Resource Consents Update – 18 November 2025

Plan Change 14

Hon Chris Bishop, Minister Responsible for RMA Reform, has accepted the Council’s application to withdraw the balance of Plan Change 14, meaning the proposal to zone the remaining suburban area as Medium Density will be withdrawn. A public notice formalising this will be issued later this week, and will conclude a significant plan change process which began in 2022.

Please note that the Minister has yet to decide on the alternative recommendations to remove the heritage features for Antonio Hall (265 Riccarton Road) and Daresbury (9 Daresbury Lane). However, the decision on Plan Change 13 (Heritage) has removed these features and their removal can now be treated operative under s86F of the RMA, meaning the Minister’s future decision will have no effect. The Minister is also yet to decide on the Piko Character Area. These decisions are expected in the coming months.

Plan Change 13

The appeal period has now closed for all Plan Change 13 provisions except those relating to Taylors Mistake (which will close in early December). No appeals have been received to date, which means that all other parts of PC13 are now treated as operative under section 86F.

The ePlan will be updated once the appeal period has fully ended and the Council has issued a public notice making the final provisions operative. In the meantime, the Council decision version reflects all amendments made to date.

 

Construction Standard Specification

The Construction Standard Specification CSS has had an annual review and the latest version 2025 is now available on the webpage. This is the sole controlled version of the CSS, and it is not available in print.

Infrastructure Design Standard

A comprehensive review of the IDS is starting this year with a call for submissions.

If you use the IDS, please make any change request submissions via this form.

Submissions and the document will be reviewed in the first half of next year.

The IDS will be republished once all approvals for changes are given.
