Lots of great points were shared on how we should interpret ‘levelling up’ and why heritage organisations should engage with it, who to partner with, what risks should be taken into account. COP26The COP26 UN Climate Summit has now ended. The conference culminated with an agreed final text, setting out key global targets to cut emissions and meet international climate targets. Some of the key commitments include:
On Monday, the Prime Minister gave a statement to the House of Commons on COP26, in which he praised the success of the summit in uniting countries under a common goal of acting to stop global levels from reaching above 1.5 degrees and in uniting countries to begin the end of coal use worldwide. On 8 November, a discussion was held on 'International Cultural Heritage, Adaptation and Resilience: From Rome to Glasgow', where the Culture Secretary Nadine Dorries joined the Italian Culture Ministry, Climate Heritage, Google Arts & Culture and Historic Environment Forum Scotland to discuss the need to protect cultural heritage globally, (watch it back here). The coordinator of the Climate Heritage Network (of which the Heritage Alliance and many of our members are part), Andrew Potts, stressed that "the role of culture needs to be elevated in the global climate change conversation". Heritage Alliance Members at COP26 Deputy Chair of the Heritage Alliance and Historic Environment Director at the National Trust, Ingrid Samuel, has written a blog to share her experiences at COP26. Icon's [Alliance member] Chief Executive Sara Crofts has also shared reflections on the Climate resilience Heritage summit, held on 27 October ahead of the opening of COP26, hosted by Historic Environment Scotland in partnership with Cadw, Historic England, English Heritage, The National Trust, The Department for Communities for Northern Ireland, and The National Trust for Scotland. COVID-19Social & Sector ImpactsResults from the most recent ONS Opinions and Lifestyle Survey (20 to 31 October) continue to show a gradual decrease in people reporting they always or often maintained social distancing when outside their home (now at 39%), despite most adults (85%) feeling that social distancing from people outside their household is important/ very important. Working at home levels remain consistent (with 70% reporting travelling to work at some point in the last 7 days). And the stats show that in the past two weeks, 12% of adults bought items for Christmas that they would usually purchase later in the year. The final statistics from the Coronavirus Job Retention scheme (CJRS) have now been released. By the end of the scheme (30 September), 1.14m people were still on furlough, with 9% of employees on furlough from the arts, entertainment and recreation, and accommodation and food services sectors. We continue to collate relevant guidance for the sector in our COVID-19 Hub. DCMS & CultureLatest Culture Recovery Fund AwardsThe third round of Culture Recovery Fund has now been awarded, with 925 cultural organisations supported by £107 million through the two funding strands: Emergency Resource Support (Strand One) and Continuity Support (Strand Two). Among those awarded was Alliance Member The Restoration Trust, which received Continuity Support funding. Further awards are expected to be announced in the coming months. Arts Council England Volunteering Futures FundDCMS is working with Arts Council England (ACE) have launched the Volunteering Futures fund, with a core objective of supporting young people and people who experience barriers to volunteering, to build their skills, well-being and social networks through volunteering. The fund will enable people to get involved in volunteering activities across the arts, heritage, museums, libraries, sport and physical activity, youth and other community settings. Eligible projects can apply for £100,001 or over and the total amount available is £4.7million. The portal opens for expressions of interest on 22 November, with a deadline of 7 December. Full applications will then be invited in January. Independent Inquiry on the National Lottery Community FundDCMS has published a summary of findings and recommendations from the independent inquiry on the National Lottery Community Fund, to which the Heritage Alliance submitted a response. The inquiry found that there was "a lack of clarity over the Fund's operational independence and the extent of the involvement of DCMS as its sponsor department". National Museum Visits DataDCMS has released the latest data set on visitor numbers to DCMS-sponsored museums and galleries between July and September 2021. During this period, there were a total of 5.1 million visits to the DCMS-sponsored museums and galleries. This was more than three and half times the number of visitors compared to the same period in 2020 (1.4 million), but nevertheless down 64% compared to the corresponding period in 2019. Cultural Objects (Protection from Seizure) BillThe Cultural Objects (Protection from Seizure) Bill has now reached committee stage in House of Commons. If enacted, this Private Members' Bill from Mel Stride would amend Part 6 of the Tribunals, Courts and Enforcement Act 2007 to increase the period in which cultural objects temporary in the UK can be protected from seizure or forfeiture in certain circumstances by an additional 3 months, subject to certain conditions. Heritage Minister Nigel Huddleston has publicly supported this Bill. PlanningOral Evidence on the Work of DLUHCOn 8 November, Housing Minister Michael Gove gave oral evidence on the Work of the Department for Levelling Up, Housing and Communities (DLUHC), in which he responded to questions on meeting the level of funding from the EU and funding through the Shared Prosperity Fund and the Levelling Up Fund. New Funding for Housing & InfrastructureDLUHC has announced that £624 million of loan funding will now be made available for house builders, including SMEs, to support the creation of thousands of new homes. The loan funding includes improving vital infrastructure including transport links and schools to support their delivery, as well as an intention to "redevelop underused land" on brownfield sites. Levelling Up Fund - Successful Bidders AnnouncedA reminder that DLUHC has also announced the first round of successful bids through the £4.8 billion Levelling Up Fund. The successful bids for the UK Community Renewal Fund have also now been published, and a full list of successful recipients can be found here. All the guidance on both these funds and the Community Ownership Fund is available as a collection on the Government website. EnvironmentEnvironment Bill Granted Royal AssentRoyal Assent was granted to the Environment Bill on 9 November. Key provisions include the creation of the new post-Brexit watchdog, the Office for Environmental Protection (OEP), a new mandate on deforestation for UK businesses importing forest-risk commodities and bans on single use plastic items. The Heritage Alliance continues to push for heritage to be included in the Act’s guidance or explanatory notes and we have been invited to sit in on the OEP’s stakeholder group. Heat & Historic BuildingsA reminder that on 19 October the Government published details of its Heat and Buildings Strategy, which sets out a plan to significantly cut carbon emissions from the UK’s 30 million homes and workplaces across the country. The Heritage Alliance joins heritage organisations responding to the two open BEIS consultations on Phasing Out the Installation of Fossil Fuel Heating in Homes off the Gas Grid and Phasing out fossil fuels on business and public buildings, both of which have a closing date of 12 January. TransportInvestment in England's Rail NetworksThe Government has announced the "biggest ever public investment in Britain’s rail network", which will see £96 billion of funding designated for rail construction and upgrades for the Midlands and the North of England. The Integrated Rail Plan (IRP) published yesterday is intended to transform east to west and north to south links in England and will see 3 new high-speed lines built, with aims to improve rail services to and between the East and West Midlands, Yorkshire and the North West. The plans see a change come to HS2 Phase 2b, with the line to the East now expected to end at East Midlands Parkway rather than a new hub at Toton, and plans for the upper section to continue up to Leeds cancelled. The transport secretary, Grant Shapps has said that the changes and investment would bring better rail connections and infrastructure for passengers much sooner that the "outdated vision" set out in the earlier plans. Brexit & ImmigrationUpdated Touring Guidance for Arts ProfessionalsDCMS has updated its guidance for artists, creative team members and production staff looking to work, perform or tour in an EU country, Switzerland, Norway, Iceland or Lichtenstein. The guidance covers visa/work permits, transporting equipment to be used as part of the production, transporting commercial goods, haulage and Social Security and income tax. The guidance has also been updated for artists, specialists, museum professionals and exhibitors looking to work, travel between art fairs, or tour in in those countries, which includes advice on transporting works of art, cultural objects or other objects for exhibition. Section 4 has been updated with additional information about bringing commercial goods into Great Britain. Parliamentary & Other Government NewsAlso this fortnight:The Government has introduced new measures in a Bill to assist commercial landlords and tenants in resolving rent debts resulting from the COVID-19 pandemic. A House of Lords Debate on Clause 46 of the Police, Crime, Sentencing and Courts Bill was held on 1 November. The Clause refers to the penalty for damaging a 'memorial' and certain associated objects. The debate starts art column 1016. A formal evidence session was held on Wednesday (17 November) to discuss the sustainability of the built environment, held by the Environmental Audit Committee. Further sessions are scheduled for 24 and 25 November. The Government has unveiled a prototype for an electric vehicle (EV) chargepoint, designed by product designers PA Consulting in collaboration with the Royal College of Art (RCA). This is being created in line with the Government's push to phase out new petrol and diesel cars by 2030. The DfT has hopes to “build one of the most convenient, affordable and reliable charging networks in the world”. FundingThe deadline for The Centre for Cultural Values’ fund to support the development of collaborative research projects between the cultural sector and academic researchers is 24 November (EOI). Online applications will be being accepted for the Arts Council England Capital Investment Programme from next week (10 November) until 13 December. Land owners, land managers and public bodies can apply to the England Woodland Creation Offer (EWCO) for support to create new woodland, including through natural colonisation, on areas as small as 1 hectare. Arts Council England has announced that applications to join its list of National Portfolio organisations will open on Monday 22 February 2022, with an application deadline of Tuesday 26th April 2022. Funded by the National Lottery Heritage Fund [Alliance member] and led by Cause4, this is a brilliant free opportunity for organisations to come together and learn essential skills in business planning, audience development, leadership and change management. £7million Legacy for Nature & CommunitiesThe National Lottery Heritage Fund [Alliance member] has just announced a major upcoming investment to mark the Queen’s Platinum Jubilee in June 2022. The National Lottery will be providing a funding package of £7million to mark Her Majesty's 70 years on the throne. The investment will be divided between £5m allocated to help communities across the UK re-connect with nature and £2m to support paid traineeships to support young people to take up careers in natural heritage. Our charity number is 1094793 Supporting Decolonisation in MuseumsThe Museums Association (MA) has published new guidance on Supporting Decolonisation in Museums, which aims to cover all areas of practice and includes sections on collaboration, collections and workforce. The guidance, produced by the MA's Decolonisation Guidance Working Group, with support from the Ethics Committee and a range of critical friends, offers prompts for thinking, discussion and action, recognising there is no single 'right' way to decolonise museums. Museums Change Lives Awards 2021In more Museums Association news, the winners of the Museums Change Lives Awards 2021 have now been announced. The Radical Changemaker Award went to Sam Bowen, Course Director at GEM [Alliance Member], for her work on Special Educational Needs and Disability in Museums through the course “Developing SEND-Inclusive Learning with Confidence”. The winner of the Best Small Museum Project was The Scottish Crannog Centre for their apprenticeship scheme 'They Might Be Giants!', the winner of the Digital Engagement Award was The Mixed Museum for their project 'Brown Babies' and the winner of the Best Museums Change Lives Project was the National Justice Museum for 'Make It Yours: Workshops in an Envelope'. Applications Open for New Clore Leadership ProgrammesApplications are now open for the next Emerging Leaders and Leadership Pulse Courses for Spring 2022, with a closing date on Tuesday 23 November 2021. A range of course fee bursaries are available for eligible applicants from groups underrepresented in cultural leadership as well as those working in specific artform or geographic areas. Impact of Covid-19 on the Cultural WorkforceMembers of Arts Council England and AIM [Alliance member] are being invited to share their experiences of how the COVID-19 pandemic has impacted them. To understand the extent of this in more detail, Arts Council England has commissioned ICM Unlimited to undertake the largest independent research survey of its kind to explore the impact of the pandemic on those working in the cultural sector. The deadline for responses is 23 November. UK Heritage PulseThe National Lottery Heritage Fund [Alliance member] has launched a new, collaborative data and insight project: UK Heritage Pulse, in partnership with Historic England. Heritage organisations are invited to join a panel of professionals who will participate in research that will directly inform "policy, recovery and the reinvention of the sector post-Covid". Guidance on Conserving War Memorial InscriptionsHistoric England has released new guidance on conserving inscriptions on war memorials. This technical advice illustrates the types of inscriptions commonly found and explains how and why they deteriorate, as well as setting out best practice for their conservation.
