Mandatory Updates to FSLSO SLIP+
and Batch Filing Requirements

Effective July 1, 2026, the Florida Surplus Lines Service Office (FSLSO) will implement updated data requirements for SLIP+ and batch filing for both Agents and Independent Procurement filers (IPC). These updates include a new required data element and mandatory version upgrades for batch filing formats. 

Beginning July 1, 2026, a Unique Market Reference (UMR) must be provided for all transaction data submissions where Underwriters at Lloyd’s, London (NAIC AA1122000) is the designated insurer. 

Identification Guidelines: 

  • Location: The UMR is found on the policy’s declaration page. 
  • Aliases: It may be labeled as the Authority Reference Number, Reference Number, or Contract Number. 
  • Format: The UMR is a maximum of 17 alphanumeric characters. It begins with the letter 'B', followed by four digits (representing the Lloyd’s broker), and up to 12 additional characters. 
  • Reporting: Even if the UMR is identical to the policy number, it must be entered into both distinct data fields. 

If the UMR is not present on the declaration page, please contact your U.S. wholesaler immediately to obtain the required contract number. 

Technical Specifications (IT & Systems):

To ensure a seamless transition, IT staff and system administrators should prepare for the following schema and layout updates: 

  • XML Batch Filings: Updated to version v2.4. 
  • CSV Batch Filings: Updated to version v1.2. 
  • Production Deployment: The new formats will be required in the Production system starting July 1, 2026. Please note that the system will not accept these formats prior to this date. 
  • Testing Environment: The FSLSO SLIP+ TEST system will support the new formats for validation starting April 1, 2026. 

Updated batch documentation is currently available for download via the Batch Files page within the SLIP+ interface.
