Header ImageThe header image for this issue is of St Nicholas church in Nether Compton, Dorset, courtesy of the National Churches Trust [Alliance member] (NCT). The church was supported by the NCT with a Partnership Grant of £5,000 back in 2017, which provided much-needed support for the re-leading of roofs, and repairs to rainwater goods. A building has stood here for 700 years, initially almost certainly being served by Benedictine monks from Sherborne Abbey until the first Rector was appointed in 1405. In the 15th century, the church was enlarged, becoming more-or-less as it is today. Recent research commissioned by the NCT has revealed that 75% of UK adults agree that churches, chapels and meeting houses are important for society. Read more on this under ‘member news’ below. Updates from The Heritage AllianceChanges & Opportunities in our TeamThe Heritage Alliance team will be seeing some changes over February and March, and ask you to please bear with us in this interim period. Due to upcoming changes in our Policy & Communications Team, we will be working at a reduced capacity until April, but still working hard to ensure we are continuously making the case for heritage through our communications and publications. We appreciate your patience during this time. Today is the last day for our outgoing Head of Policy & Communications Polly Martin, who is leaving the Team to start an exciting new role as Chief Executive of National Trails UK. Polly has been with us for 16 months and in that short time has become a central part of the Heritage Alliance Team. We will really miss her and wish her well in the exciting new role. We are delighted to say that we have now appointed a new Head of Policy, who will be joining the Alliance in April. Our Communications Manager (and editor of Heritage Update) Daniella Briscoe-Peaple, will be leaving the team after 4 and half years with The Heritage Alliance, to move onto a role with The Royal Parks. We’re now recruiting for a new permanent Communications Manager to join us, and are welcoming applications until 14 February – please see the full details below. We’re Seeking a Communications Manager!We are looking for an experienced and passionate Communications Manager to join our small but effective team. Reporting to the Head of Policy, you will lead on all THA communication channels, including compiling and editing our fortnightly newsletter, Heritage Update. 4 New Departments & A Ministerial ReshuffleOn Tuesday (7th February), Prime Minister Rishi Sunak announced a Machinery of Government Change including the creation of a new government department focused on energy security. As a result, the King has approved the creation of four new government departments:
There has also been a reshuffle of ministers, including a new Secretary of State for Culture, Media, and Sport, Lucy Frazer. Lucy Frazer was previously Minister of State in the Department for Levelling Up, Housing and Communities and before this she was Minister of State at the Department for Transport. We will be writing to new Ministers as usual to introduce The Heritage Alliance and outline our priorities. We have produced a more detailed summary of the announcements here on our website. DCMS & CultureCLA & National Farmers Union WayleaveThe CLA (Country Land & Business Association) and NFU worked together to agree a wayleave package for alternative network suppliers to assist in the provision of infrastructure for rural broadband where the commercial business case is weak. Members need to read this Guidance Note and the example agreement in conjunction with CLA Advisory Handbooks on Telecommunications Wayleaves (CLA86) and A Guide to the Electronic Communications Code (CLA82). PlanningLevelling Up Secretary Signs £1.4 billion Devolution DealLevelling Up Secretary Michael Gove has signed a devolution deal in North East England with 8 local leaders. The government has guaranteed the new North East Mayoral Combined Authority (MCA) more than £1.4 billion over the next 30 years to enable the new Mayor and the councils to plan for the long term. The deal will also give the MCA control over the multi-million pound Adult Education budget, so local leaders, colleges and training providers can work together to arm local people with the skills needed to drive local growth. £60bn for Local Authorities to Deliver Vital ServicesMichael Gove has confirmed a £60 billion funding package for councils to deliver local services and support vulnerable households with their council tax bills. This includes a further £19 million for all services and £10 million extra for the Rural Services Delivery Grant. This additional funding seeks to help councils deliver core services and address the unique challenges faced by rural communities. 120 New Changing Places ToiletsLocal councils across England have received their share of £7billion of government funding to build Changing Places toilets. Designed for those who struggle to use standard accessible toilets, these facilities come with additional equipment such as hoists, adult sized changing benches and space for carers. They are targeted at areas such as parks, shopping centres and train stations with little to no access facilities. This funding is part of a £30.5 million Changing Places Fund to accelerate the provision of Changing Places toilets across the country. EnvironmentEnvironmental Improvement Plan 2023The Government has published the Environmental Improvement Plan 2023, their delivery plan for their approach to halting and then reversing the decline in nature. It is the first revision of the 25 Year Environment Plan, and sets out how the government will work with landowners, communities and businesses to delivery their goals for improving the environment. The environmental principles policy statement has also been published. It means that, from 1 November 2023, environmental protection and enhancement will be embedded into the design and development of new policy across Government. The plan includes a commitment for every household to be within a 15-minute walk of a green space or water. Tourism & Hospitality£200 million to Improve Walking & Cycling RoutesA £200 million government fund has been announced to improve crossings and junctions across England to increase safety. Active Travel England is inviting local authorities in England to apply for funding to make improvements to enable people to choose ‘active travel’. Funding will also be used to support people in wheelchairs and mobility scooters by making street designs more inclusive. New Research Hub to Improve Transport ResilienceA new research hub, backed by £10million in government funding, is being launched to boost innovative measures to decarbonise and improve transport, helping the country work towards its net zero goals. By researching the challenges of the transport sector in adapting to climate change and securing UK innovation, the centre will look to offer responsive, practical, evidence-based support to transport decision-makers and develop and implement sustainable, low-carbon solutions across existing and new infrastructure. EducationApprenticeship Opportunities to be Advertised on UCASThe Education Secretary, Gillian Keegan, and UCAS have announced that from Autumn, UCAS will start to expand their services so that young people using the platform can see and apply for apprenticeships alongside an undergraduate degree application. It will also show students the different routes into a single career destination, meaning if a student is interested in, for example, engineering, they will see the undergraduate and apprenticeship routes displayed side-by-side. Parliamentary & Other Government NewsThe Charity Commission Launches New Stage of Trustee GuidesThe Charity Commission has launched the next stage of its campaign to raise awareness of core trustee duties and the guidance available to charities. The Commission has developed a collection of short guidance on issues ranging from safeguarding people to managing conflicts of interest, called the ‘5-Minute Guides’. The collection aims to serve as a basic toolkit for trustees who are managing the many demands of running a charity. Also this fortnight:

LGBT+ History Month 2023: Behind the LensFebruary is LGBT+ History Month across the UK and the theme for this year is ‘Behind the Lens’ – celebrating LGBT+ peoples’ contribution to cinema and film from behind the lens. 2023 Theatres at Risk RegisterTheatres Trust [Alliance member] has now unveiled its 2023 Theatres at Risk Register, listing theatres at threat of closure, redevelopment, or demolition across the UK. This year’s list (the Trust’s 17th annual list) features 38 theatres in need of support, with three theatres having been removed for positive reasons. Museum Development Programme 2024-26Arts Council England has announced plans for the refreshed Museum Development programme 2024-26. The new programme will have five delivery partners across the England, aligning with the Arts Council’s Area structure. This will ensure the delivery of Let’s Create, which focuses on the cultural potential of local communities. Applications to become a delivery partner will open on 9 May 2023 and will close on 4 July 2023. Surveys from Historic EnglandArticle 4 Direction Research Project: Local Authority Survey Historic England is working with consultants Avalon Planning & Heritage to research heritage-related Article 4 Directions (A4Ds) across England, with the aim of developing a better understanding of their use and effectiveness. A4Ds are a mechanism for withdrawing specified permitted development rights within a certain area. They have set up a survey for local authority practitioners (conservation officers and planners) to share their views and experiences of heritage related A4Ds. The survey closes tomorrow - 10 February. Employers Survey: Informing HE’s Strategic Approach to Engagement with Apprenticeships Historic England is also reviewing their strategic approach to engagement with apprenticeships and are interested in getting feedback from employers within the heritage sector, particularly those in conservation (built and object), archaeology and historic environment advice. The deadline for this survey is 17 February. Young People to Lead National Consultation on Relevance of MuseumsYoung people across the UK are being invited to an event – led the Kids in Museums Youth Panel (consisting of people aged 16-25) – to discuss, advocate and build new networks in the heritage and museum sector. The Future is Now will take place on 12 May at Thinktank, Birmingham Science Museum. Following research (from DCMS and Morris Hargreaves McIntyre), which suggests that only 12% of 16-24 year olds felt London museums told stories that were relevant to them, Kids in Museums said there was a “huge need to consult young people about what they want from museums in order to change perceptions”. Find out more here. £39 Million to Tackle Major Environmental ChallengesUKRI has announced that research teams have received £39 million to develop new and ambitious ideas that will tackle critical global environmental challenges. This investment from the Natural Environment Research Council (NERC) has been awarded to project teams at NERC research centres, and marine delivery partners, for 6 projects that will advance understanding how we can be resilient, adapt to, and mitigate global change in the coastal ocean environment.
