June 2025 Council proposes wide-ranging local support package in 2025–2026 BudgetFrankston City Council is proposing a ‘Local Support Package’ as part of its 2025-2026 Annual Budget, aimed at supporting our community through the ongoing challenges of rising living costs. Over $1.4 million has been earmarked by Council for the local support package, and key community initiatives, which range from grants for local agencies for food relief to a pause in some Council service fees and charges. Nepean Highway revitalisation boosted by Harbour Frankston build startHot on the heels of the Federal Government’s announcement of $50 million towards the Nepean Boulevard Precinct Revitalisation last month, the first sod was turned today at the construction site of the Harbour Frankston residential apartment complex at 446-450 Nepean Highway. This $140 million development follows the highly successful Horizon Frankston at 1 Plowman Place, which was the fastest selling development in Victoria in 2023. Harbour Frankston is one of the first projects to get underway since the implementation of the Frankston Metropolitan Activity Centre (FMAC) Structure Plan into the Frankston Planning Scheme. Kananook Car Park opening a win for commuters and the communityCommuters across Frankston City and the Mornington Peninsula now have a safer and more convenient way to park and ride, with the official opening of the Kananook Car Park —a significant infrastructure project delivered through a partnership between Frankston City Council and the Australian Government. Located directly opposite Kananook Railway Station and adjacent to Frankston Stadium—which is set to undergo a major redevelopment of its own—the multi-level facility provides 325 free car spaces; 8 of which are specifically designated for disabled persons on the ground floor. A dedicated bicycle parking area, and enhanced access for vehicles, pedestrians, and cyclists have also been included.
A big thank you to the Pink Ladies of Frankston!Cr Nathan Butler recently presented a Certificate of Appreciation to the Pink Ladies Auxiliary – Frankston Hospital’s longest-running volunteer group, active since 1968. Famous for their bright pink uniforms, warm hearts, and delicious sandwiches, these dedicated volunteers have raised over $10 million to support patients and fund vital medical equipment. Thank you, Pink Ladies, for your decades of service. Frankston is incredibly lucky to have you. Skating ahead in LangwarrinThings are rolling along nicely at Langwarrin Skate Park and we’re on track to complete the much-anticipated upgrade in just a few months! We recently welcomed Federal Member for Dunkley Jodie Belyea MP and Frankston City Councillor Michael O’Reilly to the site to check out the progress and chat about how the upgrade will grind up the game for local skaters. Designed with input from our local skating community, the revamped park will be perfect for beginners as well as more experienced skaters. What’s coming:
The upgrade began in April, and the southern end of the park is temporarily closed while we complete the works. This $900,000 project is funded by Council ($730,00) and the Australian Government ($170,000). Langwarrin’s upgrade adds to a growing network of skate and bike parks in Frankston City, including Overport Park Bike Trail, Frankston Skate Park, and Sandfield Reserve Skate Park near the new Carrum Downs Youth Space (part of a $4million Precinct Revitalisation that’s also just months away from completion). It might be winter, but Young Street is bloomingNearly 4,000 new plants have been added along Young Street (from Davey Street to Frankston Station), bringing fresh colour and life to the precinct, year-round. These plantings enhance the existing greenery in our central activity area, and there's more to come, with further beautification planned for the median strip in front of the train station in the coming weeks. The improvements are part of the Young Street Action Plan, a wholistic approach to transform this key CBD entry point into a safer, more welcoming, and better-presented space for locals and visitors alike. Council endorses new US Sister CityEarlier this year Mayor, Cr Kris Bolam JP undertook a self-funded goodwill visit to Annapolis, USA, meeting with Mayor Gavin Buckley to discuss a potential ‘Friendship City’ agreement. Council endorsed the Friendship City at this week’s Council Meeting, joining Annapolis City Council who also voted in favour of the relationship in May. Annapolis is one of America’s oldest cities with a rich history and shares many similarities with Frankston City, including their coastal locations and growing communities. With our shared coastal challenges and a commitment to urban renewal and environmental initiatives, both cities are looking to foster cultural, educational, and economic opportunities. Mayor Bolam is hoping to return to Annapolis later in 2025 to formalise the agreement in person. This collaboration will allow both cities to share knowledge and ideas, strengthening ties and creating new opportunities for their communities. Paving the way to safer streets in LangwarrinWe’re making it safer and easier to walk, scoot and ride in Langwarrin (especially for local school kids) with two new path projects along North Road:
These upgrades are part of Council’s Paths Development Plan, developed in response to community feedback. They also support our Bike Riding Strategy and Integrated Transport Strategy. This work builds on the recent improvements to the North Road/Union Road intersection completed earlier in 2025. These are fully funded by Council – that’s a $1 million investment in local safety. School ambassadors helping green our cityCongratulations to Karingal Primary School and Mount Erin Secondary College, our two Environmental Ambassador Schools for 2025 who will receive 300 indigenous plants, onsite education and assistance with planting on Schools Tree Day on Friday 25 July. This year Frankston City is supporting 53 kindergartens, pre-schools, primary and secondary schools in our municipality to improve their natural environment by providing free indigenous plants for Schools Tree Day. More than 2,650 plants will be planted by over 5,000 children and students across Frankston City to enhance the natural environment for increased biodiversity and better outdoor learning opportunities, including more nature play. Seaford parkrun is here – come walk, run or roll with us!Every Saturday, starting 8am (from 28 June), starting Belvedere Reserve, Seaford, looping onto the Peninsula Link Trail and back There’s a new reason to get moving on Saturday mornings — Seaford parkrun launches Saturday 28 June, and it’s the perfect mix of fresh air, friendly faces and feel-good energy! This free, weekly, 5km event starts and finishes at Belvedere Reserve, winding its way along the Peninsula Link Trail. It’s a mostly flat, easy-going course – perfect for first-timers, families, and seasoned parkrunners alike. You can bring the kids, push a pram, or stroll with your dog (on a short lead). There’s no time limit, and no one comes last. Parking is available at Seaford Park Primary, Belvedere Bowls Club, and nearby street parking. Grab a post-parkrun cuppa at the bowls club afterwards and chat to other participants. Frankston City Council is proud to support this event. Walking Football 4 Health is kicking off at Jubilee Park – FREE come-and-try sessions for over 50sFridays: 20, 27 June and 4 July, 10.30am – 11.30am, Jubilee Park Stadium, FREE Looking for a fun, social way to stay active close to home? Walking Football (soccer) is a modified version of the game you know and love, that’s slower paced with no running and no contact. It’s designed to be inclusive and accessible for everyone, especially older adults, and it’s not just about fitness. Many participants say they’ve felt real boosts to their mental health, confidence and connection with others. Afterwards, grab a coffee and stay for a chat at the Jubilee Park café. There’s no pressure and no commitment, just a welcoming space to give something new a go. Once the free sessions finish, it’s low-cost and casual, just come when it suits you. The first program is focused on seniors, but we’ll be introducing sessions for women and all-abilities groups soon. The new program is supported by Council’s Social Inclusion Action Group (SIAG), is a community-driven project that aims to make Frankston a more welcoming and inclusive place.
Heatherhill Road safety works: ongoing monitoring and improvementsWe continue to monitor traffic conditions along Heatherhill Road as part of ongoing works to reduce vehicle speeds and improve safety for drivers, pedestrians and cyclists. We appreciate the community's valuable feedback, which we have taken on board, and thank you for your continued patience as we complete the necessary works. Recent works include safety upgrades to three roundabouts at the intersections of Lardner Road, Brooklyn Avenue and Kalmia Street. These upgrades were developed in response to community feedback—particularly from nearby schools and local businesses—and are designed to slow vehicles while still accommodating buses and larger vehicles. Council has also resurfaced Heatherhill Road between Kalmia Street and Frankston–Flinders Road. As part of our monitoring and regular project rectification, Council quickly identified that, while functional, the central islands at Brooklyn Avenue and Kalmia Street may be confusing for drivers. These will be improved during the July school holidays to minimise disruption, and new line markings will also be added to support safer driving. Improvements will also be made to the Lardner Road roundabout by adding markings to the central island to make it clear to drivers that they can mount the island if needed. These rectification works are designed to improve the roundabouts while allowing all vehicles to move through them more easily, and there’s no additional budget impact for ratepayers. Council will continue to monitor how traffic flows through the area, including driver behaviour around the roundabouts and along the full length of Heatherhill Road in the coming months, and make further adjustments if required. This $1.1 million project is being delivered with support from the Australian Government’s Roads to Recovery program, which contributed $967,000 toward the upgrade.
Announcing our 2024-25 Façade Grant recipients!We are thrilled to announce the recipients of the latest Facade Improvement Grants! A total pool of $100,000 was available and applicants could apply for between $5,000 to $15,000. This round we had 14 successful applicants keen to beautify their shopfronts in a range of different ways to attract more customers including new paint, lighting, signage and decals, digital installations, awnings and improvement works to their facades. More fun at Heysen Reserve SkyeLocals can soon enjoy an upgraded play space at Heysen Reserve, Skye, including a new inground trampoline, an accessible carousel, a double swing unit, a basket swing, two new play units (combination and junior) and two spring rockers. Shade sails provide extra comfort on sunny days, and new seating and picnic tables offer great spots to relax. Beautiful landscaping completes the park's refreshed look. Council thanks our incredible volunteersWe again held a special thank you event for volunteers, as part of National Volunteer Week in May. The now annual event was launched last year to acknowledge the hard work and dedication of the hundreds of locals who donate their time for the benefit of our community. This event recognises all those who volunteer through various Council-run programs, committees and events, acknowledging their valuable contributions to our community. Council supports approximately 400 volunteers, over a large range of services and programs, including youth services, Meals on Wheels, the L2P Program, our Visitors Information Centre, seniors support groups, library services, Council-run events and local environmental groups among others. We were delighted to welcome 120 volunteers on the day, representing more than 20 council volunteering programs and services. Minister approves Frankston City Coastal and Marine Management PlanWe are pleased to announce that the Frankston City Coastal and Marine Management Plan 2024–2034 has been formally approved by the Minister for Environment under Section 61(2) of the Marine and Coastal Act 2018. The Plan sets a clear vision for the future of Frankston’s 9.5 km coastline, aiming to protect its bio-cultural diversity and enhance resilience to the impacts of climate change. Developed through extensive community and stakeholder engagement, the Plan outlines 78 actions focused on coastal protection, biodiversity, access, amenity, and sustainable development. The Plan responds to the requirements of the Marine and Coastal Act 2018, aligns with the Marine and Coastal Policy 2020 and Strategy 2022, and supports Council’s role as the Committee of Management for coastal Crown land within the municipality. Community priorities, Traditional Custodian values, and climate adaptation measures have been key drivers of the Plan’s development. Its implementation will be supported by annual delivery plans and Council’s continued partnership with State Government agencies and the local community.
Recognising the Disability Access and Inclusion CommitteeCr Sue Baker recently presented the Disability Access and Inclusion Committee (DAIC) with a Certificate of Appreciation for their advocacy and support for people living with a disability. In collaboration with Council, the committee has supported initiatives such as public recharge points for mobility devices, beach accessibility projects, International Day of People with Disability events, and improved access to Council events, facilities, and public spaces. Henryk Kay accepted the award and is a founding member of the committee (1988) and is still one of the most active contributors. Thank you to Henryk and everyone at DAIC for your generous contributions in building a more inclusive city for all. PARC 50m pool closed Monday 30 June–Sunday 27 JulyCouncil and Peninsula Leisure will be undertaking significant tiling and improvement works in the Main 50m Pool. This means that the Main 50m Pool will be closed from Monday 30 June – Sunday 27 July (4 week closure period). All other aquatic facilities will remain open, including the Learn to Swim Pool, Warm Water Pool Hall, Waterslides and Aquatic Playground. Importantly, this means that PARC Swim lessons in the 50m pool will not run. The Babes Project: donate to help support local mumsFor over 15 years, not-for-profit The Babes Project has been at the frontline of pregnancy and early parenting support, providing wraparound care, education, and advocacy to empower vulnerable women in the perinatal period. Now, with demand for its services at an all-time high, The Babes Project is launching an urgent fundraising appeal to ensure no woman is left behind. The 'Help Us Help Them' appeal has a goal to raise $150,000 by June 30 and will enable the charity to support more than 200 women this year. Kicking off greener grounds for Frankston CityFrankston City grounds are about to get greener, with construction set to start on the Monterey Recycled Water Scheme. The project includes building a 2.3 km pipeline to deliver 98 megalitres of recycled water per year – the equivalent of 50 Pines Forest swimming pools – to 4 green spaces, including sporting grounds, open space and a world-class golf course. In partnership with Abergeldie, BMD & KBR (ABK), South East Water is delivering Class A water from Melbourne Water’s Eastern Treatment Plant to Frankston City’s Eric Bell Reserve, Monterey Reserve and Pat Rollo Reserve and to The National Golf Club – Long Island. This project is co-funded with $1.3 million from the Victorian Government and the remaining funding from South East Water, Frankston City Council and The National Golf Club – Long Island. Kerbside waste changes: new four bin systemThe Victorian Government is standardising waste and recycling services across Victoria. All Victorian councils will be obligated to provide households with access to the following four bin services. · mixed recycling (yellow lid) · glass recycling (purple lid) · food organics and garden organics recycling (FOGO - lime green lid) · general waste (red lid) The introduction of the four-bin system will improve the quality of recyclables and reduce the amount of waste sent to landfill. Our community is already on track to meet the implementation requirements of the four-bin system, thanks to the more than 70 per cent of you already actively using the four-bin system! Over the coming months we’ll be working to ensure everyone has access to all four bin services. We’ve already delivered separate glass recycling services and an optional user-pays FOGO service. Our next step is to make the FOGO service compulsory, which will assist with food diversion and help reduce the amount of food waste ending up in landfill. For those households who have a general waste service with Council but have not yet opted-in to the FOGO service, we are obligated to ensure you and every household have received the FOGO service by 1 July 2026. If you would like to further discuss the four-bin system or have any questions, Council officers will be available at the following locations throughout September.
