OCTOBER 2026

Florida Surplus Lines Filings Total
$1.24B in October

Florida surplus lines filings totaled $1.24B in reported premium for October 2026, a 5% increase compared to October 2025. Policy count also increased 14%, rising from 141,193 to 160,485, while the average reported premium per policy decreased 8% to $7,751.

Among the factors contributing to October's reported premium growth was an increase in captive-associated filings. The Other Captive/Non-Admitted Insurers category reported $97.84M in premium, compared to $35.32M in October 2025. Excluding this category, October's total reported premium would have decreased approximately 0.3% year-over-year, rather than increasing 5%.

While October reported year-over-year growth across several key metrics, year-to-date (YTD) results continue to reflect the broader outlook for 2026. Compared to the same period last year, YTD premium decreased 4%, from $15.10B to $14.48B. Excluding the captive-associated reporting category, that decline would have been approximately 5.5%. Across all reported filings, the average premium per policy declined 15%, from $10,375 to $8,797, while policy count increased 13%, rising from 1,455,878 to 1,646,602.

PREMIUM & POLICY COUNT | YoY COMPARISON

“The surplus lines industry continues to evolve, and we're seeing that reflected in the business reported to our office,” said Mark Shealy, Executive Director of FSLSO. “Captive-associated filings are becoming a more significant part of that picture. When we're looking at market trends, it's important to understand not just how much premium is being reported, but where that premium is coming from.”
