Resource Consents update – March 2023

 

Planning pre-application advice service resumes

Our pre-application planning advice service took a break last year due to high application volumes, but we’re pleased to let you know that it’s now available again for the following range of projects:

  • Greenfield subdivisions.
  • Subdivision within Banks Peninsula overlay areas, e.g. Landscape, Rural Amenity.
  • Central city large scale commercial and mixed use developments.
  • Large infrastructure projects.
  • Multi-unit residential developments of seven or more units (including social housing projects).
  • Building within the High Flood Hazard Management Area.
  • Building within Character Areas.
  • Works involving heritage items and settings.
  • Lyttelton and Akaroa commercial developments where Design Controls apply.
  • Waterway setback breaches.
  • Out-of-zone activities (e.g. non-residential in a residential zone, non-rural in a rural zone).
  • Other proposals at the Council’s discretion.

If you have specific project-related questions, we can provide planning advice via email, online meetings or in-person meetings (which can include online participants), depending on the proposal and advice requested. Our Duty Planner is available for more general advice on the District Plan and resource consent process. 

A new planning pre-application request form, along with more information about planning pre-apps and other sources of advice, is available on our pre-application meetings page, in the ‘Planning pre-application advice’ section. You can also get the new form from our resource consents forms page.

Requests should be emailed to resourceconsentapplications@ccc.govt.nz. Please note that this is now a different address to the one we use for building pre-app advice requests. 

If you’re not sure whether your project is suitable for a pre-app, please check with our Duty Planner before submitting your request. 

Updates to floor level requirements 

As part of the Council’s ongoing flood modelling work, we expect to receive updated modelling results for the Heathcote, Halswell and Sumner catchments from around mid-April 2023. 

The floor level requirements under both the Building Code and the District Plan (Flood Management Areas outside of the Fixed Minimum Floor Level overlay) for these areas are likely to change once we start using the new model results for floor level assessments. 

To find out the latest floor levels for a site you can email floorlevels@ccc.govt.nz no earlier than:

  • Heathcote catchment – third week of April.
  • Halswell catchment – third week of April, with another update likely later this year.
  • Sumner catchment – third week of May.
