Arkansas Becomes 10th State to Adopt SLIP+ for Surplus Lines Reporting and Payments 

Little Rock, AR — The Arkansas Insurance Department is adopting SLIP+ for the reporting and payment of all Arkansas surplus lines premium taxes beginning January 1, 2027.

“We are excited to support the Arkansas Insurance Department and the state’s surplus lines broker community through this important transition,” said Tiffany Andersen, Director of State Client Services. “Our team is committed to providing the guidance, resources, and hands-on support brokers and filers need to feel confident as they begin reporting and making payments through SLIP+.”

Arkansas marks an important milestone for SLIP+, becoming the 10th state outside of Florida to adopt the platform and brings SLIP+ to double-digit participation. Arkansas follows Louisiana, which joined the platform on July 1, 2026.

“Reaching our 10th state outside of Florida is an important milestone for SLIP+ and reflects the growing value of a multi-state platform designed to bring greater consistency and efficiency to surplus lines filing,” said Mark Shealy, Executive Director of the Florida Surplus Lines Service Office. “With Arkansas joining the platform, surplus lines professionals will have access to a more streamlined reporting and payment process, while regulators benefit from a system built to support transparency, data consistency, and informed oversight. This continued growth highlights the role SLIP+ can play in supporting a more unified filing environment across states."

For Arkansas surplus lines policies and endorsements with effective dates on or after January 1, 2027, Arkansas reporting will move to SLIP+ for States. Filings submitted through the platform will include the 4% surplus lines premium tax required under Ark. Code Ann. § 23-65-315, along with a 0.175% transaction fee on the gross premium. Premium taxes and transaction fees will be paid through SLIP+ via ACH debit. 

Policies and endorsements effective prior to January 1, 2027, should continue to be reported to the Arkansas Insurance Department through the OPTins platform. 

Additional information, implementation timelines, and filing guidance for Arkansas surplus lines brokers and filers will be made available ahead of the January 1, 2027, go-live date. Training resources and detailed reporting requirements will be published through the Arkansas Insurance Department and on the Arkansas state page of the SLIP+ website at https://slipplus.com/states/arkansas/
