Procurement update 

The Roberts Bank Terminal 2 Project is an important trade-enabling infrastructure project in Delta, British Columbia. If approved by the federal government and built, the project would deliver timely capacity to meet Canada’s rapidly growing trade needs and provide critical supply chain support. The project will require a contractor to build a new landmass and marine structures, and a marine container terminal operator to build, equip, and operate the new terminal.

Procurement timing update

We are hopeful that the federal government will issue a decision on the project this year. The timing for the release of the landmass and wharf request for qualifications (RFQ) depends on the timing of this decision. If we receive a positive decision in late 2022, then we anticipate the RFQ could be released six to twelve months thereafter. In the meantime, we continue to plan and undertake further market sounding activities to help us refine our approach and the details of the procurement documents.

Responding to feedback and a changing market landscape

To support the development of the project’s procurement approach, process, and documents over the past two years, we have completed multiple rounds of market engagement and have been working hard to incorporate feedback received throughout the planning and design of Roberts Bank Terminal 2. We continue to monitor the current market landscape and refine the procurement approach for the project, where necessary. We look forward to sharing more information on our approach soon.

Federal Court of Canada decision

On July 26, 2022, the Federal Court of Canada decided in the port authority's favour, dismissing GCT Canada Limited Partnership (GCT)’s claims of bias against the port authority in pursuing Roberts Bank Terminal 2, over GCT’s proposed Deltaport Berth Four Project. The court confirmed the port authority has the right and responsibility to pursue the project it considers in the best interests of Canada’s trading needs. Advancing our supplier diversity program

To support our supplier diversity program, we are pleased to share that we are proud members of the Women Business Enterprises Canada CouncilCanadian Aboriginal and Minority Supplier Council, and Canadian Council for Aboriginal Business. We look forward to further developing our supplier diversity program and engaging with diverse suppliers on port authority-led infrastructure projects, such as Roberts Bank Terminal 2.
