The header image for this issue is of St Nicholas church in Nether Compton, Dorset, courtesy of the National Churches Trust [Alliance member] (NCT). The church was supported by the NCT with a Partnership Grant of £5,000 back in 2017, which provided much-needed support for the re-leading of roofs, and repairs to rainwater goods.

A building has stood here for 700 years, initially almost certainly being served by Benedictine monks from Sherborne Abbey until the first Rector was appointed in 1405. In the 15th century, the church was enlarged, becoming more-or-less as it is today.

Recent research commissioned by the NCT has revealed that 75% of UK adults agree that churches, chapels and meeting houses are important for society. Read more on this under ‘member news’ below.

        Updates from The Heritage Alliance

        Changes & Opportunities in our Team

        The Heritage Alliance team will be seeing some changes over February and March, and ask you to please bear with us in this interim period.

        Due to upcoming changes in our Policy & Communications Team, we will be working at a reduced capacity until April, but still working hard to ensure we are continuously making the case for heritage through our communications and publications. We appreciate your patience during this time.

        Today is the last day for our outgoing Head of Policy & Communications Polly Martin, who is leaving the Team to start an exciting new role as Chief Executive of National Trails UK. Polly has been with us for 16 months and in that short time has become a central part of the Heritage Alliance Team. We will really miss her and wish her well in the exciting new role. We are delighted to say that we have now appointed a new Head of Policy, who will be joining the Alliance in April.

        Our Communications Manager (and editor of Heritage Update) Daniella Briscoe-Peaple, will be leaving the team after 4 and half years with The Heritage Alliance, to move onto a role with The Royal Parks.

        We’re now recruiting for a new permanent Communications Manager to join us, and are welcoming applications until 14 February – please see the full details below.

          We’re Seeking a Communications Manager!

          We are looking for an experienced and passionate Communications Manager to join our small but effective team.

          Reporting to the Head of Policy, you will lead on all THA communication channels, including compiling and editing our fortnightly newsletter, Heritage Update. As part of the Policy team, you will also contribute to the advocacy work of THA, assisting with running our Advocacy Groups and coordinating consultation responses.

            Policy Updates

            • We have been keeping up-to-date with this week’s Machinery of Government Change, which has seen the creation of new government departments and a reshuffle of ministers. Read our summary of the changes here.

            • We have submitted our Budget Submission, reflecting on needs from our members and the wider heritage sector. This Budget Submission forms the basis of our refreshed Fiscal and Funding Manifesto, Backing the Bedrock (to be published very soon), which will highlight our key asks in light of the current crises.

            • We are drawing together a response to the Government’s open National Planning Policy Framework (NPPF) consultation, reflecting on key asks from our members. This consultation will close on 2 March.

            • A reminder that we recently published a summary of the Government’s Energy Bills Discount Scheme (which will run from 1 April) and what it means for the sector.

             
             

            Rebuilding Heritage – Free Upcoming Workshops & Resources

             

            Have an ongoing fundraising, business planning or communications issue?

            The Rebuilding Heritage group workshops, taking place between February and April, are a great opportunity to get multiple viewpoints, fresh perspectives and constructive feedback on your organisation’s current challenges.

            Guided by an expert consultant, each group will meet three times. Participants will build rapport and cohesion as they learn from other organisation leaders, benefitting from the pool of collective knowledge and sector experience, as well as enjoying a fantastic networking opportunity.

            The first of our new series of interviews with subject specialists: fundraising expert Gill Jolly presents her top ten tips for anyone fundraising for heritage organisations, looking at common issues in the current climate and likely future concerns.

             

            HEF Sustainability & Climate Change Resources

            The latest recording from the Historic Environment Forum (HEF)’s Sustainability & Climate Change Task Group is now available to watch online.

            The HEF’s Sustainability & Net Zero Resource Page was launched in November 2022 and brings together key materials and tools to help sector organisations to navigate the path to net zero. The latest recording from January’s Task Group session features a presentation from ICCROM’s Aparna Tandon on the Net0: Heritage for Climate Action project. Watch the session and explore the wider resources here.

            In February, the Task Group will hear from the Climate Change Committee and will also be hosting a breakout session at Heritage Day 2023 on 1 March - look out for further information coming soon.

            4 New Departments & A Ministerial Reshuffle

             

            On Tuesday (7th February), Prime Minister Rishi Sunak announced a Machinery of Government Change including the creation of a new government department focused on energy security. As a result, the King has approved the creation of four new government departments:

            • a new Department for Energy, Security and Net Zero
            • a dedicated Department for Science, Innovation and Technology
            • a combined Department for Business and Trade
            • a re-focused Department for Culture, Media and Sport 

            There has also been a reshuffle of ministers, including a new Secretary of State for Culture, Media, and Sport, Lucy Frazer. Lucy Frazer was previously Minister of State in the Department for Levelling Up, Housing and Communities and before this she was Minister of State at the Department for Transport. We will be writing to new Ministers as usual to introduce The Heritage Alliance and outline our priorities.

            DCMS & Culture

             

            CLA & National Farmers Union Wayleave

            The CLA (Country Land & Business Association) and NFU worked together to agree a wayleave package for alternative network suppliers to assist in the provision of infrastructure for rural broadband where the commercial business case is weak.

            Members need to read this Guidance Note and the example agreement in conjunction with CLA Advisory Handbooks on Telecommunications Wayleaves (CLA86) and A Guide to the Electronic Communications Code (CLA82).

            Planning

             

            Levelling Up Secretary Signs £1.4 billion Devolution Deal

            Levelling Up Secretary Michael Gove has signed a devolution deal in North East England with 8 local leaders. The government has guaranteed the new North East Mayoral Combined Authority (MCA) more than £1.4 billion over the next 30 years to enable the new Mayor and the councils to plan for the long term.

            The deal will also give the MCA control over the multi-million pound Adult Education budget, so local leaders, colleges and training providers can work together to arm local people with the skills needed to drive local growth.

             

            £60bn for Local Authorities to Deliver Vital Services

            Michael Gove has confirmed a £60 billion funding package for councils to deliver local services and support vulnerable households with their council tax bills. This includes a further £19 million for all services and £10 million extra for the Rural Services Delivery Grant. This additional funding seeks to help councils deliver core services and address the unique challenges faced by rural communities.

             

            120 New Changing Places Toilets

            Local councils across England have received their share of £7billion of government funding to build Changing Places toilets.

            Designed for those who struggle to use standard accessible toilets, these facilities come with additional equipment such as hoists, adult sized changing benches and space for carers. They are targeted at areas such as parks, shopping centres and train stations with little to no access facilities.

            This funding is part of a £30.5 million Changing Places Fund to accelerate the provision of Changing Places toilets across the country.

            Environment

             

            Environmental Improvement Plan 2023

            The Government has published the Environmental Improvement Plan 2023, their delivery plan for their approach to halting and then reversing the decline in nature. It is the first revision of the 25 Year Environment Plan, and sets out how the government will work with landowners, communities and businesses to delivery their goals for improving the environment.

            The environmental principles policy statement has also been published. It means that, from 1 November 2023, environmental protection and enhancement will be embedded into the design and development of new policy across Government.

            The plan includes a commitment for every household to be within a 15-minute walk of a green space or water.

            Tourism & Hospitality

             

            £200 million to Improve Walking & Cycling Routes

            A £200 million government fund has been announced to improve crossings and junctions across England to increase safety. Active Travel England is inviting local authorities in England to apply for funding to make improvements to enable people to choose ‘active travel’.

            Funding will also be used to support people in wheelchairs and mobility scooters by making street designs more inclusive.

             

            New Research Hub to Improve Transport Resilience

            A new research hub, backed by £10million in government funding, is being launched to boost innovative measures to decarbonise and improve transport, helping the country work towards its net zero goals.

            By researching the challenges of the transport sector in adapting to climate change and securing UK innovation, the centre will look to offer responsive, practical, evidence-based support to transport decision-makers and develop and implement sustainable, low-carbon solutions across existing and new infrastructure.

            Education

             

            Apprenticeship Opportunities to be Advertised on UCAS

            The Education Secretary, Gillian Keegan, and UCAS have announced that from Autumn, UCAS will start to expand their services so that young people using the platform can see and apply for apprenticeships alongside an undergraduate degree application.

            It will also show students the different routes into a single career destination, meaning if a student is interested in, for example, engineering, they will see the undergraduate and apprenticeship routes displayed side-by-side.

            Parliamentary & Other Government News

             

            The Charity Commission Launches New Stage of Trustee Guides

            The Charity Commission has launched the next stage of its campaign to raise awareness of core trustee duties and the guidance available to charities.

            The Commission has developed a collection of short guidance on issues ranging from safeguarding people to managing conflicts of interest, called the ‘5-Minute Guides’. The collection aims to serve as a basic toolkit for trustees who are managing the many demands of running a charity.

             

            Also this fortnight:

            • The Government has now formally launched its Advanced Research and Invention Agency (ARIA) – a new independent research body to fund “high-risk, high-reward scientific research”.

            • The APPG for Civic Societies has an upcoming event (on 21st February) to discuss the National Planning Policy Framework and what 'local consent' in planning means. Further details on this and other upcoming events can be found here

            LGBT+ History Month 2023: Behind the Lens

            February is LGBT+ History Month across the UK and the theme for this year is ‘Behind the Lens’ – celebrating LGBT+ peoples’ contribution to cinema and film from behind the lens. Resources are available to support activities run by organisations, businesses and for education, here.

            At The Heritage Alliance, we’ll be spotlighting celebrations and events being held by our members across this month across our communications channels. These include:

            • Stories and resources being shared by the National Lottery Heritage Fund
            • LGBT+ royal histories from Historic Royal Palaces
            • An exploration of LGBTQ+ history by the National Trust
            • Stories of England’s LGBTQ+ past from English Heritage
             

            2023 Theatres at Risk Register

            Theatres Trust [Alliance member] has now unveiled its 2023 Theatres at Risk Register, listing theatres at threat of closure, redevelopment, or demolition across the UK.

            This year’s list (the Trust’s 17th annual list) features 38 theatres in need of support, with three theatres having been removed for positive reasons.

             

            Museum Development Programme 2024-26

            Arts Council England has announced plans for the refreshed Museum Development programme 2024-26. The new programme will have five delivery partners across the England, aligning with the Arts Council’s Area structure. This will ensure the delivery of Let’s Create, which focuses on the cultural potential of local communities.

            Applications to become a delivery partner will open on 9 May 2023 and will close on 4 July 2023.

             

            Surveys from Historic England

            Article 4 Direction Research Project: Local Authority Survey

            Historic England is working with consultants Avalon Planning & Heritage to research heritage-related Article 4 Directions (A4Ds) across England, with the aim of developing a better understanding of their use and effectiveness. A4Ds are a mechanism for withdrawing specified permitted development rights within a certain area.

            They have set up a survey for local authority practitioners (conservation officers and planners) to share their views and experiences of heritage related A4Ds. The survey closes tomorrow - 10 February.

            Employers Survey: Informing HE’s Strategic Approach to Engagement with Apprenticeships

            Historic England is also reviewing their strategic approach to engagement with apprenticeships and are interested in getting feedback from employers within the heritage sector, particularly those in conservation (built and object), archaeology and historic environment advice.

            The deadline for this survey is 17 February.

             

            Young People to Lead National Consultation on Relevance of Museums

            Young people across the UK are being invited to an event – led the Kids in Museums Youth Panel (consisting of people aged 16-25) – to discuss, advocate and build new networks in the heritage and museum sector.

            The Future is Now will take place on 12 May at Thinktank, Birmingham Science Museum. Following research (from DCMS and Morris Hargreaves McIntyre), which suggests that only 12% of 16-24 year olds felt London museums told stories that were relevant to them, Kids in Museums said there was a “huge need to consult young people about what they want from museums in order to change perceptions”.             £39 Million to Tackle Major Environmental Challenges

            UKRI has announced that research teams have received £39 million to develop new and ambitious ideas that will tackle critical global environmental challenges. This investment from the Natural Environment Research Council (NERC) has been awarded to project teams at NERC research centres, and marine delivery partners, for 6 projects that will advance understanding how we can be resilient, adapt to, and mitigate global change in the coastal ocean environment.

             

            New Guidance from Ecclesiastical Insurance

            Ecclesiastical Insurance [Alliance Corporate Partner] has re-shared their guidance on how charities can take steps to prevent burst pipes following a spike in claims over the last month.

             

            Also This Fortnight:

            • Strike action led to the closure of a number of institutions last week, including the British Museum and the Museum of Liverpool.
            • What Works Centre for Wellbeing has shared new tools designed for organisations to measure wellbeing in a robust and appropriate way.
            • Creative UK’s Creative Coalition Festival will be taking place next month (28 February – 3 March 2023). Ticket sales will close on Friday 17 February.
            • The green light has been given for an extension of the British Library’s St Pancras site, which will include new galleries, event spaces and a community garden.
            • The Museum of London is searching for iconic designer outfits worn by rock stars and celebrities for a major new exhibition: ‘Fashion City: How Jewish Londoners Shaped Global Style’.

            Huge Public Support for Church Buildings

            The findings of a new opinion poll commissioned by the National Churches Trust [Alliance member] which surveyed 2061 UK adults online between the 9th and 12th December 2022, have shown that despite a decline in the number of Christians in the UK, the public overwhelmingly support the nation’s 39,000 churches, chapels and meeting houses.

             

            Queer Lives Tour at the Tower of London

            A new theatrical tour is being held to explore the past 700 years at the Tower, celebrating stories of defiance and reflecting on the LGBTQ+ stories linked to the iconic landmark throughout the years. Queer Lives is at the Tower of London from 18-24 February 2023.

             

            How Museums Can Leverage Emotions to Build Greater Public Support

            A new report, funded by AIM [Alliance member] and Art Fund and authored by M.E.L Research: Pleasure, Connection, Purpose: How museums can leverage emotions to build greater public support, looks at how museums can better understand the emotions that drive public support and how they might use that knowledge across subsequent campaigning and museum work.

             

            New Stories New Audiences Grants Awarded

            AIM [Alliance member] has announced the 14 organisations that have received funding through its New Stories New Audiences grants, supported by the National Lottery Heritage Fund [Alliance member]. A summary of the successful grants can be found here.

             

            Restoring Hedgerows – Campaign Win for CPRE

            CPRE [Alliance member] is celebrating “a big step forward for nature and climate”, following the Government’s announced commitment to create or restore 30,000 miles of hedgerows a year by 2037, and 45,000-miles of hedgerows a year by 2050, under the new Environmental Improvement Plan 2023.

            The Charity has now also appointed Roger Mortlock as their new CEO, who joins CPRE from the Gloucestershire Wildlife Trust (GWT).

             

            Sussex Heritage Trust Awards – Call for Entries

            The Sussex Heritage Trust awards has called for new entries for its prestigious heritage and architecture Awards. The Awards aims to represent the highest quality new buildings, conservation and rejuvenation, whilst also celebrating traditional craftmanship and skills. In it's 25th year, the Awards scheme announced a brand-new category: The Eco Award, which sits alongside 10 further categories including residential, public and community and building crafts. Deadline for entries is 31 March 2023.

             

            London Office Space with the SPAB

            The Society for Protection of Ancient Buildings (SPAB) [Alliance member] are seeking a charity or not-for-profit organisation to take on the lease of the charming top floor of their offices at 37 Spital Square, London, E1 6DY.             Inaugural Octavia Hill Lecture

            The National Trust [Alliance member] held its inaugural Octavia Hill lecture ‘Mighty issues of the new and better days to come’ on 2 February, a full recording of which is now available. The Lecture is an opportunity for guest historians and cultural commentators to lead reflections on our national history and culture. This year’s guest speaker was Neil MacGregor and the panel discussion was chaired by Times Radio’s Aasmah Mir.

            Winter Talks Series 2023 ‘The Pevsner Architectural Guides in the 21st Century’

            These seven online talks ‘The Pevsner Architectural Guides in the 21st Century’ from The Victorian Society [Alliance member] are given by the highly accomplished and authoritative Pevsner authors themselves. Pevsner’s guides have played a huge role in the appreciation of architectural history, as companions to the tourist, and as a vital tool to architects, conservation officers and researchers. These talks celebrate Pevsner’s influence, achievement, and legacy.

            Cottonopolis: A Morning in Manchester

            Join the Society of Genealogists [Alliance Member] for Cottonopolis: A Morning in Manchester. From a town with fewer than 10,000 at the start of the C18th the spectacular growth of Manchester in the 19th century was built on the industrial revolution and the cotton industry in particular. But Manchester was not just a cotton powerhouse; it boasted the first ‘industrial park,’ the first railway station, the birth of the radical press – and some of the worst slums in England!

            Symposium: Architecture & Health

            Following successful symposia held by The Georgian Group [Alliance member] in previous years, on the Adam Brothers, James Gibbs, Women and Architecture and Georgian London Revisited (online), this year’s symposium will address Architecture and Health in the long eighteenth century. Appropriately, it will be held in James Gibbs’s Great Hall at St Bartholomew’s, an institution celebrating its 900th anniversary.

Through a combination of live demonstrations and hands-on teaching, you will be guided through the various stages, from preparing traditional mortars and repointing to stone preparation and carving.

            Designing & Delivering Community Engagement Activities

            Join TDR Heritage [Alliance member] for their popular collaborative, activity-led workshop to explore community engagement techniques & learn what makes your audiences tick! This day-long interactive course will help you develop a better understanding of your audiences; get a taste of audience consultation techniques and approaches; think about how to problem solve engagement barriers and open doors; and learn tips for designing people-focused activities and keeping your programmes on track.

            'Story Building' Workshop - writing interpretation text for heritage projects

            An interactive workshop to learn how to write (or to improve your skills!) in creating interpretation for historic sites and places. This day-long course from TDR Heritage [Alliance member] is designed to help you think about creating meaningful text for your audiences, whether you are thinking about new leaflets, panels or apps – or spring-cleaning some existing interpretation. Ideal for site managers, volunteers, heritage groups and museums staff.

            CPD certificate available on request. On booking, you will be sent an activity pack in the post, full of creative resources to use during the workshop.

            Communications Manager – The Heritage Alliance

            We are looking for an experienced and passionate Communications Manager to join our small but effective team. Reporting to the Head of Policy, you will lead on all The Heritage Alliance’s communication channels, support on and manage a range of projects, and coordinate the communications for our annual events, Heritage Debate and Heritage Day. As part of the Policy team, you will also contribute to the advocacy work of the Alliance, assisting with running our Advocacy Groups and coordinating consultation responses.
