Click here ![]() Important EMS Update4 April 2025 ![]() Kia ora,You will be aware that the Department is running a project to consider ongoing electronic monitoring needs for class 4 (non-casino) gambling. The project has undertaken an extensive strategic evaluation of the Electronic Monitoring System (EMS), that included an open market scan and early market engagement, to build a picture of the potential future of EMS in New Zealand. The GETS listing or the Early Market Engagement is linked for your reference: GETS | Department of Internal Affairs - Early Market Engagement - Supply of an electronic monitoring system solution for non-casino electronic gaming machines In 2024 an indicative investment proposal was approved by Cabinet to develop a detailed business case for a replacement EMS. In the meantime, it is important that the reliability of the current EMS is maintained. To provide this assurance to the sector, the Department has signed an agreement with Intralot New Zealand to continue to supply the EMS. This is for a period of six years until May 2032, and includes an additional one-year right of renewal extension to May 2033. It has been agreed that Intralot will make a series of upgrades to the current EMS platform, including changes that will enable a new range of services and functionality for the class 4 gambling sector. We will engage with the sector over the coming months to seek your input on the possible new features and to keep you updated regarding any other improvements to the current EMS, and the business case development. Expect to hear from me soon with an invitation to participate in consultation workshops covering the EMS and the future of gambling payment technologies in New Zealand. The signing of this extension will ensure the Department and sector have a reliable EMS and continuity while the business case is developed for the future of EMS and associated services.
