Alternative Collection System

A municipality is a producer if they are equal to or above the revenue threshold. Producers who are above the material supply threshold are obligated to meet management requirements, starting July 1, 2023.

A municipality can rely on their Blue Box Program to establish an alternative collection system to meet management requirements under the Blue Box Regulation. The steps for this process are summarized in a CIF guidance document that includes a sample data gathering form. The data gathering form is in a separate file available for you to complete and send to RPRA. 

Both the guidance document and form file are located on the CIF Transition Portal

Once the form is completed, your municipality must:

1. Submit the form to RPRA’s compliance and registry team (registry@rpra.ca)
2. Work with RPRA to determine if the information provided is sufficient
3. Have further discussions with RPRA to confirm the alternate collection system.
