This will enable the delivery of key transport initiatives along Nepean Highway and within Frankston’s city centre:
This funding—secured through the Federal Government Road Blitz program—is a historic win for Frankston! It’s more than what Frankston City Council and key stakeholders (like Frankston Business Collective and Committee for Frankston and Mornington Peninsula) originally advocated for and will create a vibrant, people-focused boulevard for generations to come. Your support is crucial in showing the State and Federal Governments that our community is ready for this transformational change. Add your voice! Bipartisan support for Len Phelps Pavilion upgradeLast week Council was invited to special announcements at Carrum Downs Recreation Reserve, where bipartisan support for an upgrade of the Len Phelps Pavilion (eastern side) was achieved. Mayor Kris Bolam welcomed the following election commitments:
This is a huge win and now means that regardless of the election outcome, members at Skye Football Netball Club Carrum Downs Cricket Club and Carrum Downs Tennis Club are one step closer to the combined and improved home they need and deserve. An upgraded Len Phelps Pavilion for tennis, netball, AFL and cricket has been an advocacy priority for Council over a number of years and is the final piece of our Carrum Downs Recreation Reserve Master Plan, developed back in 2006. Sand sculpting is back!Sand sculpting is back where it belongs, with the Australian Sand Sculpting Championships running from 5-27 April at Frankston Waterfront! Frankston City Mayor Kris Bolam joined councillors and community leaders to celebrate the opening of this year's event, and congratulate our new Australian Champion and Doubles Champions. The completed sculptures, which are themed around the Villains of Storytime, are open to the public until 27 April, where you can also experience sand sculpting workshops, sand mini golf, a sand museum and more. It's a slam dunk for Frankston City!Council has awarded the contract to kick off the exciting new Frankston Stadium redevelopment in Seaford, just opposite Kananook Train Station. Construction is set to begin in the coming months. The project was one of our advocacy priorities ahead of the 2022 federal and state elections and is funded by Council and the Australian and Victorian governments – demonstrating the power of these campaigns and community voices! Building starts mid-year, with completion expected in two years. Community satisfaction survey 2025: opening soonMore public toilets near popular play spaces, improved online planning applications processes, and more pathway connections to improve pedestrian access and safety are just a few of the improvements we’ve made in the past 12 months following your feedback in the 2024 Community Satisfaction Survey. We’ll be asking for your feedback once again later this month and during May as part of our 2025 Community Satisfaction Survey, which is run as a face-to-face doorstop interview. This is fifth year the survey has been undertaken by independent research company Metropolis Research Pty Ltd. A sample size of 800 residents will be drawn proportionally across all the suburbs within the municipality. Keep an eye on the Engage Frankston website and Council socials for more details. Frankston's Regional Arts Trail to Boost Local Tourism and EconomyFrankston City’s reputation as an arts, tourism and active transport destination received another boost following the start of works on the Frankston's Regional Arts Trail. The first major artwork of the 7km trail was unveiled this month, with the trail to connect Frankston Foreshore to McClelland Sculpture Park and Gallery. This $4 million project, jointly funded by Council and the Federal Government as part of the Investing in Our Communities program, will deliver an immersive arts and cultural trail, encouraging healthier, more sustainable transport options for local community and increasing visitation to the area. Roll with it, Langwarrin!We’re upgrading Langwarrin Skate Park to create a space where everyone can kick back, connect, and get their skate on! Works will run from 14 April until September. During this time, part of the existing skate park (southern end) will be closed. The project is funded by Council in partnership with the Australian Government. We're making a grand entrance...Big things are happening at our iconic Frankston Arts Centre, which attracts about 160,000 people (half of which come from outside our City and play a key role in supporting our economy by spending with local businesses). The FAC forecourt is getting a bold new look to make visits even more inviting, safe, and accessible. Think smoother pathways, separate areas for pedestrians and vehicles, better lighting, more seating, and a stunning new artistic water feature! While we work on this masterpiece, access to the front of FAC and Cube 37 will change temporarily. What you need to know:

You asked, we listened... more public toilets coming your wayCouncil is pleased to advise that we have delivered new public toilets at Carrum Downs Recreation Reserve and more underway at Sandfield Reserve. Our newly upgraded pavilions Kevin Collopy, Lloyd Park and Eric Bell all boast new public toilet facilities, along with the Frankston BMX Track. Designs are also underway for upgraded public toilets at the popular Witternberg Reserve, and on the Nepean Hwy Foreshore opposite Seaford and Armstrong Roads over the next three years. New facilities at Ballam Park Athletics Pavilion are also available during events, and golfers will soon benefit from new toilets at the 12th hole at Centenary Park Golf Course. We’re also ensuring our 60+ existing public toilet facilities are cleaned regularly – with close to 100,000 scheduled cleans happening every year (that's one to seven times each, every day, and more over summer!). On top of this, our maintenance and upgrades in the past 12 months have included painting facilities with graffiti- proof paint and installing vandal-proof soap and toilet roll dispensers, which have significantly reduced damage and theft in public toilets. Skye Road upgrade in Frankston – enhancing safety for allWe’re making important upgrades to the intersection of Skye Road, Onkara Street, and Carramar Drive to improve safety for pedestrians and road users (including everyone travelling to the nearby Karingal Heights Primary School). This project comes in response to community feedback. What’s happening:
The landscaping at Carramar Drive corners will take place after the road works. The plants, selected by our landscaping experts, are low-maintenance and won't impact driver visibility as they grow. Works will start late April (just after Easter) and we expect to finish the civil work in July. The $670,000 upgrade is fully funded by Council. Improving community safetyWe love our green open spaces in Frankston City – and one of our favourites is the Pines Flora and Fauna Reserve. This beautiful reserve is well-loved by locals and visitors alike, providing a peaceful spot to enjoy nature with family and friends. In response to community feedback, we're prioritising safety with the installation of solar-powered CCTV cameras in the reserve. These cameras are now in operation and provide a direct feed to Frankston Police Station, helping ensure everyone feels safe while enjoying the outdoors. The initiative is supported by Parks Victoria which owns and manages the reserve. Safety is always a priority for Council, and installing CCTV is just one of the many ways we’re supporting community wellbeing. As well as the cameras at the reserve, we've also added more CCTV coverage at key locations along Ashleigh Avenue in Frankston. EOI: Foreshore Advisory CommitteeCouncil is seeking Expressions of Interest from the community for membership to the Foreshore Advisory Committee. The volunteer committee advises Council on strategic planning decisions guiding the management of Frankston City’s marine and coastal environment. This is a unique opportunity to become actively involved in management of a highly significant area of coastal and Kananook Creek reserves and implementation of Frankston’s Coastal and Marine Management Plan 2024. Applications close 5pm, Sunday 27 April. Late nominations will not be accepted. All registrations of interest will be considered. Meet the Mayor and CEOMayor Bolam and CEO Phil Cantillon have opened up spots in their diaries for online (Teams) meetings with residents of Frankston City. Council is committed to transparency and community engagement, and this is an avenue we are testing to help understand the interests of all residents. Submit your discussion topic and meeting request for a 30-minute session online. The Mayor and CEO will review all application forms prior to appointments being scheduled, and pending the topic additional officers may be present. If your topic is relating to State and Federal Government responsibilities or matters beyond the powers of Council, you may be referred to your relevant Member of Parliament. The CEO’s office will be in contact, normally within three working days of receipt of form, to commence arrangements for your meeting time.

City of Annapolis goodwill tripFrankston City Council’s Mayor, Cr Kris Bolam JP, embarked on a goodwill trip to the City of Annapolis (the United States) in February. Mayor Bolam met with Mayor Gavin Buckley to discuss their cities, exchange ideas and the establishment of a potential ‘Friendship City’ agreement. Council authorised Mayor Bolam’s visit to Annapolis to explore this opportunity and other avenues of collaboration.
