ZEV demonstrator models and leasing arrangements are now eligible No images? Click here Hi there, We’re emailing you with some good news about the Zero Emissions Vehicle (ZEV) Subsidy applying to more ZEV purchases to help achieve a clean energy future for all Victorians. The ZEV Subsidy is part of the Victorian Government’s Zero Emissions Vehicle Roadmap, a comprehensive $100 million plan to drive uptake of ZEVs, which includes over 20,000 subsidies to help Victorians purchase a ZEV – the first subsidy of its kind in Australia. We’re pleased to announce the following clarifications in response to the ideas and feedback we heard from the industry stakeholders we engaged with and thank the Federal Chamber of Automotive Industries, the Australian Automotive Dealer Association, the Victorian Automobile Chamber of Commerce, the Electric Vehicle Council and numerous Original Equipment Manufacturers and dealerships for their input. ZEV demonstrator modelsWe heard from industry how important ZEV demonstrator models are in further encouraging the uptake of ZEVs. We’re pleased to confirm that ZEV demonstrator models on-sold to the customer on or from 2 May 2021 are eligible for the ZEV Subsidy. To be eligible, the ZEV demonstrator model must also meet the definition of a demonstrator vehicle as specified for the State Revenue Office Motor Vehicle Exemption Requirements and clearly state the vehicle is a demonstrator model on the tax invoice/contract of sale, with the odometer reading listed. Your customer’s purchase will still need to meet all other eligibility criteria. ZEVs funded under leasing arrangementsWe heard from industry that ZEVs funded under leasing arrangements make up a large proportion of all vehicle sales in Victoria. We confirm the ZEV Subsidy is available for ZEVs purchased under leasing arrangements on or from 2 May 2021. To be eligible, the leased ZEV must be registered by VicRoads in the name of an individual or a corporation (company or incorporated association). There can only be one registered operator per vehicle. The subsidy cap of 1 per individual and 2 per corporation still applies. Your customer’s purchase will still need to meet all other eligibility criteria. ZEVs purchased from interstate LMCTs but registered in VictoriaWe acknowledge there are a small number of Licensed Motor Car Traders (LMCTs) neighbouring the Victorian border that are licensed by VicRoads to sell and register vehicles in Victoria. We would like to confirm that new ZEVs purchased from interstate LMCTs are eligible for the subsidy provided the ZEV is registered with VicRoads for use in Victoria. This means that LMCTs licensed by VicRoads to register new vehicles in Victoria can sell ZEVs that are eligible for the subsidy. Your customer’s purchase will still need to meet all other eligibility criteria. Other updatesWe heard from industry of the current challenges in the production and supply chain that are extending delivery times. We’ve therefore extended the requirement for ZEVs to be delivered after your customer signs the contract to 6 months (this was previously 3 months). In other updates, light commercial vehicles will for the time being remain ineligible for the ZEV Subsidy. We will monitor demand on the subsidy and will announce any further changes via updates to our website and through our Facebook and Twitter social media pages. Reminder: how to apply the subsidyLMCTs must not apply the subsidy at point of sale just yet. Please ensure new customers who purchase an eligible new ZEV from your dealership follow the instructions on our website at: How can I receive the subsidy? As you’d know, Solar Victoria is working with industry to develop the subsidy payment process so that the subsidy can be applied at point of sale, and discussions are underway with the aim of implementing this process by the end of August. Any questions?Keep an eye out for our next update. Just in case you missed it, here's our last update (sent 8 July 2021). It covers what we’ve asked customers to do so we can start the subsidy payment process with them, and what dealerships need to ask new customers at point of sale to do when they purchase an eligible new ZEV.
