The header image for this week’s Heritage Update is the painting Frozen Shore by the artist Catherine Knight, from an upcoming exhibition at Petersfield Museum and Art Gallery [Alliance member]. This will be the first solo exhibition of paintings by Catherine Knight based on her trip to Oslo and Åsgårdstrand, Norway, in February last year to visit the landscape that inspired Norwegian artist Edvard Munch. The exhibition will open to visitors on 7 March.

      Updates from The Heritage Alliance

       

      Grant Announcement!

       

      We are thrilled to announce that The Heritage Alliance is among the 35 organisations that have been awarded a grant through the Heritage Innovation Fund by the National Lottery Heritage Fund [Alliance member]!

      Through our new Innovation project, we aim to improve how the heritage sector is able to access information, to benefit the long-term resilience of heritage organisations.

      We will work specifically with sector support bodies within our membership and in the North East of England to identify how they currently access information and understand their specific needs. We will consult experts and learn from other sectors’ ways of working to improve our own. We will also explore how digital technology could support and facilitate accessible initiatives for the sector and test new ideas with the sector. This work also aligns with our commitment to the Heritage Sector Resilience Plan.

      We’ll be able to announce further details soon.

         

        We’re Seeking a Communications Manager!

         

        We are in the process of recruiting for a Communications Manager to join The Heritage Alliance team. The post holder will report to the Head of Policy and will have responsibilities across the policy and communications team.

        We will be advertising for this vacancy shortly, and will be uploading full Job Description at this link on our website very soon.

          Policy Updates

          • Last Monday, our Chief Executive Lizzie and our Head of Policy and Communications, Polly met with Joanna Averley, the Chief Planner at the Department for Levelling-Up, Housing and Communities (DLUHC) – where we discussed the Levelling Up & Regeneration Bill and the NPPF (National Planning Policy Framework) consultation.
          • We have now produced a summary on the NPPF consultation – read it here. We are also working with Alliance members in our Spatial Planning Advocacy Group (SPAG) to formulate a response. All responses are due in by 2 March 2023.
          • The Marine Management Organisation has also launched a consultation - on a draft byelaw to restrict damaging fishing activity in 13 Marine Protected Areas to protect marine ecosystems. We are exploring the Heritage angles on this and encouraging Alliance members to send us their views.
          • HM Treasury is calling for representations for the Spring Budget 2023 - Call for representations, with a deadline of 1 February 2023. We will be producing a representation on behalf of the heritage sector, and are in the process of updating Backing the Bedrock – our fiscal and funding Manifesto (read our latest version here) – to set out our key asks in light of the impacts of the Cost of Living crisis and rising costs on England’s heritage.

          Welcome to our New Alliance Members!

          We are thrilled to announce that the Natural History Society of Northumbria (NHSN) has joined as the newest member of The Heritage Alliance.

          NHSN is a community for those who study nature and enjoy wildlife in Northumberland, Durham and Tyne & Wear. Founded in 1829, they work to inspire wonder in the natural world, from the Tees to the Tweed. NHSN is based in the 'Hancock Museum'. Today, they are one of the oldest and most active natural history societies in the country.

          We support our members with a series of insight sessions and events throughout the year. We recently held a HR Clinic led by Bates Wells [Alliance Legal Partner] and upcoming will be a Meet & Greet Roundtable with our Development & Membership Team (Delphine and Claire) on 9 February (12-1pm), which will support our members to network and make connections with other organisations working in their area of heritage.

          The Rebuilding Heritage group workshops, taking place between February and April, are a great opportunity to get multiple viewpoints, fresh perspectives and constructive feedback on your organisation’s current challenges.

          Guided by an expert consultant, each group will meet three times. Participants will build rapport and cohesion as they learn from other organisation leaders, benefitting from the pool of collective knowledge and sector experience, as well as enjoying a fantastic networking opportunity.

For Part 2, on the afternoon of 2nd March, we are inviting you to join us in-person at The Charterhouse in London, where we will hear from sector leaders including the Heritage Minister Lord Parkinson of Whitley Bay and René Olivieri, Chair of the National Trust.

            DCMS & Culture

             

            Coronation Weekend Plans Announced

            Plans for the weekend of celebrations which will celebrate the Coronation of His Majesty The King and Her Majesty The Queen Consort have now been announced.

            The Coronation will take place on the morning of Saturday 6th May at Westminster Abbey in London. Celebrations will include the Coronation Big Lunch and a special Coronation Concert (held at Windsor Castle) on 7th May and The Big Help Out (a day of volunteering activity, organised by The Together Coalition and partners – including The Scouts [Alliance member]) on 8th May.

            DCMS Questions

            This morning, DCMS questions were held in the House of Commons. Questions to the Secretary of State for DCMS Michelle Donelan included those on broadband speeds in urban areas, the accessibility of cultural attractions and on the sustainable maintenance of churches and cathedrals.

            Export Bar Placed on Ancient Egyptian Sculpture

            A temporary export bar has been placed on an ancient Egyptian sculpture to allow time for a UK institution to acquire the work. Dating to circa 2400 BC to 2300 BC, the sculpture depicts the priest Mehernefer of the vulture goddess Nekhbet seated next to his standing son. The sculpture was one of the first antiquities from the country to be brought to the UK after it was acquired by Sir James Porter while he was ambassador to Constantinople in 1746–62, and previously formed part of King George III’s collection.

            Levelling Up Round 2 – Successful Projects Announced

            A total of 111 areas have been awarded a share of £2.1 billion from Round 2 of the Levelling Up Fund, including £429 million which will be invested in restoring and developing local heritage and culture.

            This interactive map shows the spread of all funding allocated through the £4.8 billion Levelling Up Fund so far, to local authorities across the UK.

             

            Levelling Up & Regeneration Bill - Second Reading

            The Levelling Up and Regeneration Bill has now passed Second Reading in the House of Lords. During Second Reading of the Bill on 17 January a wide-ranging discussion took place, the transcript from which can be found here. A number of Lords made supportive statements for heritage, including Lord Chartres who spoke about the “immense potential of heritage” and the importance of heritage-led regeneration (see Column 1715 to Column 1716).

            Committee stage (line by line examination of the Bill) is scheduled to begin on 20 February.

             

            Proposed Reforms to National Planning Policy

            A reminder that the Department for Levelling Up, Housing & Communities (DLUHC) has launched a consultation seeking views on the Government’s proposed approach to updating to the National Planning Policy Framework, (NPPF). This has been published alongside draft revised NPPF text, and the deadline for responses is 2 March.

            While the heritage chapter is unchanged, we are still working our way through the consultation to understand the full impact for our members and the heritage sector more generally. There are other changes which could impact the sector; for the full information please see our summary.

             

            Windrush Day Grant Scheme 2023 – Applications Open

            Applications for the Windrush Day Grant Scheme 2023 are now open. The Windrush Day Grant Scheme provides funding to communities looking to commemorate, celebrate and educate about the Windrush Generation and their contribution. Applications will close on 22 February.

            Environment

             

            Sustainable Farm Incentive & ELMs

            This afternoon, DEFRA (the Department for Environment, Food & Rural Affairs) and the Rural Payments Agency have published details on how the Sustainable Farming Incentive (SFI) will be rolled out, as well as information on the future roll out of Countryside Stewardship Plus from 2024.

            The SFI forms a key part of the Government’s Environmental Land Management Schemes (ELMS) and among the aims is to make food production more sustainable, delivering more action to safeguard the natural environmental and biodiversity.

            The full policy paper is now up here. We will be fully digesting what these new schemes mean for the sector and publish a summary on our website next week. From an initial review, we are pleased to see that the importance of heritage to the natural environment has been acknowledged by Defra; heritage has its own Chapter and many of the actions for new schemes look to carry on what was previously offered under CAP (Common Agricultural Policy). Congratulations to the work of sector colleagues to ensure that heritage is so well represented in this document.

             

            Capital Grants Available for Countryside Stewardship

            The Government has published guidance on its Woodland Management Plan grants 2023: Countryside Stewardship, which opened for applications on 5 January. Eligible land managers can apply for a capital grant as part of the scheme to a one-off payment to create a 10-year woodland management plan.

            Parliamentary & Other Government News

             
            • The Lords Comms and Digital Committee has published its report into the future of the creative industries, setting out how to ensure the sector can thrive in the face of increasing risks. The Committee particularly calls into question the “rationale” for not allocating funding to continue the Creative Industries Clusters Programme.

            • After burying a further historic railway bridge in tonnes of concrete – this time Congham bridge in Norfolk - National Highways faces a third intervention by a local authority over infilling.

            Historical Centre of Odessa Added to World Heritage List

            UNESCO has designated the Historic Center of the Port City of Odessa as a World Heritage Site, regarding it as “a unique example of a city” in Ukraine that combines “different cultural traditions and a harmonic architectural polyphony.” Concerns for the city’s heritage prompted UNESCO to fast-track its application, and immediately after its inscription to the World Heritage List the site has been classified as “in danger”.

            This protection is very welcome news, particularly following the letter of support published in the Times from a number of heritage organisations back in March 2022.

             

            UNESCO Training European Nations to Safeguard Ukrainian Art

            It was reported last week that UNESCO has partnered with Poland’s Culture Ministry to train law enforcement in countries bordering the west of Ukraine in how to identify and recover art stolen from Ukraine by Russia. Authorities in Poland, Hungary, Slovakia, Romania, and Moldova, as well as representatives from Ukraine, are undergoing three days of workshops in the Polish capital of Warsaw this week, per the Associated Press.

            It is now estimated that over 230 cultural sites across Ukraine have been damaged or destroyed, and more than 15,000 pieces of Ukrainian fine art and artifacts have been stolen.

             

            Museum & Heritage Professionals to Join Strike Action

            It has been reported that staff at national museums and heritage organisations will be among the 100,000 civil servants taking part in planned strikes on 1 February.

            Public and Commercial Services Union (PCS) members in 125 government departments (which include museums and heritage organisations such as Historic England, the National Lottery Heritage Fund, National Museums Scotland and the British Museum) across the UK have voted to strike over pay, job security and pensions after reaching the necessary 50% voting threshold.

             

            Heritage Risk Barometer - Staff Retention Insights

            Ecclesiastical Insurance [Alliance Corporate Partner] has unpacked further evidence from their recent Heritage Risk Barometer research, reporting that one in five heritage organisations are currently struggling to retain staff, following their survey of 500 decision makers working for heritage organisations in the UK.

            Of those heritage organisations that are struggling to recruit, high salary demands are believed to be the top reason for staffing challenges. Organisations said they are having to work harder to retain staff and volunteers with rising inflation and the soaring cost of living.

             

            UK Museums to Collaborate on The Wild Escape

            Art Fund have launched The Wild Escape – a project aiming to inspire hundreds of thousands of primary school children to visit museums and respond creatively to the threat to the UK’s natural environment.

            Supported by Arts Council England, the project will bring together 500 museums across the country in partnership with the World Wildlife Fund, the Royal Society for the Protection of Birds, with Alliance members the National Trust and English Heritage, and many leading artists and environmentalists.

             

            Marsh Awards – Open to Applications

            The Institute of Conservation (Icon) has announced that applications for the Marsh Awards for the Conservation and Restoration of Objects and Collections are now open (with a closing date of 31 January). Icon will award 3 Marsh Awards for: Heritage Conservation in Action, Early Career Conservators and Research in Conservation. This Award recognises the achievements of conservators and heritage scientists working to enhance public engagement with historic objects and collections.

             

            Museum + Heritage Awards – Closing Soon

            Applications to this year’s Museum + Heritage Awards will close on 1 February. There are 17 categories this year (including 3 that are free to enter) ranging from Sustainable Project of the Year, through Community Engagement Programme, Best use of Digital to Restoration and Conservation Project of the Year.             Database of Ancient Human Remains Completed

            Honouring the Ancient Dead – an organisation founded in 2004 to advocate for the respectful treatment of the bodies of the UK’s ancient dead and their related funereal artefacts - has completed the first major edition of its Your Local Museum database. The database brings together records of ancient human remains held in more than 300 museums and is open for anyone to use.

             

            7 Most Endangered Programme 2023

            11 European heritage sites have been shortlisted for the 7 Most Endangered Programme 2023, which is now in its 10th year. Europa Nostra and the European Investment Bank Institute have set out information about these exceptional but endangered heritage sites and the reasons why they were shortlisted here. The final list of their most at risk heritage sites in Europe for 2023 will be unveiled in April.

             

            Culture in Crisis Conversations

            The V&A’s Culture in Crisis Programme in partnership with the International National Trusts Organisation [Alliance member] is returning on Thursday 2 February with the latest online series of Culture in Crisis Conversations. ‘Heritage Now: Relevance and Community’ will draw from and develop key themes explored during the 2022 international conference of the same name.             Women in Trade Associations Powerlist

            This International Women’s Day (on 8 March 2023), the Trade Association Forum and partners will be launching the inaugural Women in Trade Associations Powerlist. The list will celebrate the best female business and sector champions in the UK, who work for or in a UK trade association (defined as a UK membership organisation  representing UK businesses). Nominations are now open, and will close on 6 February.

            New Organisation will Tackle Bullying in Creative Industries

            A new organisation, Creative Industries Independent Standards Authority (CIISA) is being formed to prevent and tackle bullying and harassment in the theatre sector and across the wider creative industries. The purpose of CIISA is to uphold and improve standards of behaviour across the creative industries by providing services, insight, research, policy, influence and advocacy.

            Wren 300

            World Monuments Fund [Alliance member] and the Square Mile Churches have announced a new series of three public talks exploring different aspects of Sir Christopher Wren’s enduring legacy on our built heritage as part of Wren 300, a year-long celebration marking three hundred years since the architect’s death.

            These talks will form part of a much larger programme of activities taking place in 2023, including tours, exhibitions, workshops, competitions, church services, concerns and children’s events.

             

            Exploring Community Ownership of Churches - ‘Bridging the Gap’

            A report from ‘Bridging the Gap’ – a pilot research project exploring the barriers surrounding sustainable community ownership of church buildings – has now been published. Project partners (including Alliance members The Churches Conservation Trust and Heritage Trust Network) worked with community groups in rural areas in southern Scotland and northern England, examining the barriers groups are facing and how they can be overcome.

             

            Heritage Trust Network - Opportunities

            Heritage Trust Network [Alliance member] is entering an exciting new phase of its organisational development and they are looking to engage a number of consultants and freelance associates to help them plan for the future, and implement new initiatives.

             

            Everywhere & Nowhere – New Film Exploring Disability in the Past

            The National Trust [Alliance member] and the University of Leicester have launched a pioneering film to explore fascinating stories of disability from the Trust’s sites and collections for the first time.

            Everywhere and Nowhere shines a light on ten stories of disability from collections and sites in the National Trust’s care; examining the lives of familiar figures such as Henry VIII, and lesser-known individuals like Irish MP Nicholas Ward, and questioning why disabled stories are often hidden or overlooked.

             

            First European Heritage Youth Residency

            Europa Nostra and La Paranza Cooperative, winner of an European Heritage Award / Europa Nostra Award, have announced the first of their European Heritage Youth Residencies, taking place over 13-18 March 2023 in Naples, Italy. Around 15 young heritage stakeholders (18-35-year-olds) will be selected to come together to discuss the role of the heritage community in the urban regeneration process. Applications can be submitted up until 12 February.

            On The Road: Experiences & Challenges from The Greek Territory

            YCCC’s (York Consortium for Craft and Conservation [Alliance member]) February Second Tuesday Talk welcomes Boulouki, an interdisciplinary research collaborative focussing on traditional building techniques and materials. Their talk spotlights diverse projects on heritage restoration and training implemented by the team in mountainous and insular communities of Greece while highlighting specific challenges, such as the integration of traditional building techniques into sustainable contemporary architectural practices, use of local materials, vocational training opportunities on heritage building skills and community engagement.

            Heritage Action Day – Heritage Trust Network

            Heritage Action Day is exclusively for young people, aged 10-20, in England. Young people will have the opportunity to co-design their own social action to ensure their voices are heard. There will be visits to historic buildings, an opportunity to meet other young people and exciting activities. The event is open to anyone with an interest in heritage, history or making a difference. Please share with young people you know!

            VocalEyes’ Digital Volunteering Forum

This event seeks to empower organisations to explore a range of aspects of digital volunteering, how make it inclusive and accessible, and question the future of volunteer engagement in their sector.

            The Tourism Alliance’s Tourism Insights Conference & Parliamentary Reception

            Heritage Loss & Climate Change Damage

            The University of East Anglia (UEA) alongside MOLA [Alliance member] are organising a one-day conference, which will explore how to measure the human cost of loss and damage to coastal heritage from climate change related sea-level rise and coastal erosion. The event will also explore how to better align humanities-social science heritage scholarship with science-based climate change scholarship so that heritage can be better integrated into climate change policy assessments.

            CIfA2023 Sustainable Futures Conference

            CIfA2023 Sustainable Futures – standards, skills and the profession will be hosted live in Nottingham and streamed online for registrants. CIfA2023 will incorporate keynote addresses, wide-ranging sessions and training workshops in a live and virtual forum. The conference will discuss current professional issues, showcase new developments, and present research in archaeology and the wider heritage sector.

            Archaeology Planning Services Manager – Suffolk Country Council

            Suffolk County Council’s Natural and Historic Environment Team is seeking a motivated and passionate Archaeology Planning Services Manager working from Bury St Edmunds.

            You will: lead a team of archaeology professionals in delivering a busy and varied caseload of planning advice, mitigation and curatorial oversight, working with local planning authorities, contractors and developers to protect the county’s historic environment.

This encompasses administration activities across the full employee lifecycle including recruitment, starter, change and leaver processes.

            Senior Engagement Manager – Heritage Fund

            The National Lottery Heritage Fund [Alliance member] is seeking a Senior Engagement Manager to manage and deliver their engagement and inclusion activities to inspire, stimulate and support a flow of good quality applications and associated enquires. The postholder will primarily be supporting organisations in the West Midlands and work within Walsall, the Fund’s Area of Focus, so will need to be able to sustain travel regularly to these areas.

            The Engagement Officer provides a critical role in delivering Landmark’s outreach and public benefit as a charity. They manage Landmark’s flagship core engagement programmes, notably public open days and the 50 For Free and Futures schemes.             Cook/Kitchen Assistant – Chawton House

            The Old Kitchen Tearoom is a vital part of Chawton House [Alliance member], and they welcome visitors throughout the year for teas, coffees, cakes and light lunches, as well as offering catering for special events. They are looking for someone with kitchen experience to join their busy Tearoom environment. Duties to include: food preparation, cleaning, some customer service, stock control and managing deliveries.

            Church Buildings & Pastoral Administrator – Diocese of Ely

            The Diocese of Ely is seeking a Church Buildings and Pastoral Administrator to assist with the work of the Church Buildings and Pastoral Department in  the inspection, repair and development of 330 churches, 83% of which are listed Grade I or II*.

            This role is both administrative and outward-facing, supporting the volunteers who directly manage church buildings, as well as working alongside the acknowledged experts who support the department's work.
