REFEREE LEADERSHIP GROUP

The Referee Leadership Group is a new committee set up by BBNZ to replace the National Referee Appointments and Development Committee, which has been in place for the last two years. At the same time, BBNZ is also setting up a new Coach Leadership Group.

Peter Rodgers will continue as chair of the new group and the previous members of the NRADC (Ken Coulson, Jilly Harris, Stephanie Eldred and Marty Davison) have been appointed to the new group.

There is also a vacancy for a new position on the group, for a referee or trainer who is active at the community level. BBNZ is currently calling for Expressions of Interest from people interested in being appointed to this position. More information on the Referee Leadership Group and the call for Expressions of Interest is available on the BBNZ website at: https://nz.basketball/about-us/vacancies/

There is also information there about the vacancies on the new Coach Leadership Group.

A 3X3 RULE CHANGE

The latest FIBA 3x3 rule book has a change relating the restrictions on a player with the ball who have their back to the basket. In a new Article 28, the rule now says:

An offensive player, after the ball has been cleared, shall not dribble inside the arc with his back or side to the basket for more than 3 consecutive seconds.

This replaces the previous rule that said that a player could not hold the ball or dribble for more than five seconds with their back to the basket. So the restriction on holding the ball has been removed and the time limit has been reduced to three seconds.

REFEREE TECHNIQUE FOCUS:
Crew conferences during a game

Referees often need to communicate with each other during a game. Having good protocols in place for crew communication during a game helps you get the right outcome, and quickly. Here are some tips for when you need to come together to sort out a situation:

  • Have one conference, not multiple conferences.
  • Be stationary (stop and breathe) so it doesn’t look like panic.
  • Come together and each briefly exchange information on what you saw and heard.
  • Be confident, yet unemotional in voice and gestures.
  • When all the facts are received, make a decision.
  • Establish how the game will be resumed.
  • Finalise your communication before separating.
  • Communicate your decision to everyone.

These are the questions you need to discuss when you come together, in this order:

  1. What is the decision/outcome we need to achieve?
  2. What did we each actually see/hear?
  3. What does the information tell us?
  4. What is the decision?
  5. How do we resume the game?

RULES QUIZ

Test yourself with these rule questions.

  1. A1’s shot for goal is in the air when B2 fouls A3 in Team A’s front court at the same time as the shot-clock signal sounds. The ball misses the basket. This is the second Team B foul in the quarter. How many seconds does Team A get on the shot clock for their throw-in after the foul?
  2. A1 is taking a throw-in from her back court. The inbounds pass doesn’t touch anyone on court and goes out of bounds. How many seconds does Team B get on the shot clock for their throw-in?
  3. B1 pushes A2 and is charged with an ordinary personal foul. This is the third Team B foul in the quarter. Then, A2 hits B1 with his elbow and is charged with an unsportsmanlike foul. Are these two fouls treated as a double foul?
  4. What penalties are administered for the fouls in question 3?
  5. A1 has been awarded two free throws and has the ball for the first free throw when Coach B asks for a time-out. A1’s first free throw is successful. Should the time-out be taken now before the second free throw

Rules quiz answers

  1. 14. – Art 29.2.1; Int 29/50-28
  2. 14. Team B’s throw-in is from the same spot as A1 was taking the throw-in, i.e. in Team B’s front court. – Arts 17.3, 17.4, 29.2.2; Int 17-3-3
  3. No. The two fouls are not of the same category (one is personal and the other is unsportsmanlike), therefore this is not a double foul. – Art 35.1.2; Int 35-7
  4. The throw-in for Team A is cancelled as a result of the further penalty to be administered. B1 gets two free throws followed by a throw-in for Team B. – Art 42; Int 35-7
  5. No. – Arts 18.2.3, 18.2.4; Int 18/19-6
