Updates from The Heritage Alliance
You may notice that this fortnight’s issue of Heritage Update is looking a bit slimmer than usual. This is because the team is also working to prepare for our annual Heritage Debate next week. We’ll be back to normal for the next issue (coming out on 1 December).
Heritage Debate 2022: Last Chance to Book for our Anniversary Debate!
There’s now just one week until our 20th anniversary Heritage Debate, where we will invite a sector-wide discussion on: ‘Heritage in 20 Years: what will matter most?’ (24 November, 5-7pm, online). Have your say. Book your place!
We have an inspiring line-up of speakers and presentations for this year’s Debate. The discussion will be chaired by Pam Alexander OBE, our Chair of Trustees, and explore how the sector will have changed, or not, in 20 years' time. We have a panel of five guest speakers making the case for a particular priority, which they believe will matter most in 2024: Community value: Dr Wanda Wyporska (CEO, Society of Genealogists [Alliance Member]) Inherent value: Dr Mike Nevell (Industrial Heritage Support Officer for England) Business value: Julie Montagu, Viscountess Hinchingbrooke (Mapperton House) Climate Crisis: Rab Bennetts (Co-founder of Bennetts Associates, architect and a Founder of the UK Green Building Council) Skills & workforce: Kate Geary (Head of Professional Development & Practice, CIfA [Alliance Member])
The event
will also feature a presentation from Faith Kitchen, Customer Segment Director at Ecclesiastical Insurance on key risks and needs for the sector. At the end of the debate, all attendees will be put in the position of funders and asked to allocate fictional funding between these 5 priorities. This year’s Heritage Debate is possible thanks to generous support from our sponsors Ecclesiastical Insurance [Alliance Corporate Partner], and additional support from Alliance Members YHA and VocalEyes.
Join the Heritage Alliance Team – New Opportunities!
We are now recruiting for a new Office Manager & Administrator and a new Finance Manager to join our small, friendly office based on Ludgate Hill in London (just down from St Paul's Cathedral [Alliance Member). Take a look at the full details here on our website. The closing date for both roles is 5 December 2022.
Our Chief Executive Lizzie Glithero-West and our Chair Pam Alexander OBE will be meeting with the new Heritage Minister Lord Parkinson next week, welcoming him back to the role, and making the case for heritage. We have produced a summary of the Chancellor’s Autumn Statement, highlighting key announcements for heritage. You will be able to find the full summary here on our website and read our key initial points below under ‘Government News’. Following the Chancellor’s statement, we are preparing to publish this year’s Backing the Bedrock – our fiscal and funding manifesto priorities for 2022-23. Do watch this space. We continue to write to newly appointed Ministers in key Departments, setting out our top-line asks for the Heritage sector, as well as sharing our fiscal and funding priorities. The team is preparing to deliver our upcoming Heritage Debate 2022 next Thursday (24 November, 5-7pm) – we hope to see many Heritage Update readers there! Make sure to book your ticket sooner rather than later.

Heritage Minister & DCMS Portfolios ConfirmedChancellor's Statement - Impacts on HeritageNew Levelling Up Investment
Autumn Statement – What does it Mean for Heritage?
The Chancellor delivered the Government’s Autumn Statement this morning, which can be read in full here. We’ve produced a summary to digest the announcements for the heritage sector, which is now up on our
website.
Key points for the sector:
To ‘level up’ the entire of the UK, the devolved administrations will receive £3.4 billion over the next two years. £1.5bn for Scotland, £1.2bn for Wales and £650m for Northern Ireland. Round 2 of the Levelling Up Fund will invest at least £1.7bn in local projects’ across the UK. Successful projects will be
announced later this year. The government will not proceed with investment zones as first planned and expressions of interest submitted by councils will “not be taken forward”. A HM Treasury-led review of the Energy Bill Relief Scheme will determine support for non-domestic energy consumers, excluding public sector organisations, beyond 31 March 2023. The government has today published terms of reference for the review, with the findings to be published by 31 December 2022. The
cap on energy bills for households will continue for a further 12 months but will rise from £2,500 to £3,000. An extra £900 of energy bills support will be provided to households on means-tested benefits, £300 more will be given to pensioners and £150 will be given to those on disability benefit. Investment in energy efficiency will be doubled to hit a new aim of reducing energy consumption from buildings and industry by 15% by 2030. An extra £6bn of funding to boost energy efficiency will be provided from 2025. The threshold for the top rate of income tax has been cut from
£150,000 to £125,140. The National Living Wage will increase next year by 9.7%, pushing up the hourly rate to £10.42 from April.
DEFRA has released two new publications from Natural England:
Parliamentary & Other Government News
- Stuart Andrew MP gave his first speech as Minister for Civil Society at the Association of Charitable Foundations conference, in which he stressed the importance of trusts and foundations to support the work of civil society organisations.
Read on for a breakdown of the latest news from across the sector.
The Historic Environment Forum (HEF) has launched a new Sustainability & Net Zero Resource Page, which shares key materials from the HEF Sustainability & Climate Change Task Group to support the heritage sector on the path to Net Zero. Arts Council England has announced its new national portfolio of funded organisations for 2023-26, congratulations to our members
who have received either NPO or IPSO funding (Association of Independent Museums (AIM), GEM, Redhills CIO, Shakespeare Birthplace Trust, University of Oxford (Museums) and VocalEyes). It is important to note that a number of arts organisations have not received the news they would have hoped for this year. Historic England has published the annual Heritage At Risk Register. The Register gives an annual snapshot of the critical health of England’s most valued historic places and those most at risk of being lost. This year, while 175 historic buildings and sites have been added to the Register, 233 sites have been
saved. The Tourism Alliance [Alliance member] has launched their new report into student group travel. The report has been compiled following a survey conducted in conjunction with English UK, BETA, and UKInbound on the numbers of school group visits to the UK – and the plummeting numbers since Brexit. Art Fund has launched their Curatorial Diversity Report,
written by Museum X and Culture&. This report sets out priorities for funders and arts organisations to meaningfully increase ethnic and cultural diversity in the sector. This year’s Movement for Good Awards from Benefact Group have seen £1million donated to good causes across the charitable sector. Among the recipients of larger grants this year are Alliance Members the Landmark Trust, the English Heritage Trust and Society of Antiquaries of London. All the grant winners from this year can be found here. Ecclesiastical is holding 12 Days of
Giving once again this year, as the festive final phase of Movement for Good 2022. In December, they will be giving 120 charities £1,000 each over 12 days. Nominations are being accepted here – please consider nominating The Heritage Alliance to support our work. Our Charity Number is: 1094793. COP27 opened with a speech from Zahi Hawass, Egypt’s former Minister of State for antiquities affairs, who warned about the sheer extent of heritage loss without radical action on the climate emergency. Other speakers have raised the key role of cultural organisations, and the Climate Heritage Network has
continued to hold events across this fortnight. See: Culture at COP27. As part of a new survey, Pro Bono Economics is asking about organisations’ finances, demand, volunteering and staff, as well as questions about energy costs. By completing the survey, respondents will be ensuring that government takes account of their organisation’s situation as it reviews which sectors will keep getting help with their energy bills in the
new year. Deadline for responses: 21 November. Stage TEXT are holding a series of free events next week, aiming at skills to support deaf and deafened people as part of Captioning Awareness Week (14 – 20 November). Earlier in the year, the Government confirmed funding is available for the Listed Places of Worship Grant Scheme until 31 March 2025. Responsibility
for administering the Listed Places of Worship and Memorial Grant Schemes has changed and East Midlands Business Ltd is the new supplier. EMB will be working on behalf of DCMS to update both the website and the application process – they are running a short online survey to support this, which HRBA (Historic Religious Buildings Alliance) [Alliance Member] are encouraging their networks to complete. The Museums + Heritage Awards for 2023 are now open for entries until 1 February. These annual awards celebrate the very best in the world of museums, galleries, and cultural and heritage visitor attractions.
