Greetings from the boardKia ora koutou, I had the opportunity to speak at the Finance and Performance Committee on May 26, about the ongoing stench from the Christchurch wastewater treatment plant and the impact this is having on our community. I know the smell extends beyond the boundaries defined by the Council’s Community Support Package. Air-quality testing has yet to indicate anything of concern, but the Council continues to work with ECAN and the Medical Officer of Health to better understand the impact that the constant smell has on our residents. At our meeting on 1 June, we – Waikura Linwood-Central-Heathcote Community Board - agreed to write to the Canterbury District Health Board to investigate other avenues of support for our community. At the end of last week more than half of the households eligible for the grant had received support from one of our community providers. The future of our riverCouncil approves the Ihutai-Estuary and Coastal Stormwater management planThe Council has approved two new water bylaws and the Ihutai-Estuary and Coastal Stormwater Management Plan. The changes introduced by the new bylaws broadly focus on reducing contaminants in stormwater and strengthening the security and efficiency of the water supply network. The proposed changes are in response to regulatory changes the Council must comply with. The Ihutai-Estuary and Coastal Stormwater Management Plan is the third of seven being prepared between 2020 and 2024 for the district’s different stormwater catchments. The plans set out the ways the Council will meet the requirements of its 25-year Comprehensive Stormwater Network Discharge Consent (CSNDC), which was granted by Environment Canterbury in 2019. Public consultation on the plan ran from 28 February until 26 April 2022. The Council received 16 submissions – 4 from individuals and 12 from organisations. In approving the plan, the Council also requested the Avon-Heathcote Estuary Trust and Te Ihutai Atuwhenua Trust meet with the Ōtākaro Avon River Corridor co-governance group with a view to developing a joined up approach to the management of the catchment as a whole. A joint briefing with Waitai Costal-Burwood Community Board planned for 20 June. Slower speeds for OpawaFollowing a successful consultation period we have agreed to approve the Council’s Staff recommendation to change several of the speed limits around Opawa. During consultation we heard from 139 people, with 90% supporting the proposed changes to speed in the neighbourhood. The Council's staff were able to propose substantial changes to their plan based on the community's feedback. The speed limit changes will cover a number of streets. This includes entire length of Bond Street, Hassals Lane, Tekapo Street, and along sections of Opawa Road and Fifield Terrace for a complete list of the approved changes refer to the meeting minutes. From here, we, the board, will prepare a report to Council, if they approve our recommendation then these changes will be made before the end of the year. Feeling overwhelmed?The wellbeing of our residents is our top priority. The Council is continuing to work to improve the quality of life for those who are most impacted by the ongoing smell from the wastewater treatment plant fire. There is a support package, which is open to all residents in the area bounded by Buckleys Road, Pages Road, SH74 and Linwood Avenue. Residents fronting both sides of these roads are eligible for $200 of support. The four providers are:

What's OnYour guide for winter eventsThere are plenty of exciting events on around Christchurch worth braving the cold for this winter. Starting with the Tīrama Mai lighting festival, the Council has a range of exciting events spread throughout the winter. KidsFest kicks off the winter school holidays on Saturday 9 July. The perennial favourite features a programme of over 200 activities and events held across the region. The winter school holidays will go off with a bang with the Winter Fireworks Spectacular set for Saturday 9 July in New Brighton. There will be a park and ride bus service running from Eastgate Mall to New Brighton between 4:30pm – 6:30pm, with return rides from 7:30pm – 9:30pm on Saturday 9 July. We’ve arranged with the Eastgate Mall team to allow anyone who attends the event to park in the carpark from 4.30pm. We’ll also have our team on site at Eastgate to help direct people across Buckleys Road and on to the waiting charter buses. Go Live Festival rounds out the winter programme, with two nights of concerts and an afternoon of Industry Talks. Matariki at city librariesLearn about Matariki and take part in a range of fun, educational activities at Christchurch Libraries throughout the month of June. From colouring sheets, to story times with Matariki kōrero (stories) and waiata (songs), afterschool activity zones and whānau days, there’s something for everyone – and it’s all free. Come along to the free Whanau Day at Tūranga on Saturday 18 June, 10 am-2.40pm. Learn about Matariki nd take part of a rage of fun, educational activities.
