowing movement of a container for an AP check.

These are examples of responses that can be printed from TSW itself.  You can see there is a BACC attached as well as the wording.

 
 

These are responses generated by some of the software providers – they will all be slightly different BUT the wording will be the same as notified above….

There are times when the information may run together as below – however the wording will match the above information and you need to ensure there is a separate response for MPI Bio and MPI Food.
