Welcome to the first newsletter for 2024.
After a transition year in 2023 for the two national Approved Learning Frameworks under the National Quality Framework, you must now demonstrate that you are using these documents to inform your program and practice.
In February, the Change Management Panel, established in response to one of the recommendations made by the Royal Commission into Early Childhood Education and Care and adopted by the government, will formally commence.
The Panel will work alongside the Board and my role to undertake work on behalf of the ESB to drive regulatory reform, with the goal of improving the ESB’s effectiveness in fulfilling its statutory functions.
The Panel will be chaired by Trevor Lovegrove, who had a significant role in addressing recommendations from the Debelle Inquiry. Trevor has a law enforcement background and is currently a member of the Parole Board of South Australia.
Alongside Trevor, all members of the Panel are experts in change management and comparable regulatory functions, they are:
- Adam Beaumont – Director, With Purpose Consulting
- Erica McLuckie – Executive Director, Early Childhood Regulatory Authority, Queensland Government Department of Education
- Jane Hudson – Director, JBass Learning
- Nicholas Slape – Principal, Alto People
- Rosslyn Cox – Director, Managing for Performance.
This edition will provide further information on the Approved Learning Frameworks, as well as the Review into Child Safety Arrangements, new laws banning smoking and vaping in early childhood services and schools and reminding you about sun safety in your service or school.

Approved Learning Frameworks
Now is the time to ensure you are using the updated versions of the two Approved Learning Frameworks (ALFs) under the National Quality Framework, following the transition year of 2023.
Reminder: Sun Safety
It is important to ensure that your early childhood service or school has SunSmart approaches to protect children’s health and wellbeing. SunSmart sets out a list of practices designed to protect children from the harmful effects of Ultra-violet (UV) radiation.
Review of Child Safety Arrangements Under NQF
A Report on a Review into Child Safety Arrangements under the National Quality Framework is now available.
New laws ban vaping and smoking in early childhood settings
New laws will create smoke-free and vape-free outdoor areas in public areas within early childhood services premises, education and children’s services facilities and schools, as well as within 10 metres of their boundaries.
