About Roberts Bank Terminal 2
Roberts Bank Terminal 2 is an important trade-enabling infrastructure project in Delta, British Columbia. If approved by the federal government and built, the project would deliver timely capacity to meet Canada’s rapidly growing trade needs and provide critical supply chain support. The project will require a contractor to build a new landmass and marine structures, and a marine container terminal operator to build, equip, and operate the new terminal.

Procurement update
Roberts Bank Terminal 2 has reached another key milestone as part of the federal environmental assessment process. On January 23, 2023, the federal minister of environment and climate change determined the additional information the port authority provided on the project in response to the government’s August 2020 information request is sufficient. Roberts Bank Terminal 2 will now move to the final stage of the federal environmental assessment process and a decision from the federal government can be expected soon.
The timing for the release of the landmass and wharf request for qualifications (RFQ) depends on the timing of this decision and the final conditions included with the decision statement. If we receive a positive decision in the first half of 2023, then we plan to release the RFQ in 2024, based on our current understanding of the government’s process and its relation to the in-water construction start date. In the meantime, we plan to undertake further market sounding activities shortly after the federal government’s decision to help us update and finalize our procurement approach, commercial terms, and risk allocations.
