Discussions continue worldwide in the realm of AI policy developments. Digital rights is the theme of the latest Somos Iberoamérica special, which underlines that Artificial intelligence (AI) is a technology that has not so much to do with what we do, but with who we are as humanity. As explained by Columbia University neurobiologist and professor, Rafael Yuste, “the protection of the brain is the sanctuary of our mind because that is where human identity is generated”. His major work, neuro-rights, is already being reflected in the Constitutions of Chile and Brazil and attracting interest in Mexico, Uruguay, Argentina, Colombia and Spain. In Europe, the
proposed AI Act aims to establish a comprehensive regulatory framework for AI, regulating its development and use across sectors. Meanwhile, in Spain, the Ministry of Culture has issued a guide of good practices to safeguard creators' rights amidst the increasing integration of AI in cultural processes. Emphasising human involvement and transparency, the guide seeks to ensure AI enhances creativity while upholding intellectual property rights. The recent statement by Women4Ethical AI highlighted the importance of integrating a gender perspective into AI initiatives. During the Global Forum on the Ethics of AI, the Women4Ethical AI Platform emphasised the importance of bridging gender disparities in AI through policy actions such as closing gender gaps, empowering women in tech, and promoting female entrepreneurship, while also advocating for inclusive AI policies and governance structures that consider diverse perspectives and impacts. The spotlight on integrating a gender perspective into AI initiatives comes at a crucial moment, especially in light of International Women’s Day having just passed.
The intersection of time and policymaking is also under scrutiny this March, particularly at the sixth edition of Culture Summit Abu Dhabi, which took place from 3 to 5 March 2024 and the inaugural Hong Kong International Cultural Summit 2024 from 24 to 26 March 2024. The inaugural Hong Kong International Cultural Summit 2024, hosted by the West Kowloon Cultural District Authority, will focus on the theme, Connecting Cultures, Bridging Times
and discuss topics such as such as the role of cultural districts in urban transformation, digitalisation challenges and opportunities, museum innovation, and fostering international cultural collaborations. Themed A Matter of Time, the Culture Summit, organised by the Department of Culture and Tourism, Abu Dhabi convened thought leaders from diverse fields including art, heritage, media, and technology to explore the role of culture in navigating contemporary notions of time. In over 90 sessions, over 180 speakers discussed ideas to enable the transition from mechanical to a new cultural time more aligned with human awareness and natural rhythms.
Meanwhile, efforts to strengthen the links between culture and education are intensifying. A new UNESCO Framework for Culture and Arts Education was adopted by Culture and Education Ministers at the UNESCO World Conference on Culture and Arts Education that took place in Abu Dhabi from 13 to 15 February 2024, hosted by the Government of the United Arab Emirates. The unanimous adoption of the framework by 90 Ministers marks a historic commitment to advancing culture and arts education worldwide. Stemming from a participatory process involving UNESCO Member States and stakeholders, the framework integrates cultural dimensions into education systems. The
framework emphasises lifelong learning in culture and art across educational settings, advocating for the integration of culture and the arts into education policies, curricula, and programmes. It expands the definition of ‘culture’ to include various forms of heritage and creative industries while highlighting the role of digital technologies in promoting intercultural dialogue and linguistic diversity. Additionally, the framework underscores the importance of learning cultural diversity, particularly emphasising Indigenous cultures, and calls for closer collaboration between educational and cultural institutions. Nearly 1,300 stakeholders attended the World Conference, including delegates from UNESCO Member States, experts and civil society. With new challenges such as climate change and AI, the World Conference aimed to shape future policies that integrate education and culture,
building on previous gatherings in Lisbon in 2006 and Seoul in 2010.

IFACCA partners with the Culture Summit 2024 in Abu Dhabi
This month, IFACCA was pleased to partner with the Culture Summit 2024 in Abu Dhabi, which was organised by the Department of Culture and Tourism (DCT) of Abu Dhabi, an IFACCA Affiliate Member. This year, the Culture Summit explored the theme, A Matter of Time.
An IFACCA delegation of senior leadership from public institutions worldwide attended the Culture Summit. The delegation consisted of IFACCA Board members Kristin Danielsen (Kulturdirektoratet - Arts and Culture Norway and Chair of IFACCA), Julie Diphofa (National Arts Council of South Africa), Ascala Tsegaye Sisk (National Endowment for the Arts, USA) and Nguyen Phuong Hoa (Ministry of Culture, Sports and Tourism, Viet Nam), and representatives of other IFACCA member institutions Stephen Wainwright (Creative New Zealand), Bernan Joseph Corpuz (National Commission for Culture and the Arts, Philippines), Robert Špoták (Slovak Arts Council), Mercedes Pico de Coaña (Ministry of Culture, Spain), Nicholas Moyo (Ministry of Sports, Recreation, Arts and Culture, Zimbabwe), as well as Magdalena Moreno Mujica and Anupama Sekhar from the IFACCA Secretariat. In
addition, as part of the Ministerial dialogues, four IFACCA National Members were present at ministerial-level: HE Nina Obuljen Koržinek, Minister of Culture, Croatia, HE Alpidio Alonso, Minister of Culture of Cuba, HE Adriana Ortiz, Minister of Culture of Paraguay, and HE Ernest Urtasun, Minister of Culture of Spain.
As part of this important partnership, IFACCA presented a panel at the Culture Summit titled The Clock is Ticking: Leading Public Agencies for Culture in Times of Polycrisis on 2 March. The panel addressed how public institutions over the last five years have undergone significant transformations, with the pandemic further exposing the urgent need to overhaul approaches that are no longer sustainable. These disruptions provided an opportunity to rethink the future. Consequently, public institutions around the world find themselves engaged in a profound reconsideration of their roles and responsibilities, within government, with the cultural and creative sectors and with society at large. Inteligencia artificial, cultura y educación: nuevas políticas y sus consecuencias
El debate en torno a las políticas sobre la inteligencia artificial (IA) continúa en varios frentes. Los derechos digitales son el tema del último monográfico Somos Iberoamérica, que subraya que la IA no tiene tanto que ver con lo que hacemos, sino con lo que somos como humanidad. Como explica el neurobiólogo y profesor de la Universidad de Columbia Rafael Yuste, “la protección del cerebro es el santuario de nuestra mente porque ahí se genera la identidad humana”. Su principal tema de trabajo, los neuroderechos, se está reflejando en las Constituciones de Chile y Brasil y ha despertado interés en México, Uruguay, Argentina, Colombia y España. En
Europa, la futura Ley de Inteligencia Artificial es el primer marco jurídico completo sobre IA, regulando su desarrollo y uso en los distintos sectores. Mientras tanto, en España, el Ministerio de Cultura ha publicado una guía de buenas prácticas relativas al uso de inteligencia artificial para proteger los derechos de los creadores ante el progresivo aumento del uso de la inteligencia artificial en los procesos creativos. La guía subraya la importancia de la participación humana y
de la transparencia y busca asegurar que la IA contribuya a la creatividad salvaguardando los derechos de propiedad intelectual. La reciente declaración de Women4Ethical AI (Mujeres por una IA ética) destacó la importancia de integrar una perspectiva de género en las iniciativas sobre IA. Durante el Foro Global sobre la Ética de IA, la plataforma destacó la importancia de superar las disparidades de género en IA cerrando las brechas de género, empoderando a las mujeres en tecnología y promoviendo el espíritu empresarial entre las mujeres, además de abogar por políticas inclusivas en IA y estructuras de gobernanza que tengan en cuenta distintas perspectivas e impactos. El foco en la
integración de las perspectivas de género en las iniciativas de IA se produce en el momento más oportuno, cuando justo se ha celebrado el Día Internacional de la Mujer.
La confluencia entre el tiempo y las políticas públicas también se ha analizado este mes de marzo en la sexta edición de la Cumbre de Cultura de Abu Dabi, que se celebró los días 3 a 5 de marzo de 2024, y en la Cumbre Internacional de Cultura de Hong Kong los días 24 a 26 de marzo de 2024. La primera edición de la Cumbre Internacional de Cultura de Hong Kong está organizada por la Autoridad del Distrito Cultural de Kowloon oeste y se centrará en el tema Conectar a las culturas, enlazando los tiempos. La Cumbre analizará temas como el papel de los distritos culturales en las transformaciones urbanas, los retos y oportunidades de la
digitalización, museos e innovación, y la promoción de las colaboraciones culturales. Con el tema Cuestión de tiempo, la Cumbre de Cultura organizada por el Departamento de Cultura y Turismo de Abu Dabi reunirá a líderes de pensamiento de sectores como el arte, el patrimonio, los medios de comunicación y la tecnología para explorar el tema de la cultura en las nociones contemporáneas de tiempo. En más de 90 sesiones, los más de 180 ponentes debatirán ideas para facilitar la transición del tiempo mecánico a un nuevo tiempo cultural más acorde con la percepción humana y nuestros ritmos naturales.
Mientras tanto, aumentan también los esfuerzos para fortalecer los vínculos entre la cultura y la educación. Un nuevo marco mundial UNESCO por la educación cultural y artística fue adoptado por los/las ministros/as de Educación y Cultura en la Conferencia Mundial sobre la Educación Artística y Cultural de la UNESCO, que se celebró en Abu Dabi los días 13 a 15 de febrero de 2024, organizada por el Gobierno de los Emiratos Árabes Unidos. La adopción unánime del marco por los 90 ministros/as presentes representa un compromiso histórico para progresar la educación cultural y artística en todo el mundo. A partir de un proceso participativo con los Estados
miembros de la UNESCO y distintos actores, el marco integra dimensiones culturales en los sistemas educativos. El marco destaca el aprendizaje a lo largo de la vida en la cultura y artes en todos los tipos de contextos educativos, y aboga por poner la cultura y las artes en el centro de las políticas, estrategias, planes de estudios y programas educativos. También expande la definición de “cultura” para incluir diversas formas del patrimonio y las industrias creativas, y se centra en las capacidades de las tecnologías digitales para ayudar a promover el diálogo intercultural y la diversidad lingüística. Además, el marco subraya la necesidad del aprendizaje en, a través y con la diversidad cultural, especialmente de las culturas indígenas, y pide que se refuercen las relaciones entre las instituciones educativas y culturales. Casi 1300 interesados/as en la cultura y la educación asistieron
a la Conferencia Mundial, entre representantes de los Estados miembros de la UNESCO, expertos/as y miembros de la sociedad civil. Con nuevos retos como el cambio climático y la IA, la Conferencia Mundial ambicionaba dar forma a las futuras políticas que integren la educación y la cultura, basándose en el legado de reuniones previas en Lisboa (2006) y Seúl (2010).

IFACCA colabora con la Cumbre de Cultura 2024 en Abu Dabi
Este mes, IFACCA colaboró en la Cumbre de Cultura 2024 en Abu Dabi, organizada por el Departamento de Cultura y Turismo (DCT) de Abu Dabi, miembro afiliado de IFACCA. Este año, la Cumbre de Cultura abordó el tema Cuestión de tiempo.
Una delegación IFACCA de altos cargos de instituciones públicas de todo el mundo participó en la Cumbre de Cultura. La delegación estaba formada por los miembros de la Junta Directiva de IFACCA, Kristin Danielsen (Kulturdirektoratet - Arts and Culture Noruega y Presidenta de IFACCA), Julie Diphofa (Consejo Nacional de las Artes de Sudáfrica), Ascala Tsegaye Sisk (Fondo Nacional de las Artes, EE.UU.) y Nguyen Phuong Hoa (Ministerio de Cultura, Deportes y Turismo, Vietnam), y representantes de otras instituciones miembros de IFACCA Stephen Wainwright (Creative New Zealand), Bernan Joseph Corpuz (Comisión Nacional para la Cultura y las Artes, Filipinas), Robert Špoták (Consejo Eslovaco de las Artes), Mercedes Pico de Coaña (Ministerio de Cultura, España), Nicholas Moyo (Ministerio de Deportes, Recreación, Artes y Cultura, Zimbabue), así como Magdalena Moreno

Como parte clave de esta colaboración, IFACCA presentó una mesa redonda en la Cumbre de Cultura con el título El reloj no se detiene: liderando agencias públicas en tiempos de policrisis, el 2 de marzo. El panel abordó cómo las instituciones públicas en los últimos cinco años han experimentado transformaciones significativas, y la pandemia ha puesto aún más de manifiesto la urgente necesidad de revisar planteamientos que ya no son sostenibles. Estas disrupciones brindaron la oportunidad de replantearse el futuro. En consecuencia, instituciones públicas en todo el mundo se encuentran inmersas en una profunda reconsideración de sus funciones y responsabilidades, dentro del gobierno, con los sectores culturales y creativos y con la sociedad en general. Este jueves, el diario oficial publicó la promulgación del Acuerdo Internacional Administrativo en Materia de Coproducción Cinematográfica y Audiovisual entre el Reino de España y la República de Chile, cuya firma fue encabezada por el Presidente Gabriel Boric y el Presidente del Gobierno de España, Pedro Sánchez, el pasado 14 de julio en el Palacio de la Moncloa, Madrid.

El Ministerio de Cultura convoca ayudas por más de 1,8 millones de euros para la internacionalización de las industrias culturales y creativas

El Ministerio de Cultura ha publicado la orden por la que se convocan ayudas, por importe de 1.862.000 euros, a eventos profesionales para la internacionalización de las industrias culturales y creativas, correspondientes a 2024 y 2025, en el marco del Plan de Recuperación, Transformación y Resiliencia. Se trata de la primera edición de esta línea de ayudas, que tiene por objeto impulsar el crecimiento del sector cultural español en el exterior, mediante el apoyo al acceso y la participación de sus empresas y profesionales en los mercados internacionales.

El empleo cultural medio en 2023 registra un incremento del 4% con respecto a los datos de 2022, lo que supone que más de 723.000 personas (un 3,4% del empleo total en España) trabajaron en el sector cultural el año pasado. Estos datos han sido obtenidos mediante una explotación de la Encuesta de Población Activa (EPA), estadística oficial perteneciente al Plan Estadístico Nacional elaborada por el Instituto Nacional de Estadística, que el Ministerio de Cultura realiza y ha publicado hoy.

Mediante este instrumento legal se busca desarrollar y promover la economía creativa y sus componentes educativos y culturales como sector estratégico y motor de desarrollo cultural, social y económico en el país.
