As 2024 comes to an end, we reflect on twelve months of milestones, tangible actions and ongoing challenges in the cultural and creative sectors (CCSs). In our year in review of 2024, we highlight the following key developments in the field of arts and culture policymaking: the recognition of culture as a public good; implementation and actions to support the CCSs; efforts to address structural deficiencies in the cultural ecosystem including the precarious working conditions of cultural professionals; the increased need for reliable data and statistics as a tool for policymaking; the urgency to strengthen international cooperation; and how we navigate the rapid developments in technology in recent times. Here is a summary below and you can access the full review here.

In 2024, culture is increasingly viewed as a public good—a concept more widely discussed, building upon the UN Secretary General declaring ‘culture as a global public good’ in 2023. IFACCA published a pivotal report, Culture as a Public Good: Navigating its role in policy debates, which seeks to start an inclusive conversation - to unpack its terminology and context - that reminds us of culture’s power and strength in difference, as we approach milestones that will help frame and reinforce its position, to then address it at the global level.

In these twelve months marked by progress and challenges, in May 2024 a Rev.1 draft of the Pact for the Future called for a standalone goal for culture in the United Nations post-2030 agenda for sustainable development. However, when world leaders adopted the final Pact for the Future at the United Nations Summit of the Future in September 2024, it did not affirm this standalone goal for culture, however it commits to: ‘…ensure adequate public investment in the protection and promotion of culture’. This outcome now presents an opportunity for policymakers and international organisations like IFACCA to assess the concrete impact this action can have as we chart the future of arts and culture. At IFACCA, we support culture as a standalone goal in the post-2030 agenda for sustainable development and will work closely with our members and wider network to support and strengthen our shared common agenda.

As we have observed this year, international cooperation has been key to address the complex challenges and opportunities shaping the international arts and cultural landscape and we anticipate the need to strengthen multilateral cooperation. We look forward to continued discussions at the 10th World Summit on Arts and Culture, taking place in Seoul, Republic of Korea from 27–30 May 2025 co-hosted with Arts Council Korea (ARKO). It will be a crucial moment for the international community to convene and continue discussions on big picture to local issues including the philosophies of technology, the governance of Artificial Intelligence (AI) and diversity of knowledge systems required to futureproof, as well as continue efforts for culture as a global public good and to be included in the post-2030 sustainable development agenda.

Together, as an international community, let us build momentum and come together to chart a sustainable, inclusive path forward for the arts and culture sector, recognising culture as a source of resilience, innovation, hope and solidarity.

We are very pleased to welcome the National Centre for Culture of Poland as a new National Member of the Federation.

Established in 1950, the National Centre for Culture is a state-run cultural institution with a statutory mission to undertake actions aimed at the development of culture in Poland. The activities of the National Centre for Culture focus on development, professionalisation, and support of the cultural sector in Poland; cultural education and increasing interest in culture and the arts; and promotion of Polish culture and heritage as part of European cultural heritage. As the foundation of its substantive activities, the National Centre for Culture adopts the goals outlined in the 2030 Agenda and focuses on the role of culture from the perspective of sustainable development, equal access, ecology, and well-being.

We are pleased to announce that the Dongdaemun Design Plaza (DDP) is the venue for the Opening Ceremony of the 10th World Summit on Arts and Culture. Located at Dongdaemun History and Culture Park Station in Seoul, this iconic building was designed by the late architect Zaha Hadid, the first woman to win the Pritzker Architecture Prize. The DDP attracts more than 10 million visitors annually and has hosted numerous cultural events including exhibitions, fashion shows, and conferences.

In a key moment for regional cultural collaboration, the IFACCA Africa Chapter adopted the Seychelles Declaration for the advancement of arts and culture in Pan Africa – for Africa and by Africa on 26 November 2024. As agreed at the 13th Africa Chapter Meeting in Victoria, Mahé Island, Seychelles, the Africa Chapter including IFACCA National Members from Eswatini, Malawi, Namibia, Seychelles, South Africa, Tanzania, Zambia and Zimbabwe united to commit to principles and actions to advance arts and culture in Pan Africa.

The purpose of the Declaration is to advance arts and culture in the African continent and promote culture in sustainable development, ensuring that no one Is left behind. It comprises four key commitments, to: position culture as a key player in whole of government agendas; strengthen cross-border mobility, communication and cultural cooperation; ensure sustainable funding and resource mobilisation; and enhance capacity building and professionalisation of the cultural and creative sectors. The Declaration commits to an implementation plan and monitoring including reporting on progress towards these commitments through IFACCA regional chapter meetings.

Canada Council for the Arts, 13 December 2024

The Canada Council for the Arts and Context Research Group (CRG) conducted a research project to better understand the challenges and needs of the arts sector. The survey aimed to provide an accurate and up-to-date picture of the current state of the sector nationally, and to draw an evidence-based portrait that can be used by all of us to ensure sustainable support for the arts in Canada.

On December 10, the 2024 Forum on International Communication of Chinese Culture was held at Beijing Language and Culture University. Du Zhanyuan, Director of CIPG, and Yao Zhichuan, Vice Dean of the Institute of Chinese Culture, attended the forum and delivered speeches. With the theme of "Openness, Integration, and Innovation, Promoting Chinese Culture to the World", the forum brought together well-known Chinese and foreign experts and industry guests in the fields of ideology and culture, international communication, culture, literature and art, etc.

The amendment seeks to address some of the limitations of the previous legislation, ensuring broader coverage for a variety of works, including literature, art, performances, voice recordings, and broadcasts. Once the amendment is enforced, these works will be protected regardless of their presentation, purpose, or quality.

UNESCO, 13 December 2024, International

Since 2022, UNESCO and the Nordic Culture Fund have explored how culture can be leveraged to make public policies more inclusive. As a result of this collaboration, and with generous support from the Fund, UNESCO launched a working paper titled ‘Acting for the Recognition of Culture as a Global Public Good and a Stand-Alone Goal.’

Al finalizar el 2024, reflexionamos sobre estos doce meses de hitos, acciones tangibles, y problemas persistentes en los sectores culturales y creativos (SCC). En nuestro repaso al año 2024, destacamos los principales avances en el desarrollo de las políticas culturales: el reconocimiento de la cultura como bien público, la implementación y las acciones de apoyo al sector, los esfuerzos para abordar las deficiencias estructurales del ecosistema cultural incluidas las precarias condiciones laborales de los(as) profesionales de la cultura, la creciente necesidad de datos y estadísticas fiables como herramienta para la elaboración las políticas públicas, la urgencia de reforzar la cooperación internacional, y cómo navegar por los rápidos avances de la tecnología en los tiempos recientes. A continuación, le ofrecemos un resumen y puede acceder aquí al repaso completo del año.

En el 2024, se aprecia mejor la cultura como bien público, un concepto que ha ganado en aceptación desde la declaración del Secretario General de la ONU de la “cultura como un bien público mundial” en el 2023. IFACCA publicó en julio del 2024 nuestro informe, La cultura como bien público: navegar su rol en los debates de política pública, que busca iniciar una conversación inclusiva –usando su terminología y contexto— que nos recuerde el poder de la cultura y su fuerza en la diferencia, a medida que nos acercamos a hitos que ayudarán a enmarcar y reforzar su posición en la agenda global. 

En estos meses marcados por avances y desafíos, en mayo de 2024 el borrador (Rev.1) del Pacto por el Futuro hacia un llamado para un objetivo propio para la cultura en la agenda de las Naciones Unidas para el desarrollo sostenible después de 2030. Sin embargo, cuando líderes mundiales adoptaron el Pacto para el Futuro definitivo en la Cumbre del Futuro de las Naciones Unidas en septiembre de 2024, no se afirmó el objetivo específico para la cultura, aunque sí se comprometió entre otros puntos a: “...garantizar una inversión pública adecuada en la protección y promoción de la cultura”. Este resultado presenta ahora una oportunidad clave a los(as) responsables de políticas públicas y a organizaciones internacionales como IFACCA para evaluar el impacto concreto de esta acción en el trabajo de trazar el futuro de las artes y la cultura. En IFACCA apoyamos plenamente la cultura como un objetivo propio en la agenda de desarrollo sostenible post-2030 y trabajaremos en estrecha colaboración con nuestros Miembros y una red más amplia para apoyar y fortalecer nuestra agenda común compartida.

Como hemos observado este año, la cooperación internacional ha sido clave para abordar los complejos retos y oportunidades que configuran el panorama internacional de las artes y la cultura, y prevemos la necesidad de seguir reforzando la cooperación multilateral en estos tiempos complejos. Esperamos con interés la continuación de los debates en la 10ª Cumbre Mundial de las Artes y la Cultura, que se celebrará en Seúl, República de Corea los días 27 a 30 de mayo de 2025, coorganizada con el Consejo de las Artes de Corea (ARKO). Será un momento clave para que la comunidad internacional se reúna y continúe el debate sobre sobre temas críticos que van de lo amplio y global a lo local, como la filosofía de la tecnología, la gobernanza de la Inteligencia Artificial (IA) y la diversidad de los sistemas de conocimiento necesarios para prepararse para el futuro, así como para proseguir los esfuerzos para que la cultura sea un bien público mundial y se incluya en la agenda de desarrollo sostenible posterior a 2030.

Juntos(as), como comunidad internacional, tomemos impulso y unámonos para trazar un camino sostenible e integrador para el sector de las artes y la cultura, reconociendo la cultura como fuente de resiliencia, innovación, esperanza y solidaridad.

Nos alegra dar la bienvenida al Centro Nacional de Cultura de Polonia como nuevo Miembro Nacional de la Federación.  

Establecido en 1950, el Centro Nacional de Cultura es una institución pública con el objetivo, establecido por ley, de llevar a cabo acciones para el desarrollo de la cultura en Polonia. Las actividades del Centro Nacional de Cultura se centran en el desarrollo, profesionalización y apoyo al sector cultural en Polonia; la educación cultural y el aumento del interés por la cultura y las artes; y la promoción de la cultura y el patrimonio polacos como parte del patrimonio europeo. Como base de sus actividades sustantivas, el Centro Nacional de Cultura adopta los objetivos esbozados en la Agenda 2030 y se centra en el papel de la cultura desde la perspectiva del desarrollo sostenible, la igualdad de acceso, la ecología y el bienestar.

Nos alegra anunciar que el Dongdaemun Design Plaza (DDP) será la sede de la ceremonia inaugural de la 10ª Cumbre Mundial de las Artes y la Cultura. Situado en la estación del Parque de Historia y Cultura de Dongdaemun en Seúl, este edificio icónico fue diseñado por la fallecida Zaha Hadid, la primera mujer en ganar el premio Pritzker de arquitectura. El DDP atrae a más de 10 millones de visitantes cada año y ha acogido numerosos eventos culturales, como exposiciones, desfiles de moda y congresos.

En un momento clave para la colaboración cultural regional, el Capítulo de África de IFACCA adoptó la Declaración de Seychelles por la promoción de las artes y la cultura en Pan África – para África y por África el 26 de noviembre de 2024. Como se acordó en la 13ª reunión del Capítulo de África en Victoria, isla de Mahé, Seychelles, el Capítulo de África y sus miembros de Eswatini, Malawi, Namibia, Seychelles, Súdáfrica, Tanzania, Zambia y Zimbabue se unieron presencialmente para comprometerse con un conjunto de principios y acciones para promover las artes y la cultura en Pan África.

La Declaración es un compromiso con los principios y acciones para promover las artes y la cultura en Pan África. Su propósito es el de promover las artes y la cultura en el continente africano y promover la cultura en el desarrollo sostenible, asegurando que nadie quede atrás. La Declaración contiene cuatro compromisos principales: posicionar la cultura como un actor central en las agendas transversales de los gobiernos; reforzar la movilidad, la comunicación y la cooperación cultural transfronterizas; asegurar el financiamiento y movilización de recursos sostenibles; y mejorar la formación de capacidades y la profesionalización de los sectores culturales y creativos. La Declaración incluye un plan de implementación y monitorización, con informes de progreso respecto al plan en las reuniones del capítulo regional de IFACCA.
