Updates from The Heritage AllianceGrant Announcement!We are thrilled to announce that The Heritage Alliance is among the 35 organisations that have been awarded a grant through the Heritage Innovation Fund by the National Lottery Heritage Fund [Alliance member]! Through our new Innovation project, we aim to improve how the heritage sector is able to access information, to benefit the long-term resilience of heritage organisations. We will work specifically with sector support bodies within our membership and in the North East of England to identify how they currently access information and understand their specific needs. We will consult experts and learn from other sectors’ ways of working to improve our own. We will also explore how digital technology could support and facilitate accessible initiatives for the sector and test new ideas with the sector. This work also aligns with our commitment to the Heritage Sector Resilience Plan. We’ll be able to announce further details soon. We’re Seeking a Communications Manager!We are in the process of recruiting for a Communications Manager to join The Heritage Alliance team. The post holder will report to the Head of Policy and will have responsibilities across the policy and communications team. Welcome to our New Alliance Members!We are thrilled to announce that the Natural History Society of Northumbria (NHSN) has joined as the newest member of The Heritage Alliance. NHSN is a community for those who study nature and enjoy wildlife in Northumberland, Durham and Tyne & Wear. Founded in 1829, they work to inspire wonder in the natural world, from the Tees to the Tweed. NHSN is based in the 'Hancock Museum'. Today, they are one of the oldest and most active natural history societies in the country. DCMS & CultureCoronation Weekend Plans AnnouncedPlans for the weekend of celebrations which will celebrate the Coronation of His Majesty The King and Her Majesty The Queen Consort have now been announced. The Coronation will take place on the morning of Saturday 6th May at Westminster Abbey in London. Celebrations will include the Coronation Big Lunch and a special Coronation Concert (held at Windsor Castle) on 7th May and The Big Help Out (a day of volunteering activity, organised by The Together Coalition and partners – including The Scouts [Alliance member]) on 8th May. A more detailed plan of the activities can be found on royal.uk. DCMS QuestionsThis morning, DCMS questions were held in the House of Commons. Questions to the Secretary of State for DCMS Michelle Donelan included those on broadband speeds in urban areas, the accessibility of cultural attractions and on the sustainable maintenance of churches and cathedrals. Export Bar Placed on Ancient Egyptian SculptureA temporary export bar has been placed on an ancient Egyptian sculpture to allow time for a UK institution to acquire the work. Dating to circa 2400 BC to 2300 BC, the sculpture depicts the priest Mehernefer of the vulture goddess Nekhbet seated next to his standing son. The sculpture was one of the first antiquities from the country to be brought to the UK after it was acquired by Sir James Porter while he was ambassador to Constantinople in 1746–62, and previously formed part of King George III’s collection. PlanningLevelling Up Round 2 – Successful Projects AnnouncedA total of 111 areas have been awarded a share of £2.1 billion from Round 2 of the Levelling Up Fund, including £429 million which will be invested in restoring and developing local heritage and culture. This interactive map shows the spread of all funding allocated through the £4.8 billion Levelling Up Fund so far, to local authorities across the UK. Levelling Up & Regeneration Bill - Second ReadingThe Levelling Up and Regeneration Bill has now passed Second Reading in the House of Lords. During Second Reading of the Bill on 17 January a wide-ranging discussion took place, the transcript from which can be found here. A number of Lords made supportive statements for heritage, including Lord Chartres who spoke about the “immense potential of heritage” and the importance of heritage-led regeneration (see Column 1715 to Column 1716). Committee stage (line by line examination of the Bill) is scheduled to begin on 20 February. Proposed Reforms to National Planning PolicyA reminder that the Department for Levelling Up, Housing & Communities (DLUHC) has launched a consultation seeking views on the Government’s proposed approach to updating to the National Planning Policy Framework, (NPPF). This has been published alongside draft revised NPPF text, and the deadline for responses is 2 March. While the heritage chapter is unchanged, we are still working our way through the consultation to understand the full impact for our members and the heritage sector more generally. There are other changes which could impact the sector; for the full information please see our summary. Windrush Day Grant Scheme 2023 – Applications OpenApplications for the Windrush Day Grant Scheme 2023 are now open. The Windrush Day Grant Scheme provides funding to communities looking to commemorate, celebrate and educate about the Windrush Generation and their contribution. Applications will close on 22 February. EnvironmentSustainable Farm Incentive & ELMsThis afternoon, DEFRA (the Department for Environment, Food & Rural Affairs) and the Rural Payments Agency have published details on how the Sustainable Farming Incentive (SFI) will be rolled out, as well as information on the future roll out of Countryside Stewardship Plus from 2024. The SFI forms a key part of the Government’s Environmental Land Management Schemes (ELMS) and among the aims is to make food production more sustainable, delivering more action to safeguard the natural environmental and biodiversity. The full policy paper is now up here. We will be fully digesting what these new schemes mean for the sector and publish a summary on our website next week. From an initial review, we are pleased to see that the importance of heritage to the natural environment has been acknowledged by Defra; heritage has its own Chapter and many of the actions for new schemes look to carry on what was previously offered under CAP (Common Agricultural Policy). Congratulations to the work of sector colleagues to ensure that heritage is so well represented in this document. Capital Grants Available for Countryside StewardshipThe Government has published guidance on its Woodland Management Plan grants 2023: Countryside Stewardship, which opened for applications on 5 January. Eligible land managers can apply for a capital grant as part of the scheme to a one-off payment to create a 10-year woodland management plan. Parliamentary & Other Government News

Historical Centre of Odessa Added to World Heritage ListUNESCO has designated the Historic Center of the Port City of Odessa as a World Heritage Site, regarding it as “a unique example of a city” in Ukraine that combines “different cultural traditions and a harmonic architectural polyphony.” Concerns for the city’s heritage prompted UNESCO to fast-track its application, and immediately after its inscription to the World Heritage List the site has been classified as “in danger”. This protection is very welcome news, particularly following the letter of support published in the Times from a number of heritage organisations back in March 2022. UNESCO Training European Nations to Safeguard Ukrainian ArtIt was reported last week that UNESCO has partnered with Poland’s Culture Ministry to train law enforcement in countries bordering the west of Ukraine in how to identify and recover art stolen from Ukraine by Russia. Authorities in Poland, Hungary, Slovakia, Romania, and Moldova, as well as representatives from Ukraine, are undergoing three days of workshops in the Polish capital of Warsaw this week, per the Associated Press. It is now estimated that over 230 cultural sites across Ukraine have been damaged or destroyed, and more than 15,000 pieces of Ukrainian fine art and artifacts have been stolen. Museum & Heritage Professionals to Join Strike ActionIt has been reported that staff at national museums and heritage organisations will be among the 100,000 civil servants taking part in planned strikes on 1 February. Public and Commercial Services Union (PCS) members in 125 government departments (which include museums and heritage organisations such as Historic England, the National Lottery Heritage Fund, National Museums Scotland and the British Museum) across the UK have voted to strike over pay, job security and pensions after reaching the necessary 50% voting threshold. Heritage Risk Barometer - Staff Retention InsightsEcclesiastical Insurance [Alliance Corporate Partner] has unpacked further evidence from their recent Heritage Risk Barometer research, reporting that one in five heritage organisations are currently struggling to retain staff, following their survey of 500 decision makers working for heritage organisations in the UK. Of those heritage organisations that are struggling to recruit, high salary demands are believed to be the top reason for staffing challenges. Organisations said they are having to work harder to retain staff and volunteers with rising inflation and the soaring cost of living. UK Museums to Collaborate on The Wild EscapeArt Fund have launched The Wild Escape – a project aiming to inspire hundreds of thousands of primary school children to visit museums and respond creatively to the threat to the UK’s natural environment. Supported by Arts Council England, the project will bring together 500 museums across the country in partnership with the World Wildlife Fund, the Royal Society for the Protection of Birds, with Alliance members the National Trust and English Heritage, and many leading artists and environmentalists. Marsh Awards – Open to ApplicationsThe Institute of Conservation (Icon) has announced that applications for the Marsh Awards for the Conservation and Restoration of Objects and Collections are now open (with a closing date of 31 January). Icon will award 3 Marsh Awards for: Heritage Conservation in Action, Early Career Conservators and Research in Conservation. This Award recognises the achievements of conservators and heritage scientists working to enhance public engagement with historic objects and collections. Museum + Heritage Awards – Closing SoonApplications to this year’s Museum + Heritage Awards will close on 1 February. There are 17 categories this year (including 3 that are free to enter) ranging from Sustainable Project of the Year, through Community Engagement Programme, Best use of Digital to Restoration and Conservation Project of the Year. Database of Ancient Human Remains CompletedHonouring the Ancient Dead – an organisation founded in 2004 to advocate for the respectful treatment of the bodies of the UK’s ancient dead and their related funereal artefacts - has completed the first major edition of its Your Local Museum database. The database brings together records of ancient human remains held in more than 300 museums and is open for anyone to use. 7 Most Endangered Programme 202311 European heritage sites have been shortlisted for the 7 Most Endangered Programme 2023, which is now in its 10th year. Europa Nostra and the European Investment Bank Institute have set out information about these exceptional but endangered heritage sites and the reasons why they were shortlisted here. The final list of their most at risk heritage sites in Europe for 2023 will be unveiled in April. Culture in Crisis ConversationsThe V&A’s Culture in Crisis Programme in partnership with the International National Trusts Organisation [Alliance member] is returning on Thursday 2 February with the latest online series of Culture in Crisis Conversations. ‘Heritage Now: Relevance and Community’ will draw from and develop key themes explored during the 2022 international conference of the same name. Women in Trade Associations PowerlistThis International Women’s Day (on 8 March 2023), the Trade Association Forum and partners will be launching the inaugural Women in Trade Associations Powerlist. The list will celebrate the best female business and sector champions in the UK, who work for or in a UK trade association (defined as a UK membership organisation representing UK businesses). New Organisation will Tackle Bullying in Creative IndustriesA new organisation, Creative Industries Independent Standards Authority (CIISA) is being formed to prevent and tackle bullying and harassment in the theatre sector and across the wider creative industries. The purpose of CIISA is to uphold and improve standards of behaviour across the creative industries by providing services, insight, research, policy, influence and advocacy.
