OCTOBER 2025 Council delivers cost relief for households with freezes and waiversWe are helping ease cost-of-living pressures by waiving or freezing a range of service fees for the year ahead. The decision means everyday activities like running a playgroup, holding a community event, or applying for a kerbside trading permit will be more affordable, with 11 different fees suspended until 30 June 2026. A 12-month freeze on pet registration fee increases for the 2025–2026 financial year has also been put in place. Frankston Beach Set to Become Australia’s Most Accessible ShorelineFrankston beach is leading the way with a new initiative to become Australia’s most accessible and inclusive beach. The project will deliver a three-month pilot program to ensure that everyone — including people with disabilities and our ageing population — can enjoy the beach with ease and dignity, delivered in partnership between Frankston City Council and Accessible Beaches Australia and supported by the Frankston Social Inclusion Action Group, as well as disability advocates, service providers, local businesses, community organisations and volunteers. New chapter for Centenary Park Golf CourseCentenary Park Golf Course will enter a new phase from July 2026, with management of the much-loved public facility to be taken on by Peninsula Leisure Pty Ltd. The change marks a new direction designed to maximise community benefit, unlock opportunities for reinvestment, and strengthen Frankston City’s reputation as a leading destination for sport and recreation in Melbourne’s south-east. NEW: Frankston City Entrepreneur Program 2025–2026Pitch your idea, receive mentoring, advice and possibly even score a grant to get started. This is a brand new program so if you’ve got an idea this is the opportunity for you. Simply read the guidelines, attend an info session then apply! The top five successful applicants could receive a grant of $10,000 to support their business venture. Conditions apply. Expressions of Interest open Monday 3 November and close Friday 14 November. Upgraded Langwarrin Skate Park officially opensThe wait is over, Langwarrin! Your brand-new Langwarrin Skate Park is officially open and already buzzing with energy. On 3 October, Dunkley Jodie Belyea MP, Deputy Mayor Cr Steffie Conroy, Cr Michael O’Reilly and Cr Cherie Wanat joined locals to cut the ribbon on the $750,000 upgrade. Council’s Frankston Youth Service held a free BBQ and activities, and local skaters and BMX and scooter riders couldn't wait to test out the new features. Our friends from Frankston Skate Park were also on hand to run a special school holiday workshop earlier in the day. Thanks to everyone who came down to celebrate and to the Australian Government for contributing $170,000 through their Investing in Our Communities Program. Garage Sale Trail is Australia’s biggest second-hand treasure hunt with over 750,000 pre-loved items sold or reused over two big weekends of garage sales. In 2024 nearly 300,000 Australians shopped or sold at more than 13,000 garage sale events across the nation. Together, they extended the life of over 418 tonnes of stuff saving these items from landfill and maximising the value of all the energy and resources that goes in to making the stuff we buy. Young stars shine bright: Youth Empowerment Showcase celebrates community spiritThe 3rd annual Youth Empowerment Showcase (YES) Awards illuminated the Frankston Arts Centre on Friday 19 September, drawing 98 attendees for a night of inspiration and celebration. The event was planned and delivered by young people, aiming to achieve three key objectives: to recognise achievements not traditionally celebrated, enhance youth participation through genuine collaboration, and upskill young people. Through support from the Frankston City Council’s Youth Services team and funding provided by the Victorian Government 'YouthFest' Grant, the evening featured presentations of incredible nominations across six categories. The room was buzzing with excitement, fostering a powerful sense of community and a shared realisation of the incredible contributions young people are making every day. The young organisers and presenters displayed their resilience, overcoming minor technical difficulties with professionalism and grace. Attendance from both the nominees and their wider networks exceeded expectations, with enthusiastic participation throughout the evening. The impact of the night was captured in the feedback from attendees and participants, who were not only impressed by the event, but also the calibre of the nominations and their achievements within the community. The engaging presentations and heartfelt recognition moments not only highlighted individual accomplishments but also strengthened the bonds between young people, their families, and the broader community. Overall, the night served as a powerful reminder of the impact of connection, recognition, and shared celebration. The 3rd annual YES awards were an undeniable success, reinforcing the essential role young people play in shaping our community. Congratulations to all the nominees and winners! Turn your food truck dream into reality — just like Kayne and Emily did!In 2021, Kayne and Emily launched their coffee and chai van Messin’ with Jim at Sandfield Reserve in Carrum Downs as part of Council’s mobile food van program. They took the opportunity to test a range of chai blends with local customers — and the response was overwhelming. Fast forward to today, and they’ve sold the van and their spin off business Caravan Chai is thriving, with six chai blends produced and distributed nationally from their Carrum Downs facility. “The van was the perfect delivery system for us to get feedback on our products,” Kayne said. Now Council is inviting food and drink vendors to apply for the next round of mobile food van licenses and your business could be next! Expressions of Interest are open until Sunday 17 November. This program is designed to be fair, transparent, and supportive of local entrepreneurship, with licenses available at 11 sites across Frankston City, including Oliver’s Hill, Ballam Park, Carrum Downs Recreation Reserve, and more. Recycled water on its way to Frankston North sportsgroundsSouth East Water has been hard at work in Frankston, with all 2.3km of pipe for the Monterey Recycled Water Scheme now in the ground and works nearing completion in the coming weeks. This game-changing pipeline will see Frankston North sports grounds lush year-round, whilst saving a massive 98 million litres of drinking water each year. The $5 million project is jointly funded by the Victorian Government, South East Water, Council and the National Golf Club. A stroke of successCongratulations to Peninsula Leisure and PARC, whose More People Can Swim program has been awarded the Community Service Gold Award for Victoria at the 2025 Australian Swim Schools Association Awards of Excellence. The program was also shortlisted for the National Community Program Award. Funded by Council since July 2024, the program has already delivered more than 3,300 touchpoints across Frankston, helping people of all ages build confidence and essential water safety skills. It's all happening at PINES pool this summerPINES swim season starts soon, with our heated outdoor pool opening on Saturday 1 November for the summer! Throughout the 2025–2026 we also host PINES FREE Family Friday’s. This much-loved community activity provides free access to the facility along with a free community BBQ every Friday from 4pm–7pm. Did somebody say free ice cream and sausage sizzle?The wait is over! Carrum Downs’ new look outdoor community hub Sandfield Reserve is re-opening with a bang on Wednesday 22 October! Join us for from 3pm–5pm for loads of free goodies - including Super Whip ice cream, hot drinks from the Laughing Lark coffee van, a sausage sizzle with Frankston North Rotary, and of course lots of fun activities with our very own Youth Services Youth Bus (previously the WHAT Bus). While you’re there enjoy the newly upgrade facilities including the play space, exercise equipment, toilets, walking and running paths and more. And of course, don't forget you can hang out at the popular Youth Space, which was opened last year. This amazing $4.95M upgrade has only been possible with the support of the Victorian and Australian Governments who jointly funded the project with Council. Halloween at Frankston Skatepark is backThis year we’ll be kicking off at 1pm on Saturday 1 November for the spooky Halloween Skate Jam! Planned Cranbourne Road works commencing early 2026From early next year, the Department of Transport and Planning will be installing a new signalised pedestrian crossing on the westbound lanes of Cranbourne Road near Beach Street in Frankston. The new crossing will link to the existing crossing on the eastbound lanes via a footpath in the centre median, improving access to schools, shops, bus stops and other local amenities.
