South-East Central Neighbourhood update

The South-East Central neighbourhood is a vibrant community in central Christchurch that is undergoing an exciting transformation. 

A plan to support the development of the neighbourhood was adopted by Christchurch City Council in August 2024. 

Below is an update on the projects on the go to support the plan. You have received this newsletter if you provided feedback on the draft South-East Central Neighbourhood Plan or subscribed for updates on our website.

Minor improvements to Welles Street
Welles Street is home to hospitality venues, commercial services and offices making it a popular place to work and visit. There is also a growing number of people living around Welles Street. We have prepared a draft plan for small scale improvements on Welles Street. Tell us what you think by Monday 28 July.

Central City Noise (Plan Change 19)
We're proposing to change rules about noise in the Central City. We’re seeking early feedback on our proposal so we can weigh up the potential environmental, economic, social and cultural impacts before notifying the plan change for submissions later this year. Tell us what you think by Sunday 27 July.

Stadium speed reconsultation
Changes to speed limits on streets around One New Zealand Stadium at Te Kaha are again out for consultation. Learn more about the proposed changes and tell us what you think before consultation closes on Wednesday 9 July.

 

Projects on the go

Investigating new green spaces east of the stadium
Mid-block green spaces between Fitzgerald Avenue and Barbadoes Street are outlined in the South-East Central Neighbourhood Plan. We are investigating purchasing land to create a new green space in this area, which has low tree canopy cover and limited greenspace within walking distance. Once we have secured land we will provide further updates.

Encouraging development of vacant and under utilised sites
The South-East Central neighbourhood has room to grow and accommodate more residents. We will be contacting owners of key vacant and under utilised sites to offer support to shape future developments. 

Moorhouse Avenue pedestrian safety improvements
We're upgrading two intersections on Moorhouse Avenue to make them safer and more accessible. Consultation was held during April, and the project was approved by the Council last month. Read about the decision here.

 

Recent upgrades

Te Kaha Surrounding Streets
Works on Lichfield Street, west of the stadium, are finished. Water and road upgrades around the stadium have been completed over the last year. The whole area is coming together, ahead of One New Zealand Stadium at Te Kaha opening in April 2026.

Cashel Street streetscape improvements

Temporary streetscape improvements including seating, plants, trees and cycle stands were added to the Cashel Street and Clarkson Avenue intersection earlier this year.

New murals brighten up the neighbourhood
Ōtautahi Christchurch artists are bringing their creative energy to our streets with these two new murals.

Look out for these new artworks in the Central City by Kophie Su’a-Hulsbosch and Dcypher.

These projects are funded by the Council's Enliven Places Programme which seeks to create an attractive, fun and welcoming environment.

 

Web resources

New homes in the neighbourhood
South-East Central continues to grow with new homes being built across neighbourhood. During 2024, 194 building consents were issued for homes in the area.
