EUROCAE at RPAS CivOps 2019

23-24 January 2019, Madrid

UVS International organised the 2019  European Civil RPAS Operators & Operations Forum, hosted by The Spanish Aviation Safety and Security Agency (AESA).

The event featured a wide number of participants representing the regulators,  drone associations, UAS operators and standard developing organisations.

The participants covered the most topical subjects of the UAS industry such as standard scenarios, SORA, pilot training and qualification, with a special attention to the policy & regulatory matters for civil RPAS operators.    

EUROCAE was invited to attend the event and present on the European UAS Standards Coordination Group (EUSCG). 

S. Marzac, EUSCG Secretary, introduced the audience to the EUSCG functioning, members and deliverables. He highlighted the important role of the Rolling Development Plan as an overarching view on current and planned standardisation activities and as a tool to avoid duplication in activities for timely deliverable of standards to complement performance based regulations. ECSCG meeting#2

23 January 2019, Brussels

European Cyber security for aviation Standards Coordination Group (ECSCG) met for the second time at EUROCONTROL in Brussels on 23 January 2019.

The group gathered experts from the European regulators (European Commission and EASA) as well as European organisations active in cybersecurity and international SDOs. Together, they have discussed further their current activities and the structure of the first version of the European Cyber security for aviation Standardisation Rolling Development Plan (RDP).

The first version of the RDP is planned to be ready for Mid-April and will be progressively updated to reflect the situation.

The ECSCG is a joint coordination and advisory group. Its purpose is to coordinate the cybersecurity for aviation related standards activities across Europe to ensure that the necessary and appropriate standards are available in due time. More information on the ECSCG and the latest version of the RDP will soon be available on a dedicated website.

EUROCAE Calls for Cyber security experts 

A new sub-group of WG-98 SG-1 RLS will focus on the cyber security aspect of emergency locator return link service. We would like to encourage the participation of experts with a cyber security background to join us as well.

Context

Cyber security in aircraft operations is a growing concern, in direct relationship with flight safety.

As Galileo RLS introduces an additional “connectivity” link between the ground and the aircraft, the cyber security risk associated with such RLS implementation must be addressed.

Scope

The sub-sub-group will investigate the risks associated with RLS implementation, in terms of vulnerability, probability of occurrence, as well as impact on flight safety and SAR operations.

Then it will identify and assess means of prevention, detection and mitigation of these risks. Conclusions on cybersecurity risks and recommendations for risk mitigation will be provided.

Such traditional risk management method will be applied to each service (RLS Type 1, Command Service, Deactivation service).

Timeframe

The group targets to provide its conclusion by September 2019, with following monthly calls (1h30). Weeks are proposed but will be adjusted based on availability.

  • Webex 1 – end February (week 9): problem positioning, threat assessment, risk assessment methodology risk assessment #1 Command Service
  • Webex 2 – end March (week 13): risk assessment #2 Deactivation service, Type 1
  • Webex3 – mid May (week 21): prevention, detection and mitigation
  • Webex 4– end June (week 26): conclusions & recommendations
  • Webex 5 – end July (week 30): final review

76th meeting of EUROCAE TAC

15-16 January 2019, Saint-Denis 

The 76th meeting of the EUROCAE Technical Advisory Committee took place on 15 – 16 January 2019 at the EUROCAE premises at Saint Denis. 

TAC approved updated Terms of Reference for several WGs and activities:

WG-82 New Air-Ground Data Link Technologies
​The ToR of WG-82 were updated to include two additional deliverables, ED-242B and ED-243B. These documents will be updated to reflect new technological developments requiring a quick response. The originally planned updates for Revision B of these documents will subsequently be developed as Revision C

WG-102 GEN-SUR SPR 
Working Group 102 is developing a Safety and Performance Requirements (SPR) document for a generic surveillance system. Due to the complex work and the amount of outstanding tasks, the ToR has been updated with a revised target date for the availability of the document.

WG-105 UAS 
WG-105 has been tasked to develop stan-dards to facilitate the safe integration of Unmanned Aircraft Systems (UAS) into the airspace. Recent developments in various areas required an update of the ToR to include new activities in the following fields:

  • UAS Traffic Management (UTM): suppression of MASPS for geo-fencing and e-identification; new target date for the respective MOPS; new deliverable MOPS for geo-caging.
  • Design & Air-Worthiness: new deliverable General Functional Hazard Analysis (FHA) for UAS.
  • Specific Operation Risk Assessment (SORA): new deliverables: “Applica-bility of safe design standards for UAS in Specific Operations category”, “Guidelines on the use of multi-GNSS for UAS”, “Guidelines on the Automatic protection of the flight envelope from human errors for UAS”.

WG-110 HTAWS 
This WG was created just recently and reviewed the ToR during the Kick-Off meeting. This review showed some inconsistencies and incorrect terminology which has been clarified and corrected in an updated version of the ToR.

Periodic ED Review
Each published EUROCAE Document (ED and ER) is subjected to a periodic review every five years to confirm that it is still fit for purpose. This activity has been performed end of 2018 for those ED’s who reached five years of age. 14 documents were reviewed (11 EDs and 3ERs). Except for ER-010 all documents were confirmed as still being up-to-date.

EUROCAE acknowledging its WG participants

For the third time EUROCAE will recognise the excellent performance of its Working Group members with the 2019 EUROCAE Awards, presented during the EUROCAE Symposium on 25 and 26 April in Toulouse.

Standards development within EUROCAE is performed by volunteers who dedicate their time and effort in the production of high quality documents. Every year this dedication is recognised by EUROCAE by presenting the EUROCAE Awards in the scope of the yearly Symposium. In 2019 the Award Night will be held on 25 April.

The nomination for the Awards is organised via the Working Group Chairpersons and Secretaries. They have been invited to inform all Working Group members about the ongoing nomination period and to submit to the Secretariat the names of those who in their opinion deserve to receive an Award. The Selection Board will consist of members of the Council, the TAC and the Secretariat. To select the winner of the Global Harmonisation Award a representative of RTCA will join the Selection Board since this particular Award will be presented to a member of a joint Working Group.

In 2019, Awards will be handed out in the following categories:

Lifetime Achievement Award – to a contributor who has shown his dedication to the EUROCAE activities over an extended period of time

Working Group Leadership – to a Working Group Chairperson which has proven to be a successful and efficient leader.

Global Harmonisation – to a Working Group member that has contributed in an outstanding manner to a joint Working Group with RTCA or SAE

Best Contribution – to  recognise a single contribution that goes beyond what can normally be expected from a WG Member.

International Award – to a non-European member of a EUROCAE only Working Group

The Awards process will start soon and will find its highlight in the Awards ceremony during the 2019 EUROCAE Symposium.
