Stakeholder engagement visit to Japan

Tokyo, 28 October - 1 November

EUROCAE pursued our stakeholder engagement plan and Secretary General, Christian Schleifer and Director Technical Programme, Anna von Groote met with our partners and industry in Japan during a visit to Tokyo.

The 6th ENRI International Workshop on ATM and CNS (EIWAC 2019) took place on 29 – 31 October.

Secretary General Christian Schleifer joined a panel on digitalisation in aviation, and discussed with the other panellists from ICAO, RTCA, NASA and JCAB on how to best accomodate new entrants and to keep up with the pace of technology from a standardisation and regulatory perspective.

In a special speech on the second day of the conference, he addressed the audience and provided information on current and future EUROCAE standardisation activities, concluding with an open invitation to the present stakeholders – global standards need global participation.

This visit was also an opportunity to meet with new partners, such as Narita Airport, which is interested in many of the activities related to innovative technology, preparing to accommodate the future expected increase of air traffic in Japan, especially the 2020 Olympics.

In follow up to the 2018 initiative, we met again with the Tokyo University Aviation Study Group, convened by Professor Shinji Suzuki, and had a very good discussion on the involvement of Japanese stakeholders in international standardisation activities, with a special focus on regulatory environment and standardisation work for UAS and VTOL.

Kawasaki Heavy Industries, is another important player in the manufacturing industry, producing aircrafts, helicopters, engines and different structural parts for several manufacturers. Diskussions showed many common areas of interest and further exchanges will take place soon.

In addition we met with high level representatives of the Japanese Civil Aviation Bureau JCAB to learn more about Japan’s current aviation policy, status of the CARATS programme, challenges and future work.

The visit will extend into November 2019, so stay tuned for more information in our next NEWSblog.

Stakeholder engagement visit Canada

As part of our stakeholder engagement plan, which was developed and is annually maintained by the EUROCAE Council and therefore an integrated part of our overall strategy of the organisation, EUROCAE Secretary General Christian Schleifer held a number of bilateral meetings in Canada at the end of September 2019. He used the opportunity of participating to the 40th ICAO General Assembly in Montreal and extended the stay to visit EUROCAE members and partners in Canada.

The first stop was at the Canadian Air Navigation Service Provider (ANSP), NAV Canada at their Headquarter in Ottawa. NAV Canada is a very active member of EUROCAE, participating in several Working Groups. Presenting EUROCAE’s current and future work programme has revealed additional areas of common interest, where NAV Canada has expertise and sees a way of becoming involved to address some of their current challenges.

The second stop was at Searidge Technologies. EUROCAE Secretary General has met a young and innovative team, which is developing and deploying the advanced, virtual airport and tower solutions.

Searidge is actively contributing to the EUROCAE standardisation activities in WG-100 virtual towers, and is also co-chairing the newly-launched
WG-114 on Artificial Intelligence (AI). Also at this meeting we have identified several areas where we agreed to collaborate much more closely in the near future.

The last stop was at the Transportation Safety Board (TSB) of Canada. Triggered by a recommendation issued for a EUROCAE standard and the annual assessment done by the TSB, EUROCAE Secretary General met with the TSB Director of Investigations/Air and delivered in person our answers to the safety recommendation. The investigation has provided EUROCAE with substantial input to update and revise our standard. We were also pleased to note that TSB’s most urgent aviation safety targets and initiatives matched nearly 100% the activity EUROCAE is currently conducting or has already addressed in its strategic outlook, the Technical Work Programme. EUROCAE and TSB agreed to look into a closer collaboration agreement between the two organisations.

EUROCAE at the ACI Europe 38th TOSC meeting

17 October 2019

EUROCAE was invited to participate in the 38th Technical, Operations and Safety Committee meeting which took place 16-18 October 2019 in Copenhagen, Denmark. It was a very good opportunity for EUROCAE to presents its airport-related work programme and to get feedback from airport stakeholders on the ongoing activities and useful inputs for potentially new ones.

Sergiu Marzac, Technical Programme Manager responsible for the airport domain at EUROCAE, presented a detailed report on the available standards on Advanced – Surface Movement Guidance and Control System (WG-41), FOD detection systems (WG-83), Runway Weather Information System which aims at providing support in the implementation of the Global Reporting Format (GRF) for runway surface conditions to help mitigate the risk of runway excursion (WG-109), as well as on the newly launched Airport-Collaborative Decision Making activity (WG-111).

In addition, the audience was introduced to some other airport relevant working groups which could support airports to address such threats as non-cooperative drones in the airport vicinity and cyber security (WG-72). The information was well received and triggered interest of the participants in EUROCAE ongoing work.

Participants agreed that a systematic information exchange between the stakeholders is very important and it will contribute to an efficient use of resources and more important – benefits for enforcing safe operations.

EUROCAE will continue its cooperation with ACI Europe by contributing to the development of industry standards in support of global and regional interoperability.

If your organisation is interested to join a standardisation activity which covers the airport domain please visit www.eurocae.net or contact Sergiu Marzac, Technical Programme Manager, at sergiu.marzac@eurocae.net.

      18th meeting of the EASCG

      18 October 2019

The 18th meeting of the European ATM Standards Coordination Group (EASCG) took place on 18 October 2019, at the EUROCONTROL premises in Brussels.

In addition to the regular update of the Rolling Development Plan (RDP), which should be published soon on the EASCG website, the group focussed on the standardisation aspects following from the Airspace Architecture Study and which the EASCG could do to analyse which potential standards are needed, based on the AAS TP and then channel any needs identified to the standardisation process through the EASCG and SDO processes.

Moreover, the result of the work on standards validation, initiated some time ago to ensure that the standards that are being developed are the right standards at the right time, validated against industry and regulatory requirements. The TF proposes to include in the various steps in the standard development process a list of activities that could be relevant to be performed to foster the validation processes.

For further information and to download the latest version of the Rolling Development Plan (RDP), please go to www.eascg.eu.

          Call for Participation
          EUROCAE WG-115 on Counter UAS

Sighting of Unmanned Aircraft Systems (UAS) in the vicinity of major airports and close encounters with aircraft have a high impact on flight safety. Such occurrences regularly lead to the suspension of all flight operations, with significant consequences on the airport, airlines and the flying public. Currently, the air traffic system relies on flight crews or airport personal to detect and report unauthorised UAS activities, resulting in late and inaccurate warnings.

To prevent such disruptions, the airspace around the airport needs to be protected and unauthorised UAS must be detected and reported, at the earliest possible stage, to flight crews, Air Traffic Control and responsible authorities. In accordance with national regulations, neutralisation or disruption of the UAS can then be considered, targeting either the Unmanned Vehicle, the Command & Control Datalink or the Remote Pilot.

Identified as an urgent need by aircraft operators, airport operators and regulators, a global European approach on C-UAS capabilities was recently recognised at political level.

The EUROCAE Technical Advisory Committee identified the standardisation activities that would contribute to an overall C-UAS holistic action plan.

Standards will be needed to specify minimum performance of the surveillance system, interface requirements with airport stakeholders and interoperability requirements for the defeat capabilities. Deliverables covering this scope are expected to be available by Quarter 2 of 2021.

The creation of WG-115 on C-UAS was approved by the EUROCAE Council on 25 October 2019.

This Call for Participation was launched to engage with the experts needed for this activity: airlines, airports, authorities, law enforcement, system manufacturers & suppliers, EUROCONTROL, ANSPs, U-space SPs, experts of R&D and economical domains and all other interested parties with experience in UAS.

If you are interested and wish to contribute, please complete the Registration form by 2 December 2019.

The Kick-Off meeting for WG-115 activities will take place on 12 December 2019 at the EUROCAE premises in Saint-Denis, France. The agenda will be distributed in due course to registered participants.

For any additional information please contact Alain Vallée at alain.vallee@eurocae.net

Call for Participation: EUROCAE WG-112 VTOL

Considering the urgency and ambitious timescale required to support the EASA Special Condition on VTOL, EUROCAE WG-112 is to deliver tangible results before the end of the year by bringing the first deliverables into Open Consultation and publishing the first EUROCAE Documents.

WG-112 brings together over 150 contributors coming from a broad variety of expertise from the major VTOL OEMs, system and equipment suppliers, airports, operators, R&D organisations, academia and authorities from Europe and beyond.

              Participation is still possible!

The next Plenary meeting will take place on 4 December 2019, hosted by Flying Whales in Suresnes, France.

Call for Participation: EUROCAE WG-116 on High Voltage

              31 October 2019, EUROCAE, Saint-Denis

Electrical voltages used in the aeronautical industry are standardised at values like 115VAC, 28VDC, 230VAC, 270VDC. With the constant increase of electrical power demand in aircraft and introduction of electrical and hybrid products the tendency to use voltages that are higher than the conventional ones is increasing. When speaking about electrical propulsion this increase in voltages goes up to 3000V (or even higher).

Higher voltages are needed to be used in order to decrease the weight of the wiring and other electrical components.

No components have been yet developed and qualified for this use and a gap in the standardization activities is identified to cover these new electrical technologies.

The standards are needed for the industry and the certification authorities to develop and certify new designs for electrical and hybrid aircraft, where electrical voltages will be much higher than the current standards.

The creation of WG-116 on High Voltage was approved by the EUROCAE Council in October 2019. Deliverables covering the above-mentioned scope are expected to be available by Quarter 2 of 2022.

If you are interested and wish to contribute, please complete the Registration form by 13 December 2019.

The Kick-Off meeting for WG-116 activities will be announced at a later stage.

For any additional information please contact Sergiu Marzac at sergiu.marzac@eurocae.net.

                ED-205 ATM Security Survey

ED-205, addressing ground ATM system security, was published in March 2019. In the context of the changing regulatory environment, particularly in Europe, and also considering the feedback received during its development, a decision needs need to be made on whether further work is required by EUROCAE’s WG-72 on ED-205 and/or a companion document.

A survey has been created to gather views on its future and you’re invited to contribute. The survey will close on 15 November 2019.
