The All Churches Trust Craft Skills Programme at Holy Trinity, Sunderland forms part of this project to conserve and reopen the building as Seventeen Nineteen, a new heritage, learning and cultural venue for the city. It was featured as one of the many case studies in our recent Heritage, Health and Wellbeing report (pages 36-37), with a focus on the 5 ways to wellbeing through craft skills.

      Queen’s Birthday Honours 2022

      We have published a detailed list of those from the heritage sector who recently received honours in the Queen's Birthday Honours here on our website.

      A huge congratulations to Honours recipients Ingrid Samuel OBE (Deputy Chair of The Heritage Alliance (Acting Chair last year) and National Trust’s Historic Environment Director – For services to heritage), Kurt Janson OBE (Director of the Tourism Alliance [Alliance member] – For services to the tourism industry) and Bernard Donoghue OBE (Chief Executive of ALVA [Alliance member] – For services to Tourism and to Culture).

      Virtual Honours Festival - this week

      Heritage organisations have been invited to attend a virtual Honours Festival, taking place throughout this week (14 – 17 June), in celebration of the Queen’s Jubilee year and with the intention of demystifying the process and attracting more nominations.       Members’ Meet and Greet Roundtable – This Friday

      Our Development & Membership team (Delphine Jasmin-Belisle and Claire Plastow) will be hosting a Zoom Roundtable for members of the Heritage Alliance this Friday, 17 June (3 - 4pm).

      A suggested topic will be raised initially but it is also a shared learning experience for valuable member-to-member conversations to take place. Alliance members can attend by replying to Claire’s recent email regarding June’s Members’ Events.

       

      Movement for Good Awards – Roundtable on Grant Opportunity

      Ecclesiastical Insurance [Alliance Corporate Partner] are once again hosting their Movement for Good Awards. This is the fourth year of the Awards and a total of £1 million will be awarded in £1000 grants to chosen organisations. The first winners will be announced 8 - 21 June and the remainder in September and December.

      We are offering a practical application-support Roundtable on Thursday 23 June (2 - 3pm), via Zoom, for members of the Heritage Alliance. Hosted by Ecclesiastical and our Development and Membership Team,  this session will be an efficient way to fully understand the process of applying to these awards.

      Alliance members are invited to attend by replying to Claire’s recent email regarding 'June’s Members’ Events'.

       

      Policy Updates

      • The Levelling Up & Regeneration Bill has passed Second Reading in Parliament and is now moving on to Committee Stage. Following our recent summary of the draft Bill, we are working with members of our Spatial Planning Advocacy Group (SPAG) to produce a more detailed briefing for members of the Committee. Our CEO, Lizzie Glithero-West, has been invited to give evidence at next week’s Public Bill Committee.
      • Another meeting of the Heritage Council took place this week, and Lizzie once again represented the needs of Alliance members and the broader heritage sector. Particular topics of focus were the Levelling Up & Regeneration Bill, Energy Security and Efficiency, and International Tourism.
      • We recently held meetings of our Funding & Investment Advocacy Group (FIAG), Spatial Planning Advocacy Group (SPAG) and Skills, Education and Engagement Advocacy Group (SEEAG) to discuss key sector advocacy priorities. The main focuses for each group and how to join the conversation (for Alliance Members) are set out here.
      • Our CEO Lizzie delivered the inaugural masterclass to Oxford University's new Policy Engagement Network (OPEN) for researchers in the humanities.
       

      Rebuilding Heritage

      Over the past few weeks, we have been sharing a series of case studies, which explore the specific needs and challenges of some of the organisations that took part in the Rebuilding Heritage programme. These stories show how each organisation fared both pre-existing and post-Covid - and explore how Rebuilding Heritage helped them to address these and move forwards.

      The four case studies published so far on the Rebuilding Heritage website share stories from: Britannia Sailing Trust [Alliance member], Wye Heritage, Holmfirth Civic Hall Community Trust [Alliance member] and Tavistock Heritage Trust.

       

      Digital Heritage Academy – Free Training Sessions

      Through Heritage Digital Academy, we and project partners are offering a series of free online training events on all things digital for heritage organisations across the UK. These sessions are designed to help individuals develop new digital practices and build key skills that can be brought back to their organisation.

      President Zelensky Calls for Expulsion of Russia from Unesco

      The President of Ukraine Volodymyr Zelensky has reportedly called for Russia to be expelled from Unesco. The call comes after Russian forces set fire to All Saints Hermitage, a 17th century wooden monastery in the Donesk region of eastern Ukraine. Museums Association has reported the story.

      Honours Festival 2022

      This week, 14 to 17 June, DCMS is holding an inaugural virtual Honours Festival with the Cabinet Office to coincide with the Queen's Platinum Jubilee celebrations. There is a variety of panels taking place virtually throughout the week, as well as other events including a practical nomination writing workshop, discussions on diversity and history of the honours system and a variety of sector specific panel events.       Local Capacity Building Fund

      Applications are open for local youth partnerships to be supported through the Local Capacity Building Fund. Charitable, benevolent and philanthropic organisations can apply for £250,000 through this form and the deadline is 21 June at 6pm.

       

      Apply to the Create Growth Programme

      DCMS has opened expressions of interest for local partnerships in England (excluding London) to be involved in the Create Growth Programme. Applications will only be accepted if you are a combined authority, local authority or local enterprise partnership.

      Successful applicants will each receive around £1.275 million in grant funding to support creative businesses for the financial year 2022/23 -2024/25. Guidance is available here and the deadline for applications is Thursday 7 July.

       

      Youth Investment Fund Pilot - Deadline Extended

      The deadline for Youth Investment Fund Pilot applications has been extended to Sunday 3 July. This fund is part of the Government’s plan to level up communities and the four chosen organisations will receive funding to pilot new facility concepts. The guidance and application form can be found here.

       

      New Report on Mental Health & Loneliness

      DCMS commissioned NatCen to produce a qualitative research report on the link between mental health and loneliness in the stages of young adulthood, parents with young children, middle-age and retirement. The newly-published report includes interviews with professionals and personal experiences of individuals with mental health conditions with the aim of using the findings to tackle loneliness.

       

      Temporary Export Bar on Nicolas Poussin Painting

      The Reviewing Committee on the Export of Works of and Objects of Cultural Interest has placed a temporary export bar on Nicolas Poussin's Confirmation painting (1637-40) which is part of Poussin’s series ‘The Seven Sacraments.’ The painting has been in the UK for nearly 240 years and had an impact on British arts for its ‘technique of visual expression.’

      Levelling Up & Regeneration Bill – Committee Stage

      The Levelling Up and Regeneration Bill has now reached Committee Stage, having passed through Second Reading without much opposition from MPs in the House of Commons.

      Community Ownership Fund Round 2 - Expressing Interest

      On 11 June, Round 2 of the Community Ownership Fund opened for expressions of interest. The Fund has been created to allow community groups to bid for a share of £150 million to ‘buy or renovate assets that would otherwise be lost to the community.’ This could be galleries, museums, community centres, pubs, shops or other venues that are in risk of being closed, sold, neglected, in damage or not in efficient operation.

      The online form is available here and interested groups should apply based on the bidding window timings listed in the prospectus. A reminder that the eligibility for the Community Ownership Fund has expanded to include historic buildings as well as music venues, sports facilities and pubs. 

       

      Levelling Up Fund Round 2 - FAQs

      Environment

       

      Ivory Act Now in Force

      The Ivory Act came into force on 6 June. It is now prohibited to deal in items containing or made of elephant ivory under the Ivory Act 2018 unless they are registered as exempt or certified as exempt. The full guidance is set out here.

       

      Flood & Coastal Erosion Risk Management Strategy Roadmap

      The Environment Agency has launched a Flood & Coastal Erosion Risk Management (FCERM) roadmap setting out practical actions to be taken over the next four years to tackle the growing threat of flooding from rivers, the sea, and surface water as well as coastal erosion.

       

      Action to Combat the Spread of Tree Disease

      The Forestry Commission is urging woodland managers, landowners and the forestry industry to remain vigilant following further findings of the tree pathogen Phytophthora pluvialis in areas across England. New measures have been put in place in areas across England and Wales in response to these findings.

      Tourism & Hospitality

       

      Updates on the Crewe - Manchester Hybrid Bill

      The High Speed Rail (Crewe-Manchester) hybrid Bill was introduced on 24 January 2022 and is still in the early stages of its journey through Parliament. Second Reading is expected to take place this Summer.

      Responses from recent consultations on to the two reports published with the Bill (the Environmental Statement (ES) and the Equality Impact Assessment (EQIA)) are summarised here. Proposed changes to some of the proposals put forward in the Bill are set out here. In June and July the HS2 team is holding a series of events for people to discuss the Crewe – Manchester Bill and planned changes.

      Brexit & Immigration

       

      Significant Drop in Youth Group Travel to UK

      Results from the Youth Group Travel Market survey recently undertaken by the Tourism Alliance, BETA and English UK, indicate that there is an 84% reduction in student group travel this year.

      It appears that this is primarily due to the requirement for all students to have passports to come to the UK. Without preventative measures, the drop could equate to a total loss of £875m in revenue in 2022 alone and the potential loss of 14,500 jobs in the UK economy.

      Parliamentary & Other Government News

       
      • The DCMS Committee held an oral evidence session on 14 June to discuss their current inquiry into cultural placemaking and the levelling up agenda. This was attended by representatives from Historic England, Arts Council England and Theatres Trust [Alliance member].
      • BEIS has released a new guide on best practice for solid floor insulation, which includes a specific section on Retrofitting Buildings for Energy Efficiency.
      • An online discussion is taking place in line with The Mental Health and Wellbeing Plan: Call for Evidence - on 24 June from 1-2pm.[zR1] [DB2] 
      • On 26 May, the Environmental Audit Committee issued a report on Building to net zero: costing carbon in construction, including a section on VAT liability for new build and retrofit on pg. 56.
      • Recent DCMS appointments:
        • Nairita Chakraborty, Lady Jane Gibson, David Laing, Sir Jonathan Marsden and Robert Sackville-West have been appointed as commissioners of Historic England until 30 June 2026.
        • YolanDa Brown, William Bush, Jamie Njoku-Goodwin, Abigail Pogson, Deborah Shaw and Veronica Wadley (Baroness Fleet) have been appointed as National Council Members for Arts Council England.
        • Rosalind Nashashibi has been appointed as an Artist Trustee of the Tate.
        • The Prime Minister has appointed Professor Stephen Belcher, James Bilefield, Tim Dugher and Professor Washington Ochieng as trustees to the Science Museum Group.
        • Roger Blundell has been reappointed as a trustee of the National Portrait Gallery until 31 March 2026.
        • Amanda Timberg and Darren Xiberras have been appointed as Board Members of the National Citizen Trust.

      Instant Pulse

      The National Lottery Heritage Fund [Alliance member] has launched Instant Pulse - a new quickfire series of questions that will run over 8 weeks as part of the UK Heritage Pulse research project. The new weekly polls, released every Wednesday, are open to anyone in the UK heritage sector and will provide valuable insights on a range of priorities for heritage.

      The results from this week’s Instant Pulse (Week 2), asking: ‘How much do you agree or disagree? “Heritage organisations are an integral part of the local community.”’ will be released here on Friday (17 June).

       

      Heritage Regeneration Success

      Historic England has shared successes from the 10 Heritage Action Zone (HAZ) projects that it has funded since 2016/17, which have helped to breathe new life into historic places around the country in need of a boost to make them more attractive to residents, businesses, visitors and investors.

      This funding has acted as a powerful catalyst for regeneration in these areas (Appleby, Coventry, Elsecar, Hull, King’s Lynn, Nottingham, Ramsgate, Sunderland, Sutton and Weston-super-Mare), successfully leveraging a further £60 million in investment and has demonstrated that heritage can be a powerful force for levelling up. The scheme has regenerated 77 historic buildings, helped to remove 13 buildings from the Heritage at Risk register and brought over 8,400 square metres of commercial floor space back into use.

       

      11 Historic English Pubs Given Protection

      Historic England has announced that 11 pubs in England have received special recognition for their rare, historic interiors. Of these, two pubs in London – The Blythe Hill Tavern (Lewisham) and Admiral Vernon (Dagenham) - have received a Grade II* listing, Whitelock’s Ale House in Leeds and Prince Alfred in Maida Vale have been upgraded to Grade II*, and the remaining seven have had new information added to their list descriptions to highlight their historic interiors.

       

      Public First - Report on Heritage and Civic Pride

      A reminder that Public First has conducted a report for Historic England on heritage and civic pride, which sets out public opinion in priority areas for levelling up on ‘the role of historic buildings, industrial heritage and historic parks in fostering civic pride’. Among the key findings are that town centres and landmark historic buildings ‘make people’s sense of local pride in place tangible’, and that industrial heritage is ‘central to local pride in place’. The full report can be read here.

       

      National Lottery – Putting Communities First

      The National Lottery Community Fund is inviting people to be involved in the reshaping of the Fund’s UK-wide strategy. They have released a video to start a conversation on how the Fund can best support UK communities. In the last five years, £3.4 billion in funding has been awarded through over 72,000 grants.

       

      Heritage Construction Specialist Consultation

      The Historic Environment Trailblazer (a group of sector employers and stakeholders, facilitated by Historic England) has been developing new level 5 apprenticeship standard for a heritage construction specialist. Earlier this year, the Trailblazer submitted a proposal for the apprenticeship to the Institute for Apprenticeships and Technical Education, and was successful in gaining approval to develop the apprenticeship standard.

      As part of the development process, the Trailblazer has now launched a consultation on the draft standard to gain feedback from sector colleagues and stakeholders. You can find the draft standard and short survey questionnaire here - the survey is open to responses until 30 June.

       

      Ecclesiastical Reaches Donation Milestone

      Our generous sponsors (and Corporate Partner) Ecclesiastical Insurance Group have reached an exceptional milestone of having given £100m to charitable causes. Our CEO Lizzie, and trustees Chris Sutton and Ingrid Samuel, recently joined them at Westminster Abbey for a service of thanksgiving.

      Owned by the charity Benefact Trust, Ecclesiastical is a unique financial services organisation that donates all its available profits to good causes. Now it has the ambitious target of giving more than £100 million to charity in the past five years, a new ambition has been set for Ecclesiastical to become the UK’s biggest corporate donor.       British Council – Cultural Protection Fund Grants

      The British Council is now accepting Expressions of Interest for large grants through the Cultural Protection Fund. Grants of up to £2million are available through the Fund, to support efforts to protect cultural heritage at risk – including from the ongoing threat of conflict and climate change. The deadline for applications is 30 June.

       

      7 Most Endangered Programme 2023: Call for Nominations

      The 7 Most Endangered Programme, run by Europa Nostra, is a civil society campaign to save Europe’s endangered heritage. Nominations are now open (until 15 September) for important heritage in Europe at risk – such as an historic monument or an ensemble of historic monuments, an archaeological site, a place of worship, an industrial complex, a historic garden, a museum, a movable or an intangible heritage asset.

       

      May Planning Bulletin from Historic England

      Historic England has published the May 2022 edition of the Planning Bulletin, featuring heritage insights on legislation, committees, advice, training, other initiatives and current consultations. Previous editions are available here.

      AIM – Applications Open for New Stories New Audiences

      AIM [Alliance Member] has opened applications for round 2 of New Stories New Audiences funding programme, which is open to small museums with up to 20,000 visitors. This is funded by the National Lottery Heritage Fund and chosen projects can receive up to £15,000 as well as being assigned with a project mentor. The application form is available here with a deadline of Monday 31 October.

       

      Heritage Crafts Apprenticeship Programme

      A £6.2 million grant from The Hamish Ogston Foundation has been awarded to The National Trust [Alliance Member] to set up the Heritage Crafts Apprenticeship Programme. This will train 52 individuals in stonemasonry, carpentry and joinery at 12 National Trust sites, helping to overcome these skill shortages in heritage. The first group of apprentices will start training this September.

       

      Heritage Harbours Joint Statement

      A joint statement has been published by National Historic Ships UK [Alliance Member], Maritime Heritage Trust [Alliance Member] and Historic England on ‘Heritage Harbours.’ This is a concept aimed at protecting places of maritime importance through activities, public engagement, training and other initiatives.

       

      London Square Open Gardens Weekend

      Last weekend (11-12 June) London Square Open Gardens Weekend (formerly Open Garden Squares), run by the London Gardens Trust [Alliance member], saw over 100 gardens open to the public. All funds raised will go to help the Trust to continue its work in protecting the green heart of the capital. The weekend will be back next year over 10 and 11 June 2023.

       

      Heritage Open Days Directory

      There are now over 1,000 events available to see on the Heritage Open Days [Alliance Member] directory. This includes the team’s ‘First Pick of the Season.’ More exciting events will be included before the festival which will run 9-18 September.

       

      European Days of Jewish Culture & Heritage

      B'nai B'rith UK [Alliance member] has shared that the European Days of Jewish Culture and Heritage (EDJCH) will run from 1 September to 31 December this year, with the theme being ‘renewal.’ More information can be found here on the website.

       

      Downland Gridshell Building 20 Year Anniversary

      The Downland Gridshell building in The Weald & Downland Museum [Alliance Member] is celebrating its 20 Year Anniversary on Friday 17 June. There will be a range of activities on the day from 11-3pm to mark the occasion, with the full programme available here.

       

      Letter To a Young Archaeologist Series

      The Council for British Archaeology (CBA) [Alliance Member] is continuing its Letter to A Young Archaeologist series, featuring a range of professionals highlighting their experiences and tips. This month, the letter is by Environmental Archaeology Lecturer Ben Gearey, and it is available to read here.

       

      SAVE – Listing Success for Rochdale Weaver’s Cottages

      SAVE Britain’s Heritage [Alliance Member] has been successful in the emergency listing application for Rochdale weaver’s cottages. The 18th century buildings will no longer be converted into flats and will receive national recognition and protection for the role they had in textile manufacturing.

      Pride of Passage: Strawberry Hill, Sexuality & the Grand Tour – World Monuments Fund

Dan Vo, Head of Learning and Engagement at Queer Britain will join Joseph Galliano, Director and Co-Founder of Queer Britain in conversation, taking the audience on their own Grand Tour from Walpole to the UK’s first LGBTQ+ museum. The event will include a Q&A with both speakers.

      GAHI Global Excellence Webinar Series No.4 - AHI

      At this event on 30 June, meet the team behind the Museum of London’s AHI [Alliance Member] 2021 Award-winning project, Dub London: Bassline of a City.

      This was a temporary exhibition open to the public from 2020 to 2021 that interpreted the cultural heritage of Black and Caribbean Londoners through dub – Jamaican music and culture that helped to define community identity. Dub London is an excellent example of a co-produced exhibition that was shaped by the research and conversations undertaken during interpretive planning. It also led to successfully opening museum doors to welcome a more diverse audience.

      Lost in London – Society of Genealogists

      One-sixth of the population of England and Wales live in the London area, and a high proportion of the population has always lived in London. Most genealogists will have to tackle London sources and geography. This ten-week course covers how to use London archives and repositories to learn more about your Londoner ancestors as well as how the geography affected their lives. Tuesday evenings 6 to 7:30pm on Zoom.
