Bravissimo! Waterfront restaurant opening soon

Italian dining venue Roccella Lido is set to open at the Frankston Yacht Club in August 2026, bringing the flavours of southern Italy to Port Phillip Bay. 

Inspired by the sun-soaked coastlines of Sicily, the new venue will offer pizzas, fresh pasta, seafood and more, all served with sweeping waterfront views.  

Operated by the acclaimed Roccella Group, the restaurant is expected to create up to 90 local jobs and provide flexible spaces for everyday dining, celebrations and events. 

Roccella Lido will join a growing collection of dining and activation across the foreshore, shaping an exciting new chapter for Frankston’s waterfront.

Jubilee Park’s newest upgrade is greener, smarter… and almost ready to roll! 

If you’ve visited Jubilee Park lately, you might’ve spotted something fresh taking shape beside John Coburn Oval — a brand‑new 3,800sqm grass‑cell car park that blends into the landscape. 

This isn’t your everyday car park.  

Under the new turf is a hidden grid of super‑strong cells that reinforces the ground, creating a stable surface that still looks just like natural lawn.  

So, what does that mean for the community? 

  • More parking on busy game days 

  • A green, open space for picnics, wandering, cheering on during training and games or just relaxing 

  • A durable surface that stays usable in all weather — without sacrificing the park’s natural feel.

Right now the turf is settling in, and we’re expecting to open the space mid‑March — perfectly timed for the start of the footy season. 

This upgrade is part of the Jubilee Park Master Plan, which is steadily enhancing the entire precinct. Recently we added new pathway lighting from Nursery Avenue, making evening sessions and strolls brighter and safer. 

 

Have you booked your accessible beach experience? 

Bookings for equipment to assist people with disabilities to access Frankston Foreshore are available Thursdays to Saturdays, 10.30am–2.30pm, for use between the Frankston Pier and Kananook Creek.

Equipment includes:

  • 70 meters of beach matting
  • bookable shaded daybeds
  • free beach wheelchairs and beach walkers
  • wheelchair transfer hoist

Frankston City Council worked with Accessible Beaches Australia to bring the pilot to Frankston, with the support of the Frankston Social Inclusion Action Group, local businesses, community organisations and volunteers. The pilot program will conclude on Saturday 28 February.

This year's theme is The Enchanted Realm

Get ready to be amazed as 15 of the world’s best sand sculptors transform more than 400 tonnes of sand into stunning fairytale castles, mighty dragons and enchanting mythical creatures straight out of your favourite stories It’s a world of wonder and imagination that will delight little adventurers and grown-ups alike.

There's also daily sand sculpting workshops, interactive photo moments, sand bottles and sand art, sculptor talks, mini golf, a giant sand pit and food trucks.

Join in the fun again this year as the Carlsberg Beach Club returns to our foreshore. The club is all about setting the scene for summer and autumn afternoons filled with great food, live music and ice-cold drinks by the bay. The beach club is one of four major events funded by Frankston City Council until the Destination Event Activation Program (DEAP) — alongside the Frankston Swim Classic, Australian Sand Sculpting Championships and Frankston Winter Fire Festival. $250,000 allocated to attract a new wave of events to Frankston City. 

Do you have an idea for a major event that would elevate Frankston City as a creative events destination? Well, you’re in luck!

Share your concept with us, and you could be eligible for a slice of $250,000 in funding courtesy of Council’s Destination Event Attraction Program (DEAP).

The best applications will bring our event spaces to life wow locals attract visitors engage local businesses and build upon our reputation as a creative events, arts, and culture destination

The 2025-2026 Program has a proven track record of bringing high-calibre events to the city, having delivered the return of Carlsberg Beach Club, the Australian Sand Sculpting Championships and the Frankston Swim Classic, which are all significant pillars of the city’s event calendar in 2026. In addition, the program will support the inaugural Frankston Winter Fire Festival this coming June

Frankston Street Art Festival prepares to once again transform our CBD

Frankston Street Art Festival is transforming our city centre into vibrant outdoor gallery from 16–22 March, with large-scale murals and creative works produced live across the city centre during a week-long celebration of public art. Artists from Australia and overseas work on site, turning buildings and laneways into striking artworks that reflect a broad range of styles, stories and cultural influences, while inviting the community to witness the creative process as it unfolds.

Throughout the festival, audiences can engage with the city’s growing street art collection through free guided walking tours, led by knowledgeable local guides. These tours offer insight into both new and existing artworks, the techniques behind them, and the ideas that shape contemporary street art practice. Visitors may also encounter artists working live, providing a rare opportunity to see large-scale artworks develop in real time.

Introducing Street Art Studio for the very first time, a live creative hub where artists produce new work across multiple mediums in an indoor setting. The Studio allows visitors to move through the space, observe artists at work, and engage with the process behind the finished pieces. Selected artworks created in the Studio will be offered via silent auction as part of the broader festival program, creating a direct link between artists, audiences and collectors.

Where does your FOGO waste go? The journey from bin to soil

Ever wondered what happens after you roll out your food organics and garden organics (FOGO) bin? Behind every lime green lid is a process that turns food scraps and garden waste into compost for Victorian farms. Once collected, this material goes to a composting facility, where it’s sorted to remove contamination and composted for six to 12 weeks.

The result? High-quality compost ready for use. It’s a team effort: residents who sort correctly, drivers who collect bins and Council’s Waste Circularity team — all working together to give FOGO material a second life. Sorting correctly at home is essential.

Even small items like plastic bread tags can contaminate compost, so take a moment to remove all packaging.

Thanks to the 80 per cent of the community already using FOGO, 16,000 tonnes of food and garden waste avoided landfill in 2025. Households with a Frankston City Council waste service who do not currently have a FOGO bin, will automatically receive a FOGO bin in the citywide rollout in May/June. But why wait? This is your last chance to opt in early. Become a FOGO early adopter and help lead Frankston City towards a cleaner, greener future.

Sculpted Sounds Music Festival

Sculpted Sounds is transforming McClelland Sculpture Park + Gallery, Langwarrin into a bold new outdoor music experience. Set among native bushland and world-class sculpture, Sculpted Sounds marks a new chapter for McClelland in its 54-year legacy as a leading arts charity.

The 2026 lineup features some of Australia’s most celebrated and compelling artists and take your taste buds on tour with a curated lineup of gourmet food trucks serving up local legends and festival favourites.

Licensed bars across the site will keep the good times flowing with a mix of cold brews, local wines and alcohol-free options: the perfect pairing for an epic day of live music and good vibes.

More flavours are rolling into Frankston City!

From 1 June, our mobile food van scene is getting bigger, better and even tastier!

After a huge response to Council’s recent Expression of Interest process, we’re welcoming more vendors, new flavours and even a brand‑new site at Carrum Downs Recreation Reserve (thanks to community feedback!).

One of the friendly faces returning is Jimmy Abou‑Karroum (pictured) from Rolling Mugshot at Riviera Car Park, Seaford. For almost two years, Jimmy’s been serving early risers with great coffee, good humour and genuine warmth — becoming part of many locals' morning routine.

Jimmy says the community has supported him from day one, and he’s thrilled to continue brewing connections with a new three‑year license agreement.

Last year, Rolling Mugshot raised $850 for Theodora’s Cheerful Givers through a community event, and Jimmy’s already planning more ways to give back.

He embodies the essence of what our mobile food van program is all about — people building small businesses, creating jobs, supporting local suppliers and adding life to the places residents and visitors love!

L2P Mentor Drivers wanted

The L2P program empowers young learner drivers who can’t access a supervising driver or vehicle, by providing them with a volunteer driving mentor who can support them to gain their driving hours and license. To be a driving mentor you must: 

  • be over 21 years old
  • hold a full Victorian Driver’s License
  • undertake a screening process
  • be committed to uphold Child Safety policies.

Our driving mentors are given training and ongoing support, a vehicle for each driving lesson and the opportunity to make a positive difference in the community. Driving mentors give young people at least one to two hours a week of their time and experience, mentorship to learn how to drive safely and the confidence and skills to get their probationary license, which will enable them to pursue education and employment.

Kitten adoption day

Sunday 22 March, 10am–3pm, Frankston Mechanics Institute, 1N Plowman Place

Join us at the Frankston Mechanics Institute Hall, where our Friends at The Lost Dogs’ Home will have kittens on site looking for their forever homes. As part of the 2026 Kitten Adoption Day, the Lost Dogs’ Home will be reducing the adoption fee from $270 to $100. On the day you’ll have the chance to meet lots of adorable kittens aged mostly under three months (all under six months).

Each kitten will:

  • have a $100 adoption fee
  • be desexed, microchipped and vaccinated
  • come with two years free pet registration with Frankston City Council (you won’t need to pay your annual registration fee until 10 April 2028).

As part of Council’s annual First 30 Forever Furry Friends pet adoption program, the first 30 households who adopt a kitten on the day and register their new pet to a property within the Frankston municipality, will have their $100 adoption fee covered by Council.

We have four topics that we would love your thoughts on, with the results helping Council to best allocate resources and support, and make decisions on matters that benefit the community.

  • Would you support a differential rate on long term vacant commercial real estate within the Frankston Metropolitan Activity Centre?

We also have a group of financial policies under review where your input is going to be valuable.

Dog beach restrictions 

For everyone’s safety and comfort, dogs are not allowed on our beaches in peak usage times in the summer months, with restrictions applying until 31 March 2026:  

Reminder: no dogs between 9.30am–7.30pm 

Dogs allowed before/after these times on a lead. Don’t forget your clean-up bags! There are also still plenty of places, including the Keast Park beach, to let your furry friend enjoy some off-lead time, see more detail below.

Meet your Ward Councillor meetings provide an opportunity for you to meet directly with your local Ward Councillor on specific ward or municipal issues relating to council, within the functions and duties of their role as a Councillor.

You might use the time to questions like:

  • When is the next Hard Waste Collection?
  • Can we have a public litter bin / dog waste bin installed?
  • I have a pothole in my street, how do I report it?

Pathway upgrade Overport Park 

We’re upgrading the pathway leading to the pedestrian bridge connecting Overport Park to Sweetwater Creek as part of the park’s master plan. Works are expected to kick off on Monday 23 February and will take about two weeks (weather permitting). During this time, access to the pathway and bridge will be disrupted, so please seek alternative routes and follow all signage.

New play spaces are on the way! 

We’re excited to kick off this year’s play space upgrades, starting with Ferndale Reserve in Frankston and Heritage Reserve in Skye! Here’s a little of what you can look forward to at both locations: 

  • shade sails for sunny days 
  • a range of play options for children of all ages 
  • more spots to sit, relax and catch up  
  • accessible paths 
  • tree planting 
  • brand‑new multi‑sports courts.

A quick heads‑up: the new courts take a little extra time to build because the acrylic surfacing needs consistent warm, dry weather. 

These upgrades were shaped by our community, and they form part of Council’s Play Strategy. Because these are local major play spaces, they won’t include facilities like toilets or BBQs. 

Ferndale Reserve is fully funded by Council ($400,000) and Heritage Reserve is co‑funded by the Victorian Government ($240,000) and Council ($184,000) 

Up next: Upgrades at Gamble, Lipton and Banyan reserves. Stay tuned!
