NIH Data Management and Sharing Plan (effective 1/25/2023)

The NIH will be implementing a new Data Management and Sharing (DMS) policy as part of their Forms-H rollout. This policy requires all applicants planning to generate scientific data to prepare and submit a DMS plan at application. Costs supporting activities proposed in the DMS Plan must be identified as “Data Management and Sharing Costs” in the budget and included within the budget justification per NOT-OD-22-189. Forms-H is targeted to go live in eBridge on Dec. 17 and will be a requirement for all applications due on/after Jan. 25, 2023. The Data Management and Sharing plan replaces the “Resource Sharing Plan” that is currently required for most NIH applications.

Clinical Research Tip of the Month

MCW Defined Public Data Sets

Per 45 CFR 46.101, research using certain publicly available data sets does not involve “human subjects”. The data contained within these specific data sets are neither identifiable nor private and thus do not meet the federal definition of “human subject” as defined in 45 CFR 46.102. Therefore these research projects do not need to be reviewed and approved by the IRB. The MCW HRPP office has worked with a number of investigators to identify and classify numerous data sets as "publicly available data sets" or "restricted use data sets".
