In recent weeks, headlines have shown international dialogue and cultural exchange has been front of mind for national governments and international actors worldwide as they look toward the future of collaboration across regions and between partners, beyond the pandemic.

In the Pacific, the Australia Council for the Arts has released its new International Engagement Strategy 2021-2025, a strategy that will guide its investment in international activity with a focus on; global First Nations exchange; Asia Pacific engagement; risk-taking, experimentation, sustainability and digital futures.

In Asia, the Ministry of Culture, Sports and Tourism, Republic of Korea has collaborated with the Ministry of Culture and Tourism, China to co-host the opening of its joint 2021-22 year of cultural exchange to enhance bilateral cultural exchange and cooperation. In Singapore, the Ministry of Culture, Community and Youth, Singapore has encouraged participation in cross-cultural collaborations and acknowledged fruitful cultural exchanges between international counterparts. And in Viet Nam, the Ministry of Culture, Sports and Tourism held a conference on reopening to international tourism in cooperation with its Ministry of Foreign Affairs to open dialogue with national governments on international travel plans.

In Europe, last month the Cultural Routes of the Council of Europe Annual Advisory Forum 2021 was organised by the Enlarged Partial Agreement on Cultural Routes of the Council of Europe in cooperation with the Ministry of Culture, Sport and Youth of Georgia and the Kutaisi City Municipality. The forum explored the theme Resilient and Sustainable Cultural Routes – Innovating Out of Crisis with participation from international stakeholders. In the UK, Creative Scotland, Arts Council England, the Arts Council of Northern Ireland and the Arts Council of Wales partnered to pilot a new fund for international collaboration. The fund is designed to support international partnership development and co-creation projects for arts and creative industry workers.

In Africa, the Ministry of Tourism, Culture and Wildlife, Malawi launched a project supported by the Norwegian government through UNESCO to strengthen institutional capacities to implement Malawi cultural policy, as the result of a review across Southern African Development Community (SADC) countries. And last week, UNESCO has published its report The African Film Industry: Trends, Challenges and Opportunities for Growth that reflect on the importance of strengthening international cooperation to develop cultural and creative industries.

In the Ibero-America, the Ibero-American Congress of Culture: XV Anniversary of the Ibero-American Cultural Charter, will be held on 4 and 5 November in Montevideo, Uruguay with the support of the Ministry of Education and Culture, Uruguay. This is a regional forum to promote the development of the culture sector.

For our readership across the arts and cultural policy sector interested in participating in international arts and culture debate, this month UNESCO has announced its new ResiliArt x Mondiacult collaboration inviting cultural and creative communities around the world to take part through your own ResiliArt debates. Inputs from the debates will be gathered and used to inform the Mondiacult 2022 preparatory process to be hosted in Mexico City in collaboration with the Secretary of Culture, Mexico.

This month, Ms Karima Bennoune concludes her term as United Nations Special Rapporteur in the field of cultural rights and on 26 October she will speak at a webinar for the launch of the Special Rapporteur’s final report to the United Nations General Assembly. We celebrate Ms Bennoune’s achievements and leadership in the field of cultural rights and thank her for her inspiring work and manifold collaborations with IFACCA during her mandate. We also take the opportunity to congratulate Ms Alexandra Xanthaki, who has been appointed the new United Nations Special Rapporteur in the field of cultural rights and look forward to supporting her mandate.

It is with great appreciation that we farewell Meredith Okell, Director of Communications and Engagement who leaves IFACCA after six years with the Secretariat. We would like to thank Meredith for her years of service and commitment to the Secretariat, the Federation and the wider arts and cultural sector community. Meredith has made an invaluable contribution to the Secretariat and has played a critical leadership role to transform the organisation since 2017; and we thank her for her thought leadership in editorial and content development, project leadership on the 8th World Summit on Arts and Culture in Malaysia (2019), and the co-design of our Strategy 2021-2026. Read more.

Estonian Ministry of Culture, 11 October 2021, Estonia

Today, 11 October at 3 pm, Minister of Culture Anneli Ott will present to the Riigikogu the development plan for the new period of culture “Cultural Development Plan 2021–2030” or “Culture 2030”. The development plan sets goals by areas and takes into account the consequences of the corona crisis, changing labour relations and the needs of balanced development of the creative sector.

National Endowment for the Arts, 5 October 2021, USA

President Joseph R. Biden today nominated Maria Rosario Jackson, PhD, of Los Angeles, California, as chair of the National Endowment for the Arts (NEA). The Biden-Harris Administration chose to make the announcement during National Arts and Humanities Month with the selection of Dr. Jackson to lead the nation’s arts agency. She will be the nation’s first African American and Mexican American to be appointed as NEA chair.

National Commission for Culture & the Arts, Philippines, 1 October 2021, Philippines

This October, the National Commission for Culture and the Arts (NCCA), through its Subcommission on Cultural Communities and Traditional Arts (SCCTA), is celebrating the National Indigenous Peoples (IP) Month pursuant to Presidential Proclamation No. 1906 signed in 2009 wherein the constitution mandates the “recognition and protection of the rights of Indigenous Cultural Communities/ Indigenous Peoples (ICCs/IPs).”

Following the issuance of a law by His Highness Sheikh Khalifa bin Zayed Al Nahyan, Ruler of Abu Dhabi and President of UAE, establishing the Creative Media Authority (CMA), the Department of Culture and Tourism - Abu Dhabi has launched the authority with a mission to accelerate the growth of Abu Dhabi’s multidisciplinary creative sector. The new entity is the latest milestone in the emirate’s AED 30+ billion investment strategy to expand the entire Culture and Creative Industries (CCI).

This study performed by the think tank Mandag Morgen and funded by the Nordic Council of Ministers examines the digital green transition in the Nordic-Baltic region. The study consists of three main parts. The first part maps the current policy initiatives relating to the digital green transition in the countries. At a time when the COVID-19 pandemic has considerably weakened the creative sector and greatly disrupted the production and distribution of cultural goods and services, UNESCO is giving a new impetus to the UNESCO-Aschberg Programme for Artists and Cultural Professionals to support States and key actors in their efforts to promote the status of the artist and the diversity of cultural expressions. Deadline for submission: 3 December 2021.

En las últimas semanas, los titulares han demostrado que el diálogo y el intercambio cultural han sido una preocupación central de los gobiernos y de los agentes internacionales en todo el mundo, mirando al futuro de la colaboración entre regiones y socios en el periodo posterior a la pandemia.

En el Pacífico, el Consejo de las Artes de Australia ha publicado su nueva Estrategia de participación 2021-2025, una estrategia que dirigirá su inversión en actividades internacionales con énfasis en el intercambio global con las Primeras Naciones, la participación en el Pacífico, la asunción de riesgos, la experimentación, la sostenibilidad y los futuros digitales.

En Asia, el Ministerio de Cultura, Deporte y Turismo de la República de Corea ha colaborado con el Ministerio de Turismo de China para coorganizar la inauguración del año conjunto de intercambio cultural 2021-2022, destinado a mejorar el intercambio y la cooperación cultural bilateral. En Singapur, el Ministerio de Cultura, Comunidad y Juventud ha fomentado la participación en colaboraciones interculturales y ha premiado intercambios culturales fructíferos entre socios internacionales. En Vietnam, el Ministerio de Cultura, Deporte y Turismo organizó una conferencia sobre la reapertura al turismo internacional en colaboración con el Ministerio de Asuntos Exteriores para inaugurar el diálogo con gobiernos nacionales de cara a los viajes internacionales.

En Europa, el Foro Asesor Anual de los Itinerarios Culturales del Consejo de Europa 2021, organizado el mes pasado por el Acuerdo Parcial Ampliado de los Itinerarios Culturales del Consejo de Europa en colaboración con el Ministerio de Cultura, Deporte y Juventud de Georgia y la municipalidad de Kutaisi. El foro exploró el tema Resiliencia e itinerarios culturales sostenibles – Innovaciones para salir de la crisis, con participación de agentes internacionales. En el Reino Unido, Creative Scotland, el Consejo de las Artes de Irlanda del Norte y el Consejo de las Artes de Gales están colaborando en un nuevo fondo para la colaboración internacional. El fondo está diseñado para apoyar el desarrollo de colaboraciones internacionales y la co-creación de los proyectos de trabajadores de las industrias creativas y artísticas.

En África, el Ministerio de Turismo, Cultura y Vida Salvaje de Malawi inauguró un proyecto apoyado por el gobierno noruego a través de la UNESCO para reforzar las capacidades institucionales de cara a implementar la política cultural de Malawi, resultado de un estudio comparativo de los países de la Comunidad de Desarrollo del África Austral (SADC). Finalmente, la UNESCO publicó la semana pasada su informe La industria cinematográfica africana: tendencias, retos y oportunidades de crecimiento, que reflexiona sobre la importancia de reforzar la cooperación internacional para desarrollar las industrias creativas y culturales.

En Iberoamérica, el Congreso Iberoamericano de Cultura: XV aniversario de la Carta Cultural Iberoamericana se celebrará en Montevideo, Uruguay, los días 4 y 5 de noviembre con el apoyo del Ministerio de Educación y Cultura de Uruguay. Este es un foro regional para promover el desarrollo del sector cultural.

Para nuestros lectores en el sector de las políticas culturales y artísticas interesados en participar en el debate internacional sobre las artes y la cultura, la UNESCO ha anunciado este mes su nueva colaboración ResiliArt x Mondiacult, que invita a la participación de las comunidades culturales y creativas de todo el mundo a través de sus propios debates ResiliArt. Las aportaciones de los debates se usarán de base para el proceso de preparación de Mondiacult 2022, en colaboración con la Secretaría de Cultura de México.

Este mes, Karima Bennoune concluye su mandato como Relatora Especial de las Naciones Unidas en el ámbito de los derechos culturales y el 26 de octubre intervendrá en un seminario web para la presentación del informe final de la Relatora Especial a la Asamblea General de las Naciones Unidas. Celebramos los logros y el liderazgo de la Sra. Bennoune en el ámbito de los derechos culturales y le agradecemos su inspirador trabajo y sus múltiples colaboraciones con IFACCA durante su mandato. También aprovechamos la oportunidad para felicitar a la Sra. Alexandra Xanthaki, que ha sido nombrada nueva Relatora Especial de las Naciones Unidas en el ámbito de los derechos culturales y esperamos apoyar su mandato.

Damos la despedida con gran estima a Meredith Okell, directora de Comunicaciones y Participación, quien deja IFACCA tras seis años en el Secretariado. Deseamos agradecer a Meredith sus años de servicio y dedicación al Secretariado, a la Federación y la comunidad internacional en el sector de las artes y la cultura. Meredith ha hecho una aportación inestimable a la tarea del Secretariado y ha ejercido un liderazgo fundamental en la transformación de la institución desde 2017. 32 jóvenes provenientes de los 8 países que conforman el Sistema de Integración Centroamericana adoptan una Declaración que recoge las diversas perspectivas, propuesta y demandas de las juventudes de la Región SICA sobre el patrimonio cultural en el marco del primer Encuentro Cultural de Jóvenes de Jóvenes de la Región SICA se llevó a cabo entre los días 1 y 3 de octubre de 2021. Esta Declaración será presentaba al Consejo de Ministros y Ministras de Cultura de la CECC-SICA en noviembre de este ano.

OEI - Organización de Estados Iberoamericanos, 4 October 2021, International

La OEI y el Banco de Desarrollo de América Latina -CAF- vienen desarrollando actividades conjuntas desde el 2010, año en que se firmó un convenio de cooperación que aún hoy sigue teniendo vigencia para el desarrollo de proyectos de educación, ciencia y cultura en la región.
