SEPTEMBER 2025 $1.7m Stronger Together package backs families, community and businessWe have begun implementing our $1.7 million Local Support Package as part of our 2025–2026 Stronger Together Annual Budget, delivering direct cost-of-living relief to residents, families and businesses. Mayor Cr Kris Bolam JP said the package is one of the most community-driven initiatives Council has delivered. “This package came directly from our community, for our community,” Mayor Bolam said. “It reflects our commitment to supporting those who need it most, while building safer and more resilient neighbourhoods.” The wide-ranging package spans six key areas of support, with funds already flowing into the community. Council backs free legal service for youth and rentersWe are investing $100,000 to provide free legal services for vulnerable community members through Peninsula Community Legal Centre (PCLC). Meals and relief for 2000+ Frankston City residents in needMore Frankston City families in crisis will soon have access to vital support, thanks to a $45,000 boost from Council to Community Support Frankston (CSF). The funding will enable CSF—one of Victoria’s busiest emergency relief agencies—to support around 2,000 residents with essential food, meal programs, and grocery vouchers. Frankston City's biggest ever tree giveaway!We're delivering our largest ever tree and indigenous plant giveaway in 2025–26, with thousands more trees for homes, schools and community spaces. The expanded program will give everyone more opportunities than ever to help grow the city’s tree canopy on both public and private land. Greater transparency thanks to new-look HubWe have relaunched our Transparency Hub, making it easier than ever for our community to see how Council works and access the information that matters most. Launched in 2018, this industry leading transparency initiative has grown into a one-stop shop for Council decisions, data and insights. Scrap happy: send your food waste to the green bin!Congratulations to everyone who's already actively using the four-bin system – which is more than 80 per cent of our community! Residents who have a food organics and garden organics (FOGO) bin, with the lime green lid, can divert their food scraps away from landfill and into nutrient-rich compost for Victorian farmers and gardeners.

Mayor's Reading Challenge our biggest ever!A record breaking Mayor’s Reading Challenge has concluded for another year, with a new format and superhero theme. The challenge was expanded to include children up to eight this year, and you smashed the previous record for participants and number of books read! This year 437 children and their families joined in the fun, as well as 207 bonus entries (those who read a book through our BorrowBox app) — reading the equivalent of 23,580 books!, Each child who completed their reading log and returned it to their local library branch received a library bag, a book, a library shoe charm, and a signed certificate from our Mayor to commemorate their achievement. They were also entered into a draw to win one of two hampers per age group, including Zing! vouchers donated by Comics Plus, talking books donated by BorrowBox, and the top prize in the 6-8 year age category, a copy of the book ‘Benjamin Banjo Frog,’ along with figures of the lead characters, donated by the author Lois Jessop, a local writer. We also thank QBD Bayside for their generous donation of books that were included in the completion bags for the 6-8 year age group. Nominations now open for Citizen for the Year AwardsWe are inviting community members to get involved in the 2026 Citizen of the Year Awards, either by nominating a local champion or by submitting their interest in joining the Independent Selection Panel. This is an opportunity to recognise individuals and groups that have made an outstanding contribution to the Frankston City community in the last year or have provided exceptional service over a number of years. Nominations close Friday 31 October. Garage Sale TrailGarage Sale Trail is Australia’s biggest second-hand treasure hunt with over 750,000 pre-loved items sold or reused over two big weekends of garage sales. In 2024 nearly 300,000 Australians shopped or sold at more than 13,000 garage sale events across the nation. Together, they extended the life of over 418 tonnes of stuff saving these items from landfill and maximising the value of all the energy and resources that goes in to making the stuff we buy. Households, community groups and charities raised over $3.9 million. Garage Sale Trail is happening next on 8–9 and 15–16 November and you can take part on one day or more. Council adopts landmark Affordable Housing PolicyFrankston City Council has adopted its first Affordable Housing Policy, setting a clear direction to help ensure everyone in our community has access to a safe, secure and affordable home. A safe and secure home is more than just a roof over someone’s head, it’s essential infrastructure for a thriving community. It gives people the stability they need to stay connected to their community, access health, education and employment and plan for the future. Increasing community connections at Libraries After DarkEvery Thursday evening, until 10pm, the Carrum Downs Library transforms into a welcoming community space with FREE activities, workshops, author talks, games, and a Justice of the Peace service from 6:30pm to 8:30pm. Or just drop in for a cuppa, a chat and the chance to connect with others in your community. In support of Gambling Harm Awareness Week (27 October–2 November), Libraries After Dark offers a friendly and inclusive alternative for evening connection in your local community. Frankston City experiencing a boom in new businessInvestor confidence in Frankston City can be seen in everything from a resurgence of fledgling start-ups to established national franchise chains, to sizeable private investments in commercial and industrial precincts. News of multiple multi-million dollar private-sector housing developments in the city centre has undoubtedly prompted a renewal of interest amongst businesses, with 770 new apartments due to add huge uplift to the local customer base. Leading the way in shade for healthier playCouncil is setting the benchmark for shade provision in play spaces and reserves. Its Frankston Play Strategy was recently recognised for excellence in designing healthier, more comfortable and inclusive outdoor spaces, picking up the 2025 Australian Institute of Landscape Architects (AILA) VIC Award for Shadesmart and becoming a finalist in the upcoming national awards. Judges commended Frankston City’s leadership, noting its clear requirements for natural and structural shade and its contribution to both community wellbeing and Council’s urban canopy targets. Empowering the community to tackle graffiti across Frankston CityWe are giving residents new tools to fight graffiti, with two 12-month trial programs launching this month with a fresh approach to both enforcement and clean-up. From September, residents who report graffiti that leads to a successful police prosecution may be eligible for a $500 reward. Alongside the reward scheme, Council is also offering free graffiti removal kits for residents Frankston Yacht Club open dayDiscover sailing at the Frankston Yacht Club Open Day on Saturday 22 November, from 9am. Meet the commodore and crew, tour the waterfront facilities, pick up membership info, and enjoy racing from 1pm. With affordable memberships (no boat required!), family-friendly programs, and a new season starting 4 October, it’s the perfect time to get involved.
From Duck Derby to DefibrillatorsFive new 24/7 public defibrillators have been installed at key locations across Frankston, thanks to $24,000 raised through the hugely successful 2025 Duck Derby, held as part of this year’s Waterfront Festival. These top-of-the-line devices, equipped with 4G live-tracking and remote monitoring, are now operational at:
Each unit is securely housed, weatherproof, and connected to Ambulance Victoria and the GoodSAM app. If activated, the system instantly alerts emergency services — a crucial feature where every minute counts in a cardiac emergency. This initiative was made possible thanks to funding by Rotary Peninsula 2.0, local Langwarrin business, Defibrillators Australia, and Frankston City Council, who installed the devices. This is the first project of its kind in the Frankston LGA, offering 24/7 public access to lifesaving equipment in high-traffic areas.
Prepare your property for fire seasonEveryone in Victoria who lives near forest, bush or grassland needs to prepare their property for bushfire. Serious bushfires can occur in both rural and suburban communities. It is your responsibility to prepare yourself, your family and your property for the upcoming fire season. Council’s Municipal Fire Prevention Officers will be commencing inspections in mid-October to identify properties that may constitute a fire hazard. If your property is not well maintained, you will receive a Fire Prevention Notice requiring you to undertake works. Penalty for failure to comply with a Fire Prevention Notice is $2,035.00 plus costs associated with removal of the hazards. All impacted property owners will receive a letter shortly with more detail.
Councillor appreciation award: That's the Thing About FishingCr Michael O'Reilly presented community support organisation, That’s the Thing About Fishing with a Councillor Appreciation Award last week, praising the organisation's dedication to supporting individuals facing physical disability, mental health challenges, or family violence. Their fishing clinics (often held at Frankston Pier) provide a safe and supportive space for people of all ages, encouraging social connections, personal growth, and the joy of discovering fishing as a life-changing activity.
A greener future for Ballam Park East OvalOur much-loved oval (home of the Karingal Football Netball Club, Karingal Junior Football Club and Long Island Cricket Club) is set for a big upgrade. From now until April 2026, the oval will be transformed with: Best of all, the turf will be recycled, rather than going to landfill. This $1.35M project is being developed by Council in partnership with the Australian Football League, Netball Victoria, AFL Victoria and the Victorian Government, ensuring Ballam Park East Oval is ready for finals, family fun and more sustainable sport into the future. And there’s more: the Australian Government has pledged $225,000 towards upgraded sports lighting. Council has applied to the Victorian Government’s Country Football Netball Program for the balance, with results due October 2025.
