Annual Returns - Get ready, go digital

In preparation for your 2023 annual returns submission, please ensure your account is set up in the Resources Rights Allocation and Management (RRAM) portal and your log-in details are up to date.

Earth Resources Regulation’s submission process has moved online.

We are here to help you get ready to go digital to submit your annual return. For advice and help with RRAM, please email RRAM.support@ecodev.vic.gov.au

Extension of partial cancellations waiver

The temporary waiver of the partial cancellation requirements for minerals exploration licences has been extended to 31 March 2024.

If you are an exploration licensee, you may choose not to relinquish part of your licence area if your second, fourth, seventh or tenth licence anniversary falls during this time. Partial relinquishment at these anniversaries is normally required under section 38A of the Minerals Resources (Sustainable Development) Act 1990.

Only licensees who are up to date with their annual return submissions and rent payments are eligible for the waiver.

Earth Resources Regulation is using the extension to make improvements to the way licences are managed throughout their lifecycle.

Should you require further information, please contact licensing.err@ecodev.vic.gov.au

When in doubt, report

Tenement holders are required to inform Earth Resources Regulation about reportable events or incidents as soon as possible.

Decision flowchart for events and incidents

Please refer to the guidance notes on the Earth Resources website for more information about your obligations and the reporting process, including definitions of reportable events and incidents.

If unsure whether to report or not, please always let Earth Resources Regulation know in the first instance.

Rehabilitation underpins community confidence

Earth Resources Regulation encourages authority holders to regularly self-assess their site rehabilitation liabilities and progressively rehabilitate their sites.

Recently, a limestone quarry in the Rural City of Mildura was able to reduce their bond amount by 29 per cent by reassessing their operations and deciding to work on 15 hectares at a time instead of 20 hectares.

The online bond calculator is available on the Earth Resources Regulation’s website to help authority holders undertake their self-assessments.

We can also advise you on the self-assessment process and how to reduce overall rehabilitation liabilities. Email us at rlab@ecodev.vic.gov.au
