Making the Most of Summer: Billing Updates for Illinois

 
 
 

As summer begins, June brings a renewed sense of energy and opportunity. While longer days and warmer weather encourage us to spend more time outdoors, summer also provides an opportunity to reflect on the work that keeps our communities healthy and connected to care. In this month's Third-Party Billing Digest, we share updates, resources, and practical billing information to help public health providers navigate evolving requirements, strengthen reimbursement processes, and support sustainable service delivery. Thank you for the work you do every day to ensure Illinois residents have access to essential public health services. The Illinois Department of Healthcare and Family Services (HFS)

Updated State Electronic Visit Verification (EVV) Policy. The EVV policy applies to providers billing for Medicaid, HealthChoice Illinois, and FIDE D-SNP members. Read a high-level overview of the updates here.

Managed Care Provider Resolution Portal. HFS recognizes the importance of providers having an outlet for reporting issues they may be having with an Illinois Medicaid Managed Care Health Plan (MCO).  All providers are required to submit unresolved disputes with an MCO to HFS via the secure, web-based Provider Resolution portal. Issues that are submitted in the portal will be processed under the provider dispute resolution process and applicable timeframes as required by Public Act 101-0209 (SB1321). The goal of the portal is to encourage communication between the MCO and Provider and to ensure fair resolution of disputes in an electronic and secure format​. Molina Healthcare of Illinois

An overpayment may occur due to billing errors, services not medically necessary, or beneficiary eligibility changes (Title 42 CFR 433.304). The process that occurs once the overpayment is identified keeps all parties in compliance. To learn more, click here to review the full provider memo.

Required training for Home and Community Based Services (HCBS). The Centers for Medicare & Medicaid Services (CMS) provides web-based trainings and other materials on a variety of HCBS topics. Training and attestation are mandatory for HCBS home health providers. Molina is conducting live HCBS provider webinars monthly through 2026. Illinois Public Health Association Help.Guide.Thrive. “From Outreach to Reimbursement: Medicare Billing for CHWs.” June 30, 2026, 10:00am-11:00am. This session will provide an overview of current Medicare billing pathways for CHW services, including eligible activities, documentation requirements, workflow considerations, and strategies for program sustainability. Aetna Better Health of Illinois

Aetna Better Health of Illinois will be conducting their annual Provider Satisfaction Survey from May 31 through July 16, 2026. During this time, provider agencies may receive a survey by mail from Press Ganey regarding their experience working with Aetna Better Health of Illinois.

Providers are encouraged to complete the survey, as feedback helps support ongoing quality improvement efforts and strengthens provider partnership and engagement. Click here to get additional details regarding the survey.
