    Final Issue of the Year

    This is the final issue of Heritage Update that we'll be sending out this year, so we'd like to wish all Heritage Update readers all the best for the festive season.

    Heritage Update will be back in the new year, with our next issue going out on 13 January. In the meantime, we will continue to share news and key guidance updates for the sector via social media, and we will share any important insights we can with our members until our office closes on 24 December.

    Guest Editor

    This week, Fox White has joined our team on a one-week micro-internship from the University of Oxford [Alliance member]. Alongside helping to draft copy for this week's issue of Heritage Update, she is supporting our Policy and Communications team to gather insights that will feed into our upcoming Diversity and Inclusion insight report.

    Fox White is a final year English Literature undergraduate at the University of Oxford. She wants to communicate about visual culture in ways that are accessible and is looking to enter a career at the intersection of heritage and social work.

     

    'Levelling Up': What Does it Mean for Heritage?

    Following our recent Heritage Debate on heritage and 'Levelling Up', we invite you to continue to engage with us on the topic by using #HeritageDebate2021 - and by reading and sharing the blogs from heritage professionals giving a range of their perspectives on our event blog site.

    Policy Updates

    This fortnight:

    • The Heritage Council returned last week. This cross-departmental meeting gives the heritage sector the opportunity to raise and discuss live topics, opportunities and concerns for heritage with Ministers and senior officials. Chaired by Heritage Minister Nigel Huddleston, in this meeting our Head of Policy and Communications, Polly Martin, raised the issues of heritage involvement in agri-environment schemes, and welcomed consultation carried out ahead of the forthcoming Heritage Statement.

    • We continue to prepare responses to BEIS consultations on Phasing Out the Installation of Fossil Fuel Heating in Homes off the Gas Grid and Phasing out fossil fuels on business and public buildings, both of which have a closing date of 12 January. We are also working on a response to the DCMS Committee Inquiry on Promoting Britain Abroad, which closes on 6 January.

     

    Tourism & Hospitality Industry Financial Impact Survey

    DCMS is requesting support from sector bodies to help it assess the impact of the move to Plan B and the Omicron variant on the Tourism and Hospitality Sectors. 

    The Tourism Alliance has put together a survey with the questions that DCMS would like information on in order to build a case for Government intervention. This is also open to members of the Heritage Alliance, and has a completion date of 10 January. We would welcome your responses as soon as possible.

     

    Heritage Covid Vaccination Sites

    The latest data suggests Omicron is extremely transmissible and will become the dominant variant by mid-December. The Prime Minister and NHS England have launched an urgent national Omicron appeal for the public to Get Boosted Now.

    To support this effort, DCMS is working closely with its sectors to identify venues which can be used as vaccination sites.

    While a large number heritage of sites were generously offered as vaccination centres previously, DCMS recognises that many of these locations are now open to the public again and may not have the space to offer as a vaccination site. However, if you have the space available to use as a vaccination site and are willing to offer it, DCMS would welcome the opportunity to use it. Please reply to Polly Martin if you would like to offer a site for a vaccination centre policy@theheritagealliance.org.uk.

     

    Nominate Your Heritage Heroes!

    Nominations are open for the Heritage Alliance's Ecclesiastical’s Heritage Heroes Awards 2021, which celebrate the incredible contribution of volunteers across the sector.

    You can download this form to nominate someone you think has made an especially positive impact this year, until 9 January 2022.

    In addition to our yearly Heritage Hero award, there is also a special category for Digital Heritage Hero to celebrate volunteers who have used digital resources to make a positive impact. If you have any questions about the application process, please email heritageheroes@theheritagealliance.org.uk.

    COVID-19

    New Measures & Guidance

    The introduction of Plan B measures in response to the emergence of the Omicron variant has brought about significant changes in legislation since 8 December. Following Tuesday’s House of Commons debate, NHS Covid Passes have been declared mandatory for all late-night dance venues, any indoor event with more than 500 standing people, outdoor events with more than 4,000 and any events with numbers above 10,000⁠—a measure that will be enforced by venue checks. Those without Covid Passes will still be able to access events by registering negative LFD results or proving exemption. 

    Some events remain exempt, such as:

    • communal worship
    • wedding and civil partnership ceremonies and equivalents (including alternative wedding ceremonies)
    • receptions celebrating a wedding or other significant life event (like a christening, bar and bat mitzvah or mehndi ceremony) that are organised by an individual (and not a business, a charitable, benevolent, or philanthropic institution or a public body)
    • funerals and commemorative events (except where commemorative events are held in a nightclub)
    • outdoor events in public spaces where these are unticketed and not charged for (such as markets, street parties, protests and carnivals)
    • events in private houses (including private gardens) where people do not have to pay or hold a ticket to enter

    If you’re unsure whether a venue or event you plan to attend will require you to demonstrate your COVID-19 status, you should contact the venue or event or check their website.

    The wearing of masks in “most public indoor venues” has been reintroduced as a legal requirement, although exemptions remain for eating, drinking, singing and other selected activities. The current guidance is once again advising that all who can should work from home, and in a redoubling of vaccination efforts, booster jabs have been made available to every adult nationally.

    Recent streamlining of the Covid-contact rules has ended the mandatory isolation period for children and vaccinated adults following a close contact, instating daily LFD tests in its place. International travel has also now been facilitated by the removal of all countries from the red list.

    And in recognition of the difficulties attending heritage sites as Omicron continues to spread, the deadline for applying for Emergency Resource Support (part of the Covid Recovery Fund for Heritage administered by the National Lottery Heritage Fund ) has been extended to 12pm on 11 January 2022.

    We continue to ask Alliance members to share any insights, evidence or concerns on how the new measures are affecting heritage sites and organisations. Please share these with us (send them to Polly at policy@theheritagealliance.org.uk) to inform our weekly conversations with DCMS and key stakeholders.

       

      Applying to the Live Events Reinsurance Scheme

      Further guidance on applying to the Live Events Reinsurance Scheme has now been published on the Government website. This includes details on how to apply for cover, and recommendations of how applicants that do not have an existing broker can purchase cover.

       

      Social & Sector Impacts

      Results from the most recent ONS Opinions and Lifestyle Survey (18 to 28 November 2021), Overall for this period (before new Government announcements around Plan B) personal wellbeing measures were seeing a positive uptick, with life satisfaction and happiness measures remaining unchanged, feeling that the things done in life are worthwhile marginally increased and anxiety fell slightly from the previous period.

      The responses also showed that the majority of double vaccinated adults (90%) said they would be "very likely" or "fairly likely" to have a booster vaccine if offered to them. Over a third (36%) of adults reported experiencing goods shortages in the past two weeks, with approximately 1 in 6 (17%) of all adults "unable to buy essential food".

      DCMS & Culture

       

      Martin Thomas Confirmed as Charity Commission Chair

      Following pre-appointment scrutiny from MPs on the DCMS Select Committee, Martin Thomas has been confirmed as the new Chair of the Charity Commission.

       

      Temporary Export Bar on 17th Century Painting

      A temporary export bar has been placed on a 17th century Allegorical Painting of Two Ladies, which has been valued at £272,800. The decision by Arts Minister Lord Parkinson of Whitley Bay follows the advice of the Reviewing Committee on the Export of Works of Art and Objects of Cultural Interest (RCEWA). The Committee is said to have agreed that it is "an extremely rare and fascinating painting, which has tremendous potential for further research in many subjects".

      Planning

       

      English Housing Survey

      The Government has published the results from the English Housing Survey for 2020 to 2021. A headline report, which sets out initial findings about people’s housing circumstances and the condition and energy efficiency of housing in England, will be followed by a series of more detailed topic reports in the summer.

      Environment

       

      Facilitation Fund: Countryside Stewardship - Applications Open

      DEFRA has announced that the application period is now open for The Facilitation Fund 2022. This funding is intended to help groups of farmers, foresters and land managers improve the natural environment. Successful applicants will be those who can show a partnership or group, working together across holdings, to deliver shared environmental results that could not be achieved by individuals acting on their own.

      Education

       

      Importance of Creative Higher Education

      Our Chief Executive Lizzie Glithero-West signed the Creative UK letter on behalf of The Heritage Alliance, which was published in The Telegraph on 13 December. Signed by over 90 creative institutions and prominent individuals in the sector, the letter highlighted the importance of continued support for creative higher education in the UK.

      Tourism & Hospitality

       

      Tourism Superstar 2022

      Nominations are now open for VisitEngland's Tourism Superstar competition for 2022, which recognises the dedication and passion of those working in the tourism industry each year. Nominations are being welcomed until 17 December.

       

      DMC and Inbound Tour Operator Amplification & Distribution Fund

      ​VisitBritain has launched a new £300,000 grant scheme for Inbound Tour operators and Destination Management Companies (DMCs). The Fund is open to eligible DMCs and inbound tour operators to enable them to develop and market tourism to Britain, and encourage international tour operators to add Britain to their programme in 2022, supporting the sector's recovery from the pandemic.

       

      New Direct Trains Planned from Middlesbrough to London

      The Department for Transport has announced a new direct train service (launched on 13 December), which will connect Middlesbrough and nearby Thornaby with London King’s Cross in around 3 hours - running every weekday.

      Brexit & Immigration

       

      Impacts of Brexit & Coronavirus on UK Trade in Services

      A reminder that the ONS has published a report on the impact of Coronavirus and Brexit on the UK’s trade in services with the EU. The report, which looks at data from the first half of the year shows that travel and tourism was the most impacted services sector.

       

      Visiting the UK as a Creative Professional from a Non-Visa National Country

      New guidance from DCMS and the Home Office (published on 6 December) sets out information for entertainers and musicians, from non-visa national countries, such as EU Member States and the US, visiting the UK for performance and work.

      Parliamentary & Other Government News

       

      Also this fortnight:

      • ​The Government has announced a new National Cyber Strategy, setting out how it will be 'levelling up' the UK's cyber capabilities.

      • New research commissioned by DCMS and Sport’s UK Global Screen Fund has found that British-made film and TV is considered high quality by 70% of international audiences, positively influencing international views of the UK and attracting tourists.

      • The Secretary of State for DCMS Nadine Dorries and the US Commerce Secretary Gina M. Raimondo issued a joint statement on their governments’ shared commitment to deepening the UK-US data partnership.

      • DCMS has announced new measures intended to boost UK telecoms security, including the phasing out of 2G and 3G by 2033 under plans to help bring in new telecoms suppliers to build the UK’s 5G networks.

       

      Funding

       

      Emergency Resource Support Programme - Extended

      A reminder that to continue to support the sector throughout the winter period, the Emergency Resource Support programme has been reopened.

      The National Lottery Heritage Fund is now accepting Expression of Interests for Emergency Resource Support grants through the Culture Recovery Fund for Heritage. The new deadline for submissions is 11 January 2022.

       

      Guidance - Let's Create Jubilee Fund

      Arts Council England has released guidance for applications to its Let’s Create Jubilee Fund. The £5million programme will support community and voluntary organisations in England to develop creative and cultural activities as part of the Queen’s Platinum Jubilee celebrations in June 2022.

       

      And a reminder that:

      Arts Council England has announced that applications to join its list of National Portfolio organisations will open on Monday 22 February 2022, with an application deadline of Tuesday 26 April 2022.

      DLUHC has announced that £624 million of loan funding will now be made available for house builders, including SMEs, to support the creation of thousands of new homes.

      Land owners, land managers and public bodies can apply to the England Woodland Creation Offer (EWCO) for support to create new woodland, including through natural colonisation, on areas as small as 1 hectare.

      Nominate a Charity to Receive £1000 to Support their Work

      Each weekday from 6 - 21 December, winners of the annual 12 Days of Giving campaign from Ecclesiastical Insurance Group [Alliance Corporate Partner] are being announced. Nominations will remain open until midnight the day before each draw. 

      120 nominated charities will be announced over the 12 days of the campaign, and each will be awarded a £1000 donation to support their work. Visit the Ecclesiastical website for further details.

      Sharing Stories: Disabled-led heritage projects point the way to best practice

      The National Lottery Heritage Fund [Alliance member] is sharing sector-leading examples of heritage projects run by disabled people or exploring the UK’s history of disability. These explore creative possibilities of accessible heritage and its pioneers, and offer expert guidance.

       

      National Lottery Open Week (19 - 27 March 2022)

      The National Lottery is calling for organisations that they support to register their interest in participating in National Lottery Open Week from Saturday 19 – Sunday 27 March 2022. During this week, National Lottery players are invited to visit heritage sites and use their lottery tickets to access a special offer registered by organisations and advertised through the National Lottery listings page. Last year’s Open Week attracted almost 25,000 national lottery players to 650 sites across the UK.

       

      Art Fund Museum of the Year - Applications Open

      The Art Fund has announced that applications for its Art Fund Museum of the Year​ will open on Wednesday 5 January, and close on 8 February. In 2022, they are seeking applications from organisations whose achievements tell the story of the creativity, ingenuity and resilience of the sector – with practice that can be sustained for audiences of today and tomorrow at the forefront of our minds.

      The winner receives a prize of £100,000, and shortlisted organisations £15,000 each. Full details are in the application pack, which includes more information on the light-touch application process and our timeline.

       

      Victorian Railway Bridges Under Threat

      Campaigners are warning that National Highways is preparing more than a dozen Victorian bridges in England and Scotland sites for filling in or demolition. This is despite Government Ministers ordering pause on any action being taken, following what has been called “cultural vandalism”, after National Highways filled the underside of the Victorian railway bridge at Great Musgrave in Cumbria with 1000 tonnes of concrete and aggregate.

       

      Recovery Loan Funding

      The Social Investment business, a partner of the Architectural Heritage Fund [Alliance member] have launched a Recovery Loan Fund to help organisations impacted by Covid-19 to survive, recover and grow. The Fund has been made to make the Government's Recovery Loan Scheme more easily accessible to charities and social enterprises. The application deadline has been extended until 20 May 2022.

       

      Collaborate Fund Now Open for Academic Researchers

      Academic researchers can now apply to the Collaborate fund from the Centre for Cultural Value, for the opportunity to work collaboratively with one of 10 exciting cultural sector research projects. Expressions of Interest for academics are open until 26 January 2022.

       

      UK Remains Most Attractive Country for Young People Across G20

      The British Council has shared the results of its latest global perceptions survey, which offers insight into how young people’s views of the attractiveness and trustworthiness of G20 countries have shifted over time. The data shows that the UK has retained its position as the most attractive country for young people across the G20.

       

      A Global Agenda from the PEC's International Council

      The British Council and the Creative PEC (Policy & Evidence Centre) have launched A Global Agenda for the Cultural and Creative Industries, which is the PEC’s contribution to the United Nations 2021 International Year of Creative Economy for Sustainable Development. It sets out 11 key actions for international creative industries and governments worldwide to support the growth of creative industries and help them to tackle some of the biggest challenges of the 21st century.

       

      Treasure & Portable Antiquities Scheme Reports

      Arts Minister Lord Parkinson of Whitley Bay has launched the Treasure Annual Report for 2019 and the Portable Antiquities Scheme (PAS) Annual Report for 2020. These show that 49,045 archaeological finds were recorded throughout the first year of the pandemic.

      Linking in with these reports, The British Museum has announced that the 1 millionth record has now been logged on the PAS database, which was a copper-alloy medieval harness pendant found in Binbook, Lincolnshire (NLM-B7AFF3). 

       

      Culture in Crisis: Collaborate for Climate

      A recording is now available to watch online from the Collaborate for Climate webinar from the V&A Culture in Crisis Portal. This online event, recorded in December 2021, explored the value of collaboration in combatting the climate crisis, asking; how can cultural heritage play its part?

       

      British Academy Awards President's Medal to Prof. David Olusoga

      The British Academy has awarded its most prestigious prize, the President’s Medal in 2021 to the broadcaster and historian Professor David Olusoga, in recognition of his outstanding contribution to the humanities and social sciences.

       

      Prof. Anna Whitelock Appointed Dean of the School of Arts & Social Sciences at City University

      Professor Anna Whitelock (a former trustee of the Heritage Alliance) has been appointed Dean of the School of Arts & Social Sciences at City University. Professor Whitelock, a historian, author and broadcaster, will take up her post on 1 January 2022.  She is currently Professor of History at City and an international expert and media commentator on monarchy, public history and heritage, and the Tudors and Stuarts.

      René Olivieri Appointed as Chair of the National Trust 

      The National Trust [Alliance member] has announced that René Olivieri has been appointed as its new Chair. 

      René Olivieri, who recently served as interim Chair at The National Lottery Heritage Fund will take up the post of Chair at the Trust in February 2022.

       

      Sir Philip Rutnam KCB Appointed as the New NCT Chair

      The National Churches Trust [Alliance member] has announced that Sir Philip Rutnam KCB has been appointed as its new  Chair. Sir Philip will take up the role from September 2022 for a period of five years.

       

      Transforming Places Through Heritage – Year 2 Report

      The Architectural Heritage Fund [Alliance member] has published the report from year 2 of its DCMS-supported Transforming Places Through Heritage programme.

      The report includes insights into the performance to date, with a look at success factors and the grants awarded so far through the programme.

       

      2021 Top 10 Endangered Buildings

      The Victorian Society [Alliance member] has revealed its Top Ten Endangered Building List for 2021. The list sets out which Victorian and Edwardian buildings are most neglected, at risk and in Danger of Demolition.

       

      Heritage, Disaster Response & Resilience

      UNESCO UK [Alliance member] has published a new report: Heritage, Disaster Response and Resilience. This forms part of its Heritage and Our Sustainable Future series of brief reports, honing in on key themes within the cultural heritage for sustainable development sphere.

       

      30,000+ National Trust Trees Hit by Ash Dieback

      The Guardian has published an article outlining concerns from the National Trust [Alliance member], which has warned of ‘catastrophic’ increase in tree and plant disease because of climate breakdown.

       

      CIFA launches Professional archaeology: a guide for clients

      CIFA has launched the 2021 Guide for Clients. This guide is aimed at anyone who needs to meet the requirements of legislation or policy that relate to archaeology. It explains what you need to do and why you need a professional archaeologist to help you through the process. Following this guide will increase your chances of reaping benefits from your archaeological work and avoiding some of the possible hazards of working in the historic environment.

       

      Degrees Receive Accreditation from CIfA & UAUK

      CIfA and UAUK [Alliance members] have announced that degrees from the Universities of Bristol, Cambridge and Christ Church Canterbury have received accreditation. A full list of the accredited programmes can be found here.

       

      Archaeological Achievement Award Winners

      The winners of the Archaeological Achievement Awards for 2021 have now been announced.

      Historic Homes to Visit for a Taste of Christmas Past

      Historic homes cared for by the members of Historic Houses and the National Trust [Alliance members] are among those featured in a recent article from The Guardian on "well-decked halls" to visit at this time of year.

       

      Encouraging a Turn to Traditional Cheeses

      A further article from The Guardian shares recommendations from English Heritage [Alliance member] to opt for "traditional cheeses with historical flavour" as way to combat the potential shortages of imported cheeses in supermarkets over the festive period.

      Integrating Abstraction & Impounding Regulations with Environmental Permitting Regulations

      DEFRA is seeking views on its planned move to integrate regulations governing abstraction and impounding licensing into the broader Environmental Permitting (England and Wales) Regulations regime.       Whole Industry Strategic Plan for Rail

      All those with an interest in the long-term future of the railway are invited by The Department for Transport to contribute views to a Call for Evidence that will inform the Whole Industry Strategic Plan⁠—a document laying out objectives for the next 30 years of the rail industry.

      Human Rights Act Reform

      The Ministry of Justice seeks views on the Government’s proposal to revise the Human Rights Act 1998 and replace it with a Bill of Rights. Amendments seek to facilitate dialogue with the European Court of Human Rights in Strasbourg (while "guaranteeing Parliament its proper role"); strengthen the role of the UK Supreme court; provide "a sharper focus" on protecting fundamental rights whilst preventing the incremental expansion of rights "without proper democratic oversight"; and emphasise the role of responsibilities within the human rights framework.

      Reforming Financial Promotion Exemptions for “Business Angels”

      HM Treasury is seeking views on the Government's planned reforms to financial promotion exemptions for high net worth individuals and sophisticated investors. This financial promotion restriction was intended to help small and medium sized enterprises raise finance from these individuals without the cost of complying with the financial promotions regime. Instances of misuses and changes to the economic landscape since the first introduction of these exemptions in 2001 has prompted the need to reform the conditions of exemption.

      Tackling Illegal Deforestation in UK Supply Chains

      November 2020 saw the introduction of due diligence provisions into the Environment Act to prevent large businesses in the UK from including ‘forest risk’ commodities (the products of illegal deforestation) in their supply chain. DEFRA is currently seeking views on the implementation of these due diligence provisions.

      The Translation of Landscape: Brown to Repton to Olmsted, Kirkharle, London & the New World by John Phibbs

      They say that poetry is lost in translation. It might be fairer to say that it is transmogrified. It can become something magically different. That is true of landscapes too, and the 18th century English landscape style was deracinated and then adopted into all the different cultures of Northern Europe. But what happened in America happened on a different scale.

      This upcoming lecture from John Phibbs will be taking place online event on Tuesday 11 January at 6pm, organised by the London Gardens Trust [Alliance Member].

       

      The Development of the Georgian Seaside Resort, c.1730-1830

      Seaside resorts began to develop in the early eighteenth century.  As sea bathing became more fashionable, so more local people invested in libraries, assembly rooms, baths and other facilities. 

      The larger resorts became centres for social networking – a key influence on their development.  Some of the letters which describe what visitors saw, particularly those by women, highlight human characteristics we see today. 

      This online lecture on 25 January from Sue Berry FSA is being hosted by the Georgian Group [Alliance member].

      Heritage Interpretation Online

      This virtual course from the Association For Heritage Interpretation (AHI) [Alliance member] will take place over 6-weeks and will be run online through a series of virtual lectures, ‘at home’ activities, and a participatory discussion forum. Aimed at professionals with responsibility for planning, delivering or managing learning programmes or interpretation across the heritage sector. The course director is Sarah Oswald, who is a creative coach with over 20 years’ experience in heritage interpretation.

      As Lead Local Community Officer you will have your own portfolio of churches. As a practitioner-manager you will be a people orientated individual and have significant experience managing a team of staff and working with volunteers. You’ll also have experience in community fundraising and generating income. You’ll be supported by a team specialists, so you do not need a background in historic building conservation or churches.

      Having direct management and stewardship of the iconic Stonehenge site and oversight of a cluster of smaller free-to-enter English Heritage sites in the locality, you will inspire the team of employees and volunteers to deliver the very highest standard of experience and customer service for visitors. You will develop strategies for the property that create a sustainable future whilst achieving agreed budgets and commercial targets.

       Interpretation Officer - Ffestiniog & Welsh Highland Railway
