FSLSO Compliance Review Refresher
All licensed and appointed resident and nonresident surplus lines agents are subject to a Compliance Review at least once every three years. These reviews include a basic verification of information such as policy premiums, tax, fee, and assessment calculations, as well as statutorily required disclosures and supporting documentation. The following documentation must be provided for policies that have been selected for review:

Production Ledger Review Refresher
The Production Ledger Review program is a process by which we verify agency production ledgers supplied by the agent against the data the agent has filed with the FSLSO. Production Ledger Reviews are completed on resident and nonresident Florida surplus lines agents at least once every three years. Production Ledger Reviews are generally scheduled to coincide with the agent’s Compliance Review. The production ledger for the requested time period must be forwarded to FSLSO via email, in an Excel format only. The production ledger should include a complete list of only non-admitted (surplus lines) Florida business written. The file should include the following data elements for each transaction, at a minimum:
FSLSO staff review unmatched transactions and work to reconcile differences between the production ledger and filed records. If additional information is needed, FSLSO will contact the agency to clarify reporting discrepancies or obtain supporting documentation. SLIP+ Policy Transfers
Florida surplus lines agents submitting a Transfer of Business request should take a few minutes to confirm the form is complete before sending it to FSLSO Agent Services. Whether the request involves a single policy, multiple policies or a global transfer, selecting the correct transfer type and providing the required information helps prevent processing delays.
Completed Transfer of Business forms should be emailed to FSLSO Agent Services at agent.services@fslso.com.
UMR Reminder
As previously announced, effective July 1, 2026, the Florida Surplus Lines Service Office (FSLSO) implemented updated data requirements for SLIP+ and batch filing for agents and independently procured coverage (IPC) filers. This update included a new required data element and a mandatory version upgrade for batch filing.
Effective July 1, 2026, a Unique Market Reference (UMR) must be provided for all transactions where Underwriters at Lloyd’s, London (NAIC AA1122000) is the designated insurer. The UMR is required for all transactions submitted on or after July 1, 2026, regardless of the policy effective date. Again, the UMR will only be required for transactions where Lloyd’s is the designated insurer.
