IF DEPARTMENTS AND ORGS HAVE NOT YET PUT WORKFLOW ROUTES IN PLACE, THEY CAN STILL DO SO

The new proposal routing form uses universal workflow. Departments and orgs must ensure that the appropriate individuals are approving the routing form. In many cases, this means making a custom workflow path for the routing form.
