Resource management fee changes

Some of our resource management fees are set to change from next month. 

The proposed fees have been through the Long Term Plan consultation process and, if approved by the Council this week, they’ll come into effect for all applications lodged from 1 July 2024 onwards.

Key changes

  • Increased deposits for most of our land use consent categories, outline plans and waivers, notices of requirement for minor alteration to designations, and within-scope amendments. The deposits for subdivisions and notified applications are not changing.
  • A lower deposit for home occupations, which were previously charged the general non-residential application deposit.
  • A lower fee for full surrender of consent (s138), as these are more straightforward than partial surrenders.
  • Removal of the deposit for marginal/temporary non-compliances (s87BB). These are not available on application, so instead we charge actual costs on completion. 
  • Hourly rate increases for all positions, which are now more consistent with the building consent rates and reflect the increased costs of operating the resource consenting service. 
  • Increased fixed fees for floor level and wastewater certificates, which are based on one hour of an administration officer's time.
  • Small increases to administration and inspection fees for monitoring of conditions.

Deposit increases

While some of the deposit increases are quite significant, the actual costs will continue to be calculated when processing is complete.

Most of the land use application deposits haven’t changed since 2018 and no longer reflect the average cost of processing.

The new deposit amounts should give applicants a better upfront indication of the cost of processing these types of applications.
