      Updates from The Heritage Alliance

      Spring Statement – Read Our Summary

      We have published a summary of the key announcements from the Spring Statement for heritage organisations. Announcements of particular relevance to the sector include:

      • the introduction of Round 2 of the Levelling Up Fund (Prospectus here)
      • the announcement of renewed funding for the Changing Places Fund (the allocation of Round 1 funding is detailed here)
      • guidance is upcoming for a new series of reviews of ALBs
      • as a result of the reduction of income tax to 19% from 2024 – and there will also be a knock-on effect for Gift Aid
       

      Changes to the Team

      There have been several changes to the Heritage Alliance team this fortnight. Last week, we said goodbye to the fantastic Saffron Ralphs, who joined our team as Policy & Projects Officer on secondment from the Civil Service Fast Stream.

      We have just welcomed Lava Ali to the team, who is joining us as Advocacy & Communications Officer for six months on a placement through the Government Kickstart Scheme. Lava has a BA and MA in Art History and Museum Curating from the University of Sussex and will be working with our Head of Policy & Communications, Polly, and Advocacy & Communications Officer, Daniella.

      We have an exciting addition to the Development team too! Claire Plastow has recently joined our team in the new role of Membership, Development & CRM Officer. Claire is working alongside our Head of Development & Membership, Delphine to support our ongoing development work and membership activities.

      Policy Updates

      • This week marks the start of Parliamentary Recess over the Easter period, and our team is catching up on key priorities while Chief Executive Lizzie Glithero-West is away for a few weeks to get some well-earned rest after the end of the last financial year.

      • We’ll soon be submitting a response to the DEFRA consultation on the government response to Julian Glover’s review of England’s protected landscapes report, which closes on 9 April. A final reminder for Alliance members to share their views with us by emailing Polly on policy@theheritagealliance.org.uk.

       

      DASH Northern Ireland

      At the end of March, our Head of Development and Membership, Delphine, was in Northern Ireland with the DASH Team, delivering a series of workshops for heritage organisations there to foster formal and informal learning around digital change based on the findings from the DASH 2021 report.

       

      Rebuilding Heritage

      The full set of resources from the programme’s evaluation stage are now available on the Rebuilding Heritage website, including guidance, podcasts, videos and tools to support organisations across different areas to strengthen their leadership and planning and develop future resilience.

      The Rebuilding Heritage team will soon be sharing an infographic mini-series, drawing on our findings from the project and its external evaluation.

      Heritage Digital Academy

      The latest Heritage Digital Academy courses are now open for booking, with a focus on Making a plan for digital (26 April) and Designing Digital Services (3 May).

       

      Digital Heritage Hub – Launching 28 April

      We can share the exciting news that the Digital Heritage Hub – a free resource to support small to medium heritage organisations with their most pressing and frequently asked digital questions – will be launching at a special event on 28 April (online, 10am – 12.30pm).

      The Digital Heritage Hub is managed by Arts Marketing Association (AMA) in partnership with The Heritage Digital Consortium (led by The Heritage Alliance) and The University of Leeds. It has received Department for Digital, Culture, Media and Sport (DCMS) and National Lottery funding, distributed by The Heritage Fund [Alliance Member] as part of their Digital Skills for Heritage initiative.

       

      #HeritageChat – Places of Worship

      Join us for the next #HeritageChat on 19 April, 1-2pm, to discuss ‘Places of Worship’ from a heritage perspective. The Historic Environment Forum is pooling the questions which will be used in the chat here - you have until 11 April to add yours!

      Taking part in #HeritageChat is easy. You simply need to log into Twitter on the date of the chat at 1pm, search #HeritageChat, then answer the questions and engage in conversations with other participants.       Welcoming Our New Members

      We are delighted to announce that Friends of the Royal Oak and Museum Tales have joined over 170 other heritage organisations, as members of The Heritage Alliance!

      Friends of the Royal Oak are a community group based in Cheadle (Staffordshire), who formed in order to investigate the purchase and renovation of a Grade II listed former pub called the Royal Oak – with the aim of transforming it into a community managed asset.       Museum Tales LTD offers bespoke learning and interpretation solutions for the sector. Director Sarah Shaw launched Museum Tales LTD in 2012 and offers innovative learning interpretation solutions to help bring collections to life. She uses her 15 plus years of experience in the sector to producing dynamic resources and opportunities for formal and informal learners and unlock clients’ own creativity.

      Culture Recovery Fund Awards

      DCMS has announced the awards in its last tranche of much welcomed Culture Recovery Funding. Congratulations to Alliance member the iconic Piece Hall in Halifax who received £1.35m along with historic cinemas, museums and other heritage societies. We also repeat our congratulations to YHA, who have been awarded a grant of £999,990 to fully reopen their youth hostel network, and Chance Heritage Trust, who received a Community Renewal Fund grant to progress their important regeneration project.

      We are well aware that organisations continue to struggle due to the impact of the pandemic, so Alliance members please do keep feeding your evidence of current impacts through to us.

       

      Ongoing Support for Ukraine & Ukrainian Heritage

      On 18 March, The Heritage Alliance accompanied Alliance member SAVE Britain’s Heritage and 10 others in signing ‘The Threat to Ukrainian Heritage - An Open Letter’ to Olga Borisovna Lyubimova, Minister of Culture of the Russian Federation, on the risk of the ongoing war on Ukrainian cultural sites. The Ministry of Culture of the Russian Federation replied on 22 March, stating that the Russian National Committee of the International Council for the Preservation of Monuments and Places of Interest [ICOMOS] has provided the Russian Ministry of Defence with coordinates of indicated Ukrainian UNESCO world heritage sites to keep them secure. A response from the UK heritage sector, which was recently published in The Times, set a clear message, with organisations collectively pressuring the Russian government to end the war.

      Foreign Secretary Liz Truss announced 14 new sanctions on 31st March on Russian propagandists and state media including television network RT.

      During Russia’s invasion, at least 53 historical sites have been damaged in Ukraine as confirmed by the UN’s cultural agency. Ukranian authorities are ‘continuing to verify a number of reports’ on other destroyed heritage sites in the country. The Art Newspaper has also reported on the destruction of Mariupol museum which was dedicated to 19th century artist Arkhip Kuindzhi. The loss of art and culture in this ongoing war is distressing to witness and it is important that there is a continuation of support towards the safety of Ukraine.

      Current support from Alliance members

      CIfA [Alliance Member] and the European Association of Archaeologists (EAA) are collaborating to enable Ukrainian archaeologists looking accommodation or employment to contact other archaeologists willing to provide this.

      Icon have created a list of resources to help conserve Ukrainian cultural heritage. This includes a range of initiatives based in Ukraine, the UK and other international locations.

       

      COVID-19

       

      The Government’s Living with Covid Plan is now in place, accompanied by new guidance:

      • Living safely with respiratory infections, including COVID-19 (published 1 April)
      • People with symptoms of a respiratory infection including COVID-19 (published 1 April)

      Here is an outline on the Government’s next steps, including around the limited continuation of free COVID-19 tests to help protect specific groups.

      The latest guidance for organisations also includes:

      • Reducing the spread of respiratory infections, including COVID-19, in the workplace (updated 4 April)
      • COVID-19: ventilation of indoor spaces to stop the spread of coronavirus (updated 15 September)

      We continue to collate relevant guidance for the sector in our COVID-19 Hub. 

       

      Sentiment Data

      Data from the latest ONS survey into the social impacts of COVID-19. Stats include that 35% adults now report being ‘very’/ ‘somewhat’ worried about the effect of the pandemic on their lives right now (falling from 66% at the start of the year), and concerns over the cost of living are rising, with now nearly 9 in 10 (87%) people reporting that their cost of living had increased.

      Top findings from the latest VisitBritain inbound sentiment tracker include that overall travel intentions continue to increase, with over half of respondents definitely planning a trip abroad in the coming 12 months. It is worth noting that this survey was conducted the day before the war in Ukraine commenced, covering the period from 10 – 23 February. The next domestic tracker will be published on 19 April.

         

        Also This Fortnight:

        • The Commercial Rent (Coronavirus) Act 2022 has received Royal Assent. The new law helps resolve certain remaining commercial rent debts related to the pandemic.
        • A new study from the University of Manchester has revealed that ethnically diverse creative professionals are experiencing increased unemployment and financial instability following job losses as a result of the pandemic, worsening pre-existing inequalities in the creative and cultural industries.
         

        DCMS & Culture

        Applications Invited for UNESCO World Heritage List

        DCMS is inviting applications for a Tentative List of natural, cultural and mixed sites in the UK for potential nomination for inscription on the UNESCO World Heritage List. Expression of interest forms must be submitted by 6 May and the application form deadline is 15 July 2022. The Tentative List will be presented to UNESCO later this year and from 2024 nominations will be put forward to the World Heritage Committee.

         

        Promoting Britain Abroad Inquiry

        On 29 March, there was a third oral evidence session on Promoting Britain Abroad. The panels examined whether UK tourism is too London-centric and the impact of music, theatre and other creative industries in attracting tourists.

         

        Temporary Export Bars

        DCMS have been advised on the cultural importance of two paintings by the Reviewing Committee, which has led to a temporary export bar being placed on two paintings at risk of leaving the UK: the View of Verona with the Ponte delle Navi by Bernardo Bellotto (1745-1747) and Paul Cézanne’s Ferme Normande, Été (Hattenville) (1882). Both paintings will have the opportunity to be purchased by a UK institution to remain in the country. 

         

        New Guidance on Volunteering

        On 4 April, new guidance was published to assist organisations and groups with the safe and effective involvement of volunteers. It includes COVID safety measures for volunteers at higher risk as well as guidance and resources to support safeguarding practices.

         

        Libraries as a Statutory Service

        DCMS has published guidance for councils to maintain efficient library services throughout England. It outlines the role of DCMS, DHLUC as well as local authorities in ensuring that libraries continue to be spaces of accessibility and engagement to their communities.

        Tourism & Hospitality

         

        Upgraded Bus Routes & Net Zero Targets

        The Department for Transport has announced a new £7 billion funding package, aimed at ‘levelling up’ major local transport schemes outside London. As part of the package, £5.7 billion has been confirmed to fund major upgrades to local tram, cycling, walking and rail networks and there will be cuts of up to 45% on travel fares from next week.

        Improvements in the pilot area, Cornwall, will begin from 10 April, funded by £23.5 million from the Government. Tram and light rail operators across the Midlands and the North will receive over £37 million of Government support including Manchester, the North East Nexus, the West Midlands, Sheffield and Nottingham. And £198.3 million will fund a new fleet of zero emission (electric and hydrogen powered) buses across England.

         

        Protections for Dawlish Coastal Rail Route

        The Rail Minister Wendy Morton has announced that a further £32 million of funding will be allocated for the ongoing project to protect and improve the Dawlish and Holcombe rail route. This latest round of funding follows on from 3 earlier phases of work and takes the total to more than £150 million.

         

        Opportunity to Loan Dippy from 2023

        The Natural History Museum is encouraging venues with a large indoor space to host Dippy the Dinosaur on a free, long term loan from 2023. Applications are welcomed from all other publicly accessible spaces (not only traditional museums), and organisations applying in partnership are also eligible. The deadline for applications is 15 July.

        Environment

         

        Landscape Recovery

        The Government has opened the first round of applications for Landscape Recovery projects. This round will close on 24 May 2022.

         

        IPCC Sixth Assessment Report - Mitigation of Climate Change

        The IPCC (Intergovernmental Panel on Climate Change) has published its Sixth Assessment Report: Climate Change 2022: Mitigation of Climate Change. The report provides an updated global assessment of progress and pledges made on the mitigation of climate change and looks into sources of global emissions.

        The IPCC has concluded from the findings that despite increasing evidence of climate action, “Without immediate and deep emissions reductions across all sectors, limiting global warming to 1.5°C is beyond reach.” A press release setting out the key findings can be read here.

         

        Coastal Erosion Adaptation Projects

        Through a new £36 million Coastal Transition Accelerator Programme, the Government hopes to support new projects in North Norfolk and East Riding of Yorkshire to trial innovative ways of adapting to coastal erosion with communities. This forms part of the Government’s £200 million flood and coast innovation programme.

         

        Statistical Digest of Rural England

        DEFRA has published the latest Statistical Digest of Rural England (from March 2022), which includes information on the rural economy, housing completions, skills and apprenticeships, crime and health and wellbeing.

        Planning

         

        DCMS Guidance on the Repair & Upkeep of Historic Buildings 

        On 28 March, The Government published new statutory guidance on the power local authorities have with regards to the Planning (Listed Buildings and Conservation Areas) Act 1990 for historic buildings at risk. Local authorities and (in exceptional cases) the Secretary of State can exercise powers to carry out urgent works that will go towards repairing and preserving specific designated heritage assets at risk (under s.47, 54 and 55), or undesignated heritage assets in conservation areas (under s.76).

        Levelling Up Fund: monitoring & evaluation strategy

        The Department for Levelling Up, Housing and Communities (DLUHC) has set out its approach for monitoring and evaluating the Levelling Up Fund in a new guidance document, published on 31 March. A reminder that the prospectus for Round 2 of the Fund is now available here.

         

        Supporting Our High Streets After COVID-19

        The Government has published a response to the Levelling Up, Housing and Communities Select Committee (LUHC)’s sixth report on Supporting Our High Streets After COVID-19. In their response to Question 12, Government highlighted the positive impacts heritage-led programmes, such as High Street Heritage Action Zones, can have for high street regeneration.

        Education

         

        Levelling Up Schools & Education

        In conjunction with the publication of the Schools White Paper ‘Opportunity for All’ the Government has announced that as part of the next phase in the £1.5 billion Further Education Capital Fund, 62 further education colleges are to receive a share of £400 million to upgrade buildings and campuses. The Education Secretary has also announced that every school across the country will have access to high speed internet by 2025.

        Brexit & Immigration

         

        A statement of changes to the Immigration Rules: HC 1220 was published on 29 March, which includes the addition of details on the Ukraine Family Scheme and Homes for Ukraine Sponsorship Scheme.

        Parliamentary & Other Government News

         
        • Orlando Fraser has been confirmed as the new Chair of the Charity Commission, and will serve a three-year term from 25 April.
        • VisitBritain/ VisitEngland has announced that Sally Balcombe will be stepping down as CEO from 8 April, and Patricia Yates has been appointed interim CEO. A permanent appointment is expected in the summer.
        • DCMS have also announced that Allan Lambert and Fiona Pollard have been reappointed to the VisitEngland Advisory Board, until 5 March 2026.
        • Lord Grade has been confirmed by the Secretary of State as the new Chair of Ofcom for a term of 4 years (1 May 2022 - 30 April 2026).
        • The Government insurance scheme to support the Film & TV industry during the pandemic is set to end. As of 1 April, the scheme had paid out £12 million in claims. Applications for the Film & TV Production Restart Scheme will close on 30 April 2022 and will provide cover until the end of June 2022.

        Opportunities:

        • DCMS is recruiting for the next Chair of the Reviewing Committee on the Export of Works of Art and Objects of Cultural Interest (RCEWA) – deadline 16 April.
        • DEFRA is recruiting for a Board Member for the National Park Authority, based in Norwich - deadline 26 April.
         

        Funding

         

        Funding currently available for the sector includes:

        • Arts Council England (ACE) applications to join its list of National Portfolio organisations are  open, with a deadline of 26 April 2022. An addendum has been made to the application guidance, which lists the priority places where ACE is now particularly looking to allocate funds. 
        • The Social Investment business, a partner of the Architectural Heritage Fund [Alliance member] have launched a Recovery Loan Fund to help organisations impacted by Covid-19 to survive, recover and grow. The application deadline is 20 May 2022.

        National Lottery Heritage Fund Teams Up with Historic Environment Scotland

        The National Lottery Heritage Fund [Alliance member] are working with Historic Environment Scotland to co-fund projects for heritage organisations. This extra funding will increase the size and potential of plans that will benefit communities in Scotland. In April and May, applicants can find out more about the collaboration through hosted sessions.

         

        National Lottery Community Fund Strategy Review

        The National Lottery Community Fund has launched an 18-month strategy renewal process, and is inviting people to take part in a survey. As part of the process NLCF has launched a microsite and a hashtag, #TNLComFundStrategyRenew.

         

        Bridgerton’s Impact on England’s Stately Homes

        Heritage organisations throughout England are identifying a ‘Bridgerton factor’ as the release of the Netflix show has rapidly increased the number of searches and visits to stately homes. The second season has boosted interest in historic buildings and sites, generating additional revenue that can be put towards conservation projects to protect these regal buildings.

         

        Archaeological Discoveries on UK Construction Sites

        An article has been published in The Construction Index about the major role construction sites are playing with regards to archaeological discoveries. Since the introduction of the Planning Policy Guidance 16: Archaeology and Planning (PPG16) in 1990, the role of archaeologists has been more supported in planning and development projects. Wessex Archaeology [Alliance member] has commented on this increasingly ‘collaborative relationship’ between construction and archaeology.

         

        Europe’s 7 Most Endangered Heritage Sites 2022

        On 29 March, Europa Nostra and the European Investment Bank Institute announced the seven most endangered heritage sites in Europe. These were due to ‘neglect, planned demolition, unsuitable development, the devastating impact of natural disasters or lack of funding.’ The list includes Zogu Bridge (Albania), Récollets Convent (Belgium), Garden City La Butte Rouge (France), Historic Centre of Stolberg (Germany), Neptune Baths (Romania), Orléans-Borbón Palace (Spain) and Crèvecoeur Fortress (The Netherlands).

         

        Family Friendly Museum Award 2022 - Nominations Open

        Kids in Museums have opened nominations for the Family Friendly Museum Award 2022. There are five categories: Best Small Museum, Best Medium Museum, Best Large Museum, Best Accessible Museum and the new award for Best Family Engagement Team. The deadline to submit the online form is 6 June.

         

        Historic England Guidance

        Historic England has released new guidance on the conservation of war memorial inscriptions, which includes details on the different types of inscriptions and explains how and why they deteriorate.

        It has also published a report on Acoustic Tests on Terne-Coated Stainless-Steel Roofing and updated its guidance on design and installation issues when using terne-coated stainless steel as an alternative roofing material following the theft of lead from historic church roofs.

         

        ACE Environmental Responsibility Report

        Arts Council England has now also published its annual Environmental Responsibility Report for 2020/21 with Julies Bicycle, which provides an overview of actions creative and cultural organisations have taken in acting on national and international climate targets. Of the 482 National Portfolio Organisations that reported data, 88% include Environmental Sustainability in their core business planning.

         

        Historic England Climate Change Strategy

        A reminder that Historic England has published their Climate Change Strategy, which outlines their vision for mitigation, managing risks and adaptation and includes intentions for next steps on their climate change activities. Historic England has also released a Carbon Reduction Plan, for how they plan to achieve net zero by 2040.

         

        New Sculptures Announced Honouring the Windrush Generation

        On 22 June, Windrush Day, Hackney Council and Create will reveal two new public sculptures produced to ‘celebrate and honour the Windrush generation.’ They have been designed by Thomas J Price and will be located outside Hackney Town Hall, allowing descendants to reflect on this period and to educate future generations.

         

        Stolen Darwin Manuscripts Returned

        After being missing since 2001, two stolen Darwin Manuscripts have anonymously been returned and will be exhibited at Cambridge University Library in July. The notebooks are from 1837 and contain sketches as well as notes by Darwin on his theories of evolution. An investigation regarding the disappearance of the objects is still in progress.

        Canal & River Trust

        Canal & River Trust [Alliance member] will plant 14,000 trees around their canal network to help the surrounding wildlife flourish. This is also part of their aim to mitigate climate change through nine steps that can be taken to reduce greenhouse gas emissions. Suggested approaches include encouraging active travel and low carbon transport, reducing urban temperatures and utilising hydropower.

         

        Clifford’s Tower in York Reopens

        Following a £5 million transformation, York’s famous Clifford’s Tower reopened to the public on 2 April. English Heritage [Alliance member] hope the conservation project will attract new visitors to learn about the fascinating history of the Tower which has changed immensely since being built in the 13th century.

         

        CPRE Report on Parks & Garden Spaces Under Threat

        CPRE [Alliance member] has released a new report on 50 London parks and green spaces under threat due to privatisation and neglect. The case studies show that parks are a necessity for wellbeing in London, but many are at risk of closing to become new housing projects. CPRE has expressed a commitment to highlighting issues and supporting parks in the process to influence decisions.

         

        Icon 2022 Conservation Salaries Report

        Icon [Alliance member] has published the results of its 2022 research on conservation salaries. The findings demonstrated that conservators’ salaries were below the high level of expertise and responsibility needed for job roles. There will be a Conservation Salaries Roundtable Debate on 16 June for Icon members to examine the topic further and provide support.

         

        Peatland Restoration & the Historic Environment

        The Association of Local Government Archaeological Officers (ALGAO) [Alliance Member] has published new a guidance note for Peatland Restoration and the Historic Environment in Scotland. This seeks to ‘secure the protection of heritage and historic environment features’ of projects in Scotland but the advice may be useful throughout the UK.

         

        Risk to Historic Department Store Buildings

        SAVE Britain’s Heritage [Alliance member] has issued a new report on the crisis facing department stores due to a combination of the pandemic and the rise of online shopping. The research includes case studies of stores that have repaired or repurposed the original building, but many are still abandoned or at risk of closure. The full report can be read here.

         

        25 Years of IHBC

        The Institute of Historic Building Conservation (IHBC) [Alliance member] is celebrating its 25th anniversary since being incorporated as a professional body supporting and accrediting built and historic environment conservation specialists. A series of activities and events will be announced throughout the year to mark the special occasion.

         

        AIM Announces New Partnership with National Army Museum

        AIM [Alliance member] has announced a new partnership with the National Army Museum. This partnership will initially be for three years, running from April 2022, and will give over 100 independent military museums within the Regimental and Corps Museums network access to various services provided by AIM.

         

        FBHVC/FIVA Culture & Youth Commission

        The UN Economic and Social Council's (ECOSOC) 2022 Youth Forum will take place this month, during ECOSOC's 2022 session. The first session is “COVID-19 recovery: Youth taking action for a Sustainable Future”.         Heritage of London Trust at London Craft Week

        Heritage of London Trust [Alliance member] is at London Craft Week this year with Meet the Makers Behind London’s Heritage. The talk will take place on the first day of the London-wide event on 9 May at the Soho Hotel. Miniature model maker Isabella Gilding, expert Gilder Sue Lee and stained-glass restorer Peter Campling join HOLT Director Dr Nicola Stacey and designer and HOLT Trustee Kit Kemp MBE in conversation.

         

        Super Silly Museums

        To mark the release of Super Silly Museums – a new book by the illustrator Nick Sharratt, Kids In Museums and Scholastic UK have created a Super Silly Museums Trail for families over the Easter holidays. Participating Museums include Kelmscott Manor, member of Historic Houses [Alliance member], which houses collections from the Society of Antiquaries of London [Alliance member].

        Britannia Day – 10th April

        This free event from the Britannia Sailing Trust [Alliance member] will celebrate the launch of Britannia on 10 April 1915, her 107th Birthday. Attendees will be able to enjoy a behind the scenes tour of the workshop and the ship, listen to Mariners Away Shanty singers, have a pint and a burger, and take part in some nautical activities.

        Victorian Short Story Reading Group

        Join the Victorian Society Reading Group on 12 April for a look at Guy Boothbys 'The Duchess of Wiltshire's Diamonds' - in a book that upended the dynamic of the detective genre with a detective who is also a criminal.

        The Short Story Reading Group on 16 May will focus on ‘The Redhill Sisterhood’ by Catherine Louisa Pirkis.

         

        World Heritage & Sustainability – Tourism & Transport

        Join World Heritage UK at their spring event at Blenheim Palace World Heritage Site on 28 April, to explore “World Heritage and Sustainability”, in particular tourism and transport. This will be a full day on site, with a range of speakers international and domestic, and case studies on incorporating sustainable tourism and transport solutions on site. There will also be the opportunity to spend time exploring this magnificent World Heritage Site for the last part of the day.

        London Historic Buildings Trust (LHBT) [Alliance member] are launching their 2022/23 virtual training initiative: HOW TO. LHBT, and guest speakers, will be delivering regular 45-minute sessions on topics key to developing sustainable, socially focused heritage projects.

        Working With & Engaging Young Adults in Heritage

        Within the heritage sector many organisations see working with and engaging young adults as something of a dark art. This online event on 11 May from the Heritage Trust Network [Alliance member] will bring together those who have been there and done it for case studies and best practice, from recruiting young volunteers, setting up a young co-producer network and youth forum, to co-designing events and activities with young adults and best practice on how to engage with them and keep them engaged.

         

        High Street Regeneration: Why Heritage is Key

        Join the Heritage Trust Network for this event on 18 May at the stunning Piece Hall, Halifax to hear from the experts on why heritage is a key ingredient of High Street regeneration. This event will include a panel discussion with Owain Lloyd-James (Historic England), Steve Millington (Institute of Place Management), David Wilford (Bramley Baths), The Piece Hall [Alliance member] (panellist tbc), followed by Q&A, lunch and tours of Piece Hall and of Halifax Town Centre regeneration projects.

         

        Liverpool - One Year On

        In 2021 UNESCO’s World Heritage Committee decided to remove Liverpool from its list of World Heritage Sites. This online conference on 23 June from World Heritage UK [Alliance member] will will bring out and explore the very real tensions between conservation and regeneration; the responsibilities and consequences of inscription; and the importance of effective communication between all relevant and interested stakeholders.
