Banks Peninsula roading updatesCouncil contractors are continuing work to repair a number of roads in Banks Peninsula that were damaged after significant rainfall on 15 and 16 December 2021. Persistent rain in the Banks Peninsula over the last month has delayed progress of repair work in the area. Although, the forecasted rain over the weekend was not as bad as expected, it saturated the eastern bays causing further slips and road drop outs in some places. When it rains our contractors are limited in the amount of work that they can do. There are safety factors that they have to consider as well as repairing the additional damage caused by the rain that delays completion of the initial work. The beginning of the week saw some favourable weather which allowed the roads to dry out and we are hopeful that this will allow for progress in the coming weeks. The below image is a snapshot of the rainfall over the last month. It indicates that over the last 30 days there were only five consecutive days without rain. It generally takes 24 to 48 hours for the roads to dry out, resulting in work delays. This newsletter aims to provide a comprehensive update to the work carried out by our contractor so far and provides updated timelines for the duration of work. Big Hill RoadOriginal damage Scouring and road dropouts. What work has been completed on this road so far? The worst scouring has now been repaired. Contractors have begun working on repairing the road dropout. What still needs to be completed? Road scouring repairs need to be completed. Timeframe for this work to be completed Planned to be completed within a month. Current state of the road Fully open. Road users should take care when passing scouring on the road shoulder. Dalglishs RoadOriginal damage Various small slips, three road dropouts and flooding at the bottom of the road. What work has been completed on this road so far? Slips have been removed and pathway cleared through the silt. What still needs to be completed? Work will be ramping up significantly on this site next week. Our contractors will be making improvements to areas of the road that are vulnerable to flooding. The aim here is to improve the resilience of this infrastructure to prevent ongoing flooding issues at the site. The repair remaining road dropouts will begin over the next two weeks. Timeframe for this work to be completed One-two months. What is the current state of the road? Fully open. Road users should take care when passing the road dropouts on this road. Flea BayOriginal damage Various flooding debris, one large debris flow and one blocked culvert that caused damage to the road surface. What work has been completed on this road so far? Slips and debris have all been removed. What still needs to be completed? Repairing the road dropout, road metaling and culvert works. Timeframe for completion Two-three months What is the current state of the road? Fully open.
Goughs BayOriginal damage Various full length slips, dropouts on the bottom half of the road with full dropouts approximately halfway down. What work has been completed on this road so far? A pathway has been cleared through slips along the top of the road to the main slip. Quad bike access has been created for all residents below the slip. The access track above the Goughs Road slip has been realigned, widened and contractors have begun to spread road metal. What still needs to be completed? Work is underway on creating four-wheel-drive access for all residents. The four-wheel-drive track track between Paua Bay and Gough Road needs to be completed, then road metal spread. This has been delayed by the poor weather. Our contractors hope to start putting down road metal next week if the good weather persists. Clearing the remaining slips, below the main slip, at the bottom of the road. Access via this route out of the bottom section of Goughs road is now considered a more reliable all weather solution than via Paua Bay. Further clearing of the slips, dropouts and culverts will commence once access can be gained via the Paua Bay access track for heavy vehicles. The design for the road realignment is being finalised to ensure we meet the gradients of the existing road. Timeframe for completion Four wheel drive access tracks to be completed within the next two weeks. Culverts expected to be completed within the next three months. The road dropout repair design has been approved for construction, we're working through the legal requirements before construction can start. What is the current state of the road? Gated, with resident and farm access only. Hickory BayOriginal damage Various slips along the full length and one main road drop out halfway. What work has been completed on this road so far? A path has been cleared through all slips. A number of culverts have been repaired. Specialised crews are assessing the risk of rockfall above the road. Energy was focused this week on making the road safe for users. What still needs to be completed? Hickory Bay Rd experienced additional flood damage over the weekend which has resulted in a number of additional dropouts, slips and scouring. The rockfall risk assessment must be completed and loose rocks removed before the road can be reopened to the public. The focus will then move to undertaking the dropout and culvert repairs. Approximately 50 per cent of the work is completed. Timeframe for completion All slips should be cleared with in one-two weeks. Despite poor weather rock assessments are expected to be completed next week What is the current state of the road? Gated with resident and farm only access. Lavericks BayOriginal damage Severe scouring and slips on Lavericks Ridge Road. What work has been completed on this road so far? Slips cleared and most of the scouring has been filled. What still needs to be completed? Filling the remaining scouring and possibly adding more metal to the road. This is likely to be completed when work on Dalglishs Road and Le Bons Bay has come to an end. Timeframe for completion Work is expected to be completed within a month. What is the current state of the road? Fully open. Le Bons BayOriginal damage Various flooding debris, one large debris flow and one blocked culvert that caused damage to the road seal. What work has been completed on this road so far? Slips and debris have now been removed, except one, as we are waiting on Orion to install a pole next to it. A temporary repair has been made to the damaged road seal. Once all work is completed we will be making permanent repairs to this sealed section. What still needs to be completed? Prepare and seal damaged road. This work is likely to begin next week, and potentially include a sinkhole on Dalglishs Road at the end of Le Bons Bay Road . Clear last slip. Timeframe for completion Work is expected to be completed next a month. What is the current state of the road? Fully open. Le Bons Valley Road
Original damage Significant scouring, slips and dropouts. Significant damage to the second bridge What work has been completed on this road so far? Final repairs to Le Bons Valley Road have been completed this week. This included work to damage from the weekend's rain. Access has been made through the scouring and slips. A temporary ford with twin 450mm culverts has been installed. Temporary repairs have been made to the bridge so it can be used in an emergency for light vehicles Work started on a washout repair below Branch Road. What still needs to be completed? Design and repair of the bridge is likely to begin in March. Repairs to the bridge should see it in the same, if not better, condition than prior to the December flood event. Timeframe for this work to be completed Slip repairs are expected to be completed by the end of next week. The bridge repair is likely to take one-two months. Current state of the road Fully open. Little Akaloa RoadOriginal damage Scouring at the bridge and washouts. What work has been completed on this road so far? Some scouring at the bridge and multiple washouts have been repaired. Contractors have completed most stabilisation repairs. What still needs to be completed? There is one drop out that needs repair and sections of the road still require resealing. Timeframe for this work to be completed Expected to be completed within the month. Current state of the road Fully open. Long BayOriginal damage Various small and large slips the full length from Fishermans Bay Road, with a large dropout above Paua Bay Road and various slips. What work has been completed on this road so far? A pathway through all slips have been made wider and the road has been re-metalled. What still needs to be completed? Clear remaining slip material, approximately 75 per cent of this is completed. Design and repair of the main slip. Timeframe for completion Slips are expected to be cleared within the next month. Planning is underway on the best way to fix the main slip, and we will have a clearer picture of this within the next few weeks. Once a plan is approved for this repair it is likely to take two months to complete. What is the current state of the road? Gated, with resident and farm only access. Stony BayOriginal damage Severe scouring and slips on the outer side of the harbour. What work has been completed on this road so far? Slips cleared and the worst scouring has now been filled. What still needs to be completed? Metal build-up on the bottom end of the road along with a couple of culvert replacements. Timeframe for completion Work is expected to be completed within three months. What is the current state of the road? Fully open. Summit RoadOriginal damage Road dropout. What work has been completed on this road so far? Some dropouts have been repaired. Chipseal road surfacing repairs. What still needs to be completed? One final drop out repair. Timeframe for completion Work is expected to be completed within two months. What is the current state of the road? Fully open.
