Applications for the Grant Resubmission Support are Open! The Grant Resubmission Support provides critical funding to faculty to strengthen previously reviewed but unfunded external grant proposals for resubmission. Upcoming Holiday Closures The Chapman University Office of Research & Graduate Education will be closed on Friday, June 19th in observance of the Juneteenth holiday, and on Friday, July 3rd through Monday, July 6th in observance of Independence Day. Please note that proposals with sponsor deadlines during this time will require additional lead time. Consult the list below or our Proposal Preparation Timeline for final dates to submit the full draft of your application to Sponsored Projects Services (SPS) for review. Office of Research Forms Now Available via Kuali Several Office of Research forms have transitioned from PDF or Formstack to Kuali Build, improving transparency and simplifying review and routing. When submitting or routing these forms, please watch for email notifications from Kuali Notifications (no-reply@mail.kualihub.com). Hyperlinks in the emails will route to chapman.kualihub.com. Fulbright U.S. Scholar Program 2027-2028 Competition With just over four months until Fulbright U.S. Scholar Program's September 15, 2026 (5:00 pm Eastern (UTC -5:00)) deadline, it's not too late to get started on your application! Did you know Fulbright offers two-week seminars for international education administrators? Planned and facilitated by Fulbright Commissions in France, Taiwan, Israel, Japan, Germany, South Korea, India, and the West African Research Center in Senegal; International Education Administrator (IEA) Awards are fully funded, two-week seminars for U.S. higher education administrators. Register for the IEA Office Hour on June 12th at 3:00 PM ET. Recruitment Videos: These short, high‑impact videos highlight the program’s mission, are located under the Liaison Virtual Toolkit, (resources and promotional materials) and showcase the experiences of past Fulbright scholars, and illustrate the connections and academic collaborations that Fulbright makes possible. Dr. Cedric Owens, Associate Professor of Biochemistry in Schmid College received a 2026/27 Fulbright U.S. Scholar award. He will be working with Dr. Yvain Nicolet at the Institute of Structural Biology in Grenoble, France investigating the mechanism of the agriculturally relevant enzyme nitrogenase, which is important for plant growth. The Fulbright U.S. Scholar program supports U.S.-based researchers to carry out research and educational projects abroad and enhance international collaboration. The 2027/28 competition is currently open - see the information above in this newsletter. NIH Reminds Community of Definition of Foreign Component On May 27, 2026, the NIH issued Notice NOT-OD-26-084, responding directly to recent questions about whether NIH has changed its definition of a "foreign component" and whether a foreign co-author on a publication automatically triggers that designation. The notice states that NIH's longstanding definition remains unchanged: a foreign component is the performance of any significant element or segment of a project outside the United States and that, in most instances, co-authorship represents a foreign component. USDA Releases General Terms & Conditions/NIFA Requirements Webinar Recording The USDA has released a recording of the webinar the Department held on April 15, 2026, providing an overview of the USDA General Terms and Conditions and updates to NIFA's agency specific Terms and Conditions. The session also offered guidance on using SciENcv and is designed to help applicants, awardees, and research administrators prepare for these changes.
International Review Board (IRB) Updates After serving as IRB Chair for the past four years, Rebecca T. Foster, Ph.D. is being succeeded by Michael Robinson, Ph.D., effective July 1, 2026. The Office of Research wants to extend our deepest gratitude to Dr. Foster for her years of dedicated leadership, expert guidance, and unwavering commitment to protecting research participants. Her invaluable contributions have profoundly shaped Chapman's research community, and we are equally thrilled to welcome our new IRB Chair Dr. Robinson as he steps into this vital role. Institutional Animal Care and Use Committee (IACUC) Updates Kuali-IACUC is now live! Chapman's IACUC will no longer use Cayuse, hence study protocols with current approval from the IACUC are being migrated from Cayuse to Kuali. All new submissions to the IACUC will need to be via Kuali. Additional training resources will be available soon. For more information, please reach out to the IACUC administrators: iacuc@chapman.edu. Kudos to all laboratory staff for an uneventful inspection of the Vivarium by our IACUC on May 18th! Only minor action items were identified (i.e. labeling of a few laboratory supplies needed correction, expired items needed to be either discarded or labeled as "not for use in live animals").
Compliance Tip - International Collaboration - Foreign Engagement International collaborations are an important part of Chapman’s academic mission, but they can raise export control considerations that researchers should keep in mind. These collaborations are not limited to formal research projects—they may also involve knowledge transfer, consulting, or even academic advising. In each case, sharing certain technical information, data, or expertise across borders may be subject to federal regulations. The Office of Research advises faculty and staff to evaluate potential export control implications early and to consult with our team when planning international engagements.
