New assessment process for Referral Agency applicationsAt its Planning and Environment Committee Meeting on 11 August 2021, Council adopted a revised assessment process for Siting Dispensations and Amenity & Aesthetics applications. Key changes include:
Our project team have prepared supporting information packages tailored specifically for both industry and the general public, outlining what constitutes a properly referred application, the process, minimum requirements and general information/FAQs. We are currently trialling the new process internally, and will implement it on and from 30 August 2021. The supporting information packages and forms will be available on our website next Monday. As Constructed Design CertificationCouncil has adopted the As Constructed Design Certification (ACDC) online solution for the submission of as-constructed information. ACDC, by Open Spatial, is an electronic submission portal with data validation capabilities. No additional software is required and submissions can be made from any web enabled device. ACDC saves time and radically improves data quality through self-validation before submission and automates the direct loading of spatial and attribute data using pre-configured or user-defined standards. Moving forward, electronic submissions will be validated against FNQROC digital standards prior to data acceptance by Council and submission for Works Acceptance as part of the development process. Our adoption of ACDC is a commitment to improving the current data flow of as-constructed information to enable fast turnaround on platforms used for utility identification. We aim to reduce time spent requesting feedback on data quality and ultimately streamline how digital information is submitted. Proposed CairnsPlan 2016 Major AmendmentThe proposed CairnsPlan 2016 Major Amendment is currently with the Minister for State Development, Infrastructure, Local Government and Planning for consideration. We expect to receive a response from the Minister this month. Next round of Planning Scheme amendmentsAt its Planning and Environment Committee Meeting on 11 August 2021, Council noted the scope of the next round of proposed planning scheme amendments to CairnsPlan 2016. It is important that the CairnsPlan 2016 remains a contemporary planning scheme. Through regular amendments, we are able to address industry and community feedback, respond to emerging development trends, reflect planning decisions, rectify workability issues as they arise, and respond to legislative changes. While the scope of the proposed amendments has been identified, the detail and full extent is yet to be determined. We may split the amendments into a number of smaller packages for efficiency, and will provide regular updates as these are drafted. It is likely that these amendments will be the last to the CairnsPlan 2016, as we shift focus towards preparing the Cairns 2050 Growth Strategy and a new planning scheme.
