Positioning procurement for the future – what is in a name?

The working title for the large programme of work that will position procurement for the future is Procurement 2.0. The name is less important than the intention to collectively examine the current government procurement system to meet future economic, social and environmental challenges. We need to create the right pathways and processes with empowered people to deliver better outcomes for New Zealanders.

Sustainable building rating systems

Carbon Neutral Government Programme

Last year we shared information about sustainable building rating systems that consider a broad range of environmental and social factors and provide a benchmark against which a building’s sustainability performance can be considered. The first approved sustainable building rating system is the Green Star Design and As Built (Green Star).

Procurement mandated agencies are required to use an approved sustainable building rating system for new government owned non-residential buildings with an estimated capital value of:

  • $25 million and over from 1 April 2022
  • $9 million and over from 1 April 2023.

Agencies may apply for an exemption, in limited circumstances, before 1 April 2022.

By using sustainable building rating systems, agencies can support the Government’s commitment to reduce emissions and support New Zealand’s transition to a low emissions economy.

Managing suppliers under the significant service contacts framework

You can have better visibility of your strategic suppliers and highlight risks in supply chains, if you combine reporting on significant service contracts with supplier segmentation.

Currently the government does not have a central view of supply risk. This makes it difficult to know how suppliers are prioritising critical services to government or where there are opportunities for collaboration across the system.

Procurement is positively impacting Māori and Pasifika businesses

It’s great to see increasing procurement opportunities for Māori and Pasifika businesses. Read about a building project by Kāinga Ora supporting Māori and Pasifika business growth in central Auckland, and how Waka Kotahi is having a positive effect on Māori-owned businesses and the wider Tairāwhiti community.

Procurement graduate programme - seeking expressions of interest from agencies

We welcomed nine new procurement graduates who started their two-year journey in the procurement graduate programme last week. We’re now looking for partner agencies who can provide future graduates with practical experience in procurement across different sectors.

Spotlight on reporting: Agency reporting for March 2022

The next reporting deadline is 1 March 2022, and we are collecting reporting on:

  • Broader outcomes
  • Progressive procurement policy
  • Procurement Capability Index (PCI)
  • Significant Service Contracts Framework (SSCF).

All government procurement mandated agencies must complete this reporting.

Procurement Knowledge Hour: Reducing carbon with Green Star

Join us and our guest speakers as we kick off the 2022 series with a fully virtual Knowledge Hour!

We’ll talk about the new policy requirements for the Carbon Neutral Government Programme (CNGP) to use an approved sustainable building rating system when constructing a new non-residential government building.

Brad Crowley from the New Zealand Green Building Council will show us how Green Star supports carbon reduction when constructing new government buildings.

And, Peter Taylor from Antarctica New Zealand will tell us how they developed a bespoke version of Green Star for the Scott Base redevelopment project. An insightful case study that illustrates the flexibility of the system for a unique and challenging project.
