Changes to the TeamThere have been several changes to the Heritage Alliance team this fortnight. Last week, we said goodbye to the fantastic Saffron Ralphs, who joined our team as Policy & Projects Officer on secondment from the Civil Service Fast Stream. We have just welcomed Lava Ali to the team, who is joining us as Advocacy & Communications Officer for six months on a placement through the Government Kickstart Scheme. Lava has a BA and MA in Art History and Museum Curating from the University of Sussex and will be working with our Head of Policy & Communications, Polly, and Advocacy & Communications Officer, Daniella. We have an exciting addition to the Development team too! Claire Plastow has recently joined our team in the new role of Membership, Development & CRM Officer. Claire is working alongside our Head of Development & Membership, Delphine to support our ongoing development work and membership activities. DASH Northern Ireland At the end of March, our Head of Development and Membership, Delphine, was in Northern Ireland with the DASH Team, delivering a series of workshops for heritage organisations there to foster formal and informal learning around digital change based on the findings from the DASH 2021 report. Rebuilding Heritage The full set of resources from the programme’s evaluation stage are now available on the Rebuilding Heritage website, including guidance, podcasts, videos and tools to support organisations across different areas to strengthen their leadership and planning and develop future resilience. Digital Heritage Hub – Launching 28 AprilWe can share the exciting news that the Digital Heritage Hub – a free resource to support small to medium heritage organisations with their most pressing and frequently asked digital questions – will be launching at a special event on 28 April (online, 10am – 12.30pm). The Digital Heritage Hub is managed by Arts Marketing Association (AMA) in partnership with The Heritage Digital Consortium (led by The Heritage Alliance) and The University of Leeds. It has received Department for Digital, Culture, Media and Sport (DCMS) and National Lottery funding, distributed by The Heritage Fund [Alliance Member] as part of their Digital Skills for Heritage initiative. #HeritageChat – Places of WorshipJoin us for the next #HeritageChat on 19 April, 1-2pm, to discuss ‘Places of Worship’ from a heritage perspective. The Historic Environment Forum is pooling the questions which will be used in the chat here - you have until 11 April to add yours! Taking part in #HeritageChat is easy. You simply need to log into Twitter on the date of the chat at 1pm, search #HeritageChat, then answer the questions and engage in conversations with other participants. Just remember to add #HeritageChat in each of your tweets. Following the chat, we will collect all the tweets and share them on our dedicated web page. Welcoming Our New MembersWe are delighted to announce that Friends of the Royal Oak and Museum Tales have joined over 170 other heritage organisations, as members of The Heritage Alliance! Friends of the Royal Oak are a community group based in Cheadle (Staffordshire), who formed in order to investigate the purchase and renovation of a Grade II listed former pub called the Royal Oak – with the aim of transforming it into a community managed asset. Culture Recovery Fund AwardsDCMS has announced the awards in its last tranche of much welcomed Culture Recovery Funding. Congratulations to Alliance member the iconic Piece Hall in Halifax who received £1.35m along with historic cinemas, museums and other heritage societies. We also repeat our congratulations to YHA, who have been awarded a grant of £999,990 to fully reopen their youth hostel network, and Chance Heritage Trust, who received a Community Renewal Fund grant to progress their important regeneration project. We are well aware that organisations continue to struggle due to the impact of the pandemic, so Alliance members please do keep feeding your evidence of current impacts through to us. Ongoing Support for Ukraine & Ukrainian HeritageOn 18 March, The Heritage Alliance accompanied Alliance member SAVE Britain’s Heritage and 10 others in signing ‘The Threat to Ukrainian Heritage - An Open Letter’ to Olga Borisovna Lyubimova, Minister of Culture of the Russian Federation, on the risk of the ongoing war on Ukrainian cultural sites. The Ministry of Culture of the Russian Federation replied on 22 March, stating that the Russian National Committee of the International Council for the Preservation of Monuments and Places of Interest [ICOMOS] has provided the Russian Ministry of Defence with coordinates of indicated Ukrainian UNESCO world heritage sites to keep them secure. A response from the UK heritage sector, which was recently published in The Times, set a clear message, with organisations collectively pressuring the Russian government to end the war. Foreign Secretary Liz Truss announced 14 new sanctions on 31st March on Russian propagandists and state media including television network RT. During Russia’s invasion, at least 53 historical sites have been damaged in Ukraine as confirmed by the UN’s cultural agency. Ukranian authorities are ‘continuing to verify a number of reports’ on other destroyed heritage sites in the country. The Art Newspaper has also reported on the destruction of Mariupol museum which was dedicated to 19th century artist Arkhip Kuindzhi. The loss of art and culture in this ongoing war is distressing to witness and it is important that there is a continuation of support towards the safety of Ukraine. Current support from Alliance members CIfA [Alliance Member] and the European Association of Archaeologists (EAA) are collaborating to enable Ukrainian archaeologists looking accommodation or employment to contact other archaeologists willing to provide this. Icon have created a list of resources to help conserve Ukrainian cultural heritage. This includes a range of initiatives based in Ukraine, the UK and other international locations. COVID-19The Government’s Living with Covid Plan is now in place, accompanied by new guidance:

Sentiment DataData from the latest ONS survey into the social impacts of COVID-19. Stats include that 35% adults now report being ‘very’/ ‘somewhat’ worried about the effect of the pandemic on their lives right now (falling from 66% at the start of the year), and concerns over the cost of living are rising, with now nearly 9 in 10 (87%) people reporting that their cost of living had increased. Top findings from the latest VisitBritain inbound sentiment tracker include that overall travel intentions continue to increase, with over half of respondents definitely planning a trip abroad in the coming 12 months. It is worth noting that this survey was conducted the day before the war in Ukraine commenced, covering the period from 10 – 23 February. The next domestic tracker will be published on 19 April. DCMS & CultureApplications Invited for UNESCO World Heritage ListDCMS is inviting applications for a Tentative List of natural, cultural and mixed sites in the UK for potential nomination for inscription on the UNESCO World Heritage List. Expression of interest forms must be submitted by 6 May and the application form deadline is 15 July 2022. The Tentative List will be presented to UNESCO later this year and from 2024 nominations will be put forward to the World Heritage Committee. Promoting Britain Abroad InquiryOn 29 March, there was a third oral evidence session on Promoting Britain Abroad. The panels examined whether UK tourism is too London-centric and the impact of music, theatre and other creative industries in attracting tourists. Temporary Export BarsDCMS have been advised on the cultural importance of two paintings by the Reviewing Committee, which has led to a temporary export bar being placed on two paintings at risk of leaving the UK: the View of Verona with the Ponte delle Navi by Bernardo Bellotto (1745-1747) and Paul Cézanne’s Ferme Normande, Été (Hattenville) (1882). Both paintings will have the opportunity to be purchased by a UK institution to remain in the country. New Guidance on VolunteeringOn 4 April, new guidance was published to assist organisations and groups with the safe and effective involvement of volunteers. It includes COVID safety measures for volunteers at higher risk as well as guidance and resources to support safeguarding practices. Libraries as a Statutory ServiceDCMS has published guidance for councils to maintain efficient library services throughout England. It outlines the role of DCMS, DHLUC as well as local authorities in ensuring that libraries continue to be spaces of accessibility and engagement to their communities. Tourism & HospitalityUpgraded Bus Routes & Net Zero TargetsThe Department for Transport has announced a new £7 billion funding package, aimed at ‘levelling up’ major local transport schemes outside London. As part of the package, £5.7 billion has been confirmed to fund major upgrades to local tram, cycling, walking and rail networks and there will be cuts of up to 45% on travel fares from next week. Improvements in the pilot area, Cornwall, will begin from 10 April, funded by £23.5 million from the Government. Tram and light rail operators across the Midlands and the North will receive over £37 million of Government support including Manchester, the North East Nexus, the West Midlands, Sheffield and Nottingham. And £198.3 million will fund a new fleet of zero emission (electric and hydrogen powered) buses across England. Protections for Dawlish Coastal Rail RouteThe Rail Minister Wendy Morton has announced that a further £32 million of funding will be allocated for the ongoing project to protect and improve the Dawlish and Holcombe rail route. This latest round of funding follows on from 3 earlier phases of work and takes the total to more than £150 million. Opportunity to Loan Dippy from 2023The Natural History Museum is encouraging venues with a large indoor space to host Dippy the Dinosaur on a free, long term loan from 2023. Applications are welcomed from all other publicly accessible spaces (not only traditional museums), and organisations applying in partnership are also eligible. The deadline for applications is 15 July. EnvironmentLandscape RecoveryThe Government has opened the first round of applications for Landscape Recovery projects. This round will close on 24 May 2022. IPCC Sixth Assessment Report - Mitigation of Climate ChangeThe IPCC (Intergovernmental Panel on Climate Change) has published its Sixth Assessment Report: Climate Change 2022: Mitigation of Climate Change. The report provides an updated global assessment of progress and pledges made on the mitigation of climate change and looks into sources of global emissions. The IPCC has concluded from the findings that despite increasing evidence of climate action, “Without immediate and deep emissions reductions across all sectors, limiting global warming to 1.5°C is beyond reach.” A press release setting out the key findings can be read here. Coastal Erosion Adaptation ProjectsThrough a new £36 million Coastal Transition Accelerator Programme, the Government hopes to support new projects in North Norfolk and East Riding of Yorkshire to trial innovative ways of adapting to coastal erosion with communities. This forms part of the Government’s £200 million flood and coast innovation programme. Statistical Digest of Rural EnglandDEFRA has published the latest Statistical Digest of Rural England (from March 2022), which includes information on the rural economy, housing completions, skills and apprenticeships, crime and health and wellbeing. PlanningDCMS Guidance on the Repair & Upkeep of Historic BuildingsOn 28 March, The Government published new statutory guidance on the power local authorities have with regards to the Planning (Listed Buildings and Conservation Areas) Act 1990 for historic buildings at risk. Local authorities and (in exceptional cases) the Secretary of State can exercise powers to carry out urgent works that will go towards repairing and preserving specific designated heritage assets at risk (under s.47, 54 and 55), or undesignated heritage assets in conservation areas (under s.76). Levelling Up Fund: monitoring & evaluation strategyThe Department for Levelling Up, Housing and Communities (DLUHC) has set out its approach for monitoring and evaluating the Levelling Up Fund in a new guidance document, published on 31 March. A reminder that the prospectus for Round 2 of the Fund is now available here. Supporting Our High Streets After COVID-19The Government has published a response to the Levelling Up, Housing and Communities Select Committee (LUHC)’s sixth report on Supporting Our High Streets After COVID-19. In their response to Question 12, Government highlighted the positive impacts heritage-led programmes, such as High Street Heritage Action Zones, can have for high street regeneration. EducationLevelling Up Schools & EducationIn conjunction with the publication of the Schools White Paper ‘Opportunity for All’ the Government has announced that as part of the next phase in the £1.5 billion Further Education Capital Fund, 62 further education colleges are to receive a share of £400 million to upgrade buildings and campuses. The Education Secretary has also announced that every school across the country will have access to high speed internet by 2025. Brexit & ImmigrationA statement of changes to the Immigration Rules: HC 1220 was published on 29 March, which includes the addition of details on the Ukraine Family Scheme and Homes for Ukraine Sponsorship Scheme. National Lottery Heritage Fund Teams Up with Historic Environment ScotlandThe National Lottery Heritage Fund [Alliance member] are working with Historic Environment Scotland to co-fund projects for heritage organisations. This extra funding will increase the size and potential of plans that will benefit communities in Scotland. In April and May, applicants can find out more about the collaboration through hosted sessions. National Lottery Community Fund Strategy ReviewThe National Lottery Community Fund has launched an 18-month strategy renewal process, and is inviting people to take part in a survey. As part of the process NLCF has launched a microsite and a hashtag, #TNLComFundStrategyRenew. Bridgerton’s Impact on England’s Stately HomesHeritage organisations throughout England are identifying a ‘Bridgerton factor’ as the release of the Netflix show has rapidly increased the number of searches and visits to stately homes. The second season has boosted interest in historic buildings and sites, generating additional revenue that can be put towards conservation projects to protect these regal buildings. Archaeological Discoveries on UK Construction SitesAn article has been published in The Construction Index about the major role construction sites are playing with regards to archaeological discoveries. Since the introduction of the Planning Policy Guidance 16: Archaeology and Planning (PPG16) in 1990, the role of archaeologists has been more supported in planning and development projects. Wessex Archaeology [Alliance member] has commented on this increasingly ‘collaborative relationship’ between construction and archaeology. Europe’s 7 Most Endangered Heritage Sites 2022On 29 March, Europa Nostra and the European Investment Bank Institute announced the seven most endangered heritage sites in Europe. These were due to ‘neglect, planned demolition, unsuitable development, the devastating impact of natural disasters or lack of funding.’ The list includes Zogu Bridge (Albania), Récollets Convent (Belgium), Garden City La Butte Rouge (France), Historic Centre of Stolberg (Germany), Neptune Baths (Romania), Orléans-Borbón Palace (Spain) and Crèvecoeur Fortress (The Netherlands). Family Friendly Museum Award 2022 - Nominations OpenKids in Museums have opened nominations for the Family Friendly Museum Award 2022. There are five categories: Best Small Museum, Best Medium Museum, Best Large Museum, Best Accessible Museum and the new award for Best Family Engagement Team. The deadline to submit the online form is 6 June. Historic England GuidanceHistoric England has released new guidance on the conservation of war memorial inscriptions, which includes details on the different types of inscriptions and explains how and why they deteriorate. It has also published a report on Acoustic Tests on Terne-Coated Stainless-Steel Roofing and updated its guidance on design and installation issues when using terne-coated stainless steel as an alternative roofing material following the theft of lead from historic church roofs. ACE Environmental Responsibility ReportArts Council England has now also published its annual Environmental Responsibility Report for 2020/21 with Julies Bicycle, which provides an overview of actions creative and cultural organisations have taken in acting on national and international climate targets. Of the 482 National Portfolio Organisations that reported data, 88% include Environmental Sustainability in their core business planning. Historic England Climate Change StrategyA reminder that Historic England has published their Climate Change Strategy, which outlines their vision for mitigation, managing risks and adaptation and includes intentions for next steps on their climate change activities. Historic England has also released a Carbon Reduction Plan, for how they plan to achieve net zero by 2040. New Sculptures Announced Honouring the Windrush GenerationOn 22 June, Windrush Day, Hackney Council and Create will reveal two new public sculptures produced to ‘celebrate and honour the Windrush generation.’ They have been designed by Thomas J Price and will be located outside Hackney Town Hall, allowing descendants to reflect on this period and to educate future generations. Stolen Darwin Manuscripts ReturnedAfter being missing since 2001, two stolen Darwin Manuscripts have anonymously been returned and will be exhibited at Cambridge University Library in July. The notebooks are from 1837 and contain sketches as well as notes by Darwin on his theories of evolution. An investigation regarding the disappearance of the objects is still in progress.
