The header image for this issue is of Kenwood House in North London (credit: English Heritage). English Heritage [Alliance member] worked with Ecclesiastical [Alliance Corporate Partner] and technology firm Shepherd on a pilot to install self-contained sensors to discreetly monitor the building and environmental factors in real time, allowing the team to respond to risks and understand, manage and reduce electricity, gas and water consumption to lower costs and reduce carbon footprint. 

This project features among the numerous case studies from English Heritage [Alliance member] in the new report ‘Heritage Responds’ from the Historic Environment Forum.     What Does 'Levelling Up' Mean for the Heritage Sector?

    Booking is now open for our upcoming Heritage Debate, which this year will be taking place on 30 November (10am - 12pm), on the topic of 'Levelling Up': What Does it Mean for Heritage?

    The discussion will be chaired by the Alliance's new Chair Pam Alexander OBE, and will bring together panellists from across the sector to discuss, debate and put forward a range of perspectives.

    Policy Updates

    This fortnight:

    • In the run up to Christmas and as the Job Retention Scheme has ended we are gathering information on any issues Alliance Members may be facing. There will be another meeting of the Heritage Council on 7 December, and our CEO Lizzie will be representing the independent heritage sector on this forum. We encourage Alliance Members to share their views and evidence with us by 1 December.
    • We continue to keep a watch for next steps on the response to the planning white paper; it looks increasingly likely that planning will be included in a Levelling Up Bill next year, along with a review of the National Planning Policy Framework.
    • We also continue to look out for developments around the future of Environmental Land Management and the Environment (now) Act to feature on the agenda. And following the Spending Review, we wait detail on what this will mean for DCMS or the Arms Length Bodies in the cultural sphere.
    • We are have submitted a response to the Government’s consultation on Supporting Defence Infrastructure and the Future of Time-Limited Permitted Development Rights, and to DEFRA’s consultation on the Approach to Beaver Reintroduction and Management in England.
    • We are now preparing a response to BEIS consultations on Phasing Out the Installation of Fossil Fuel Heating in Homes off the Gas Grid and Phasing out fossil fuels on business and public buildings, both of which have a closing date of 12 January.

    #HeritageChat

    Ahead of the Alliance’s Heritage Debate, November’s #HeritageChat discussed Heritage & Levelling Up. Thanks to Owain Lloyd-James (Historic England) who helped us facilitate the chat.

    Lots of great points were shared on how we should interpret ‘levelling up’ and why heritage organisations should engage with it, who to partner with, what risks should be taken into account. Participants also shared a wide range of successful case studies. You can read the summary of the chat here.

    The next #HeritageChat will be on 21 December. We’ll celebrate what the sector has achieved in 2021 – we can’t believe it’s already the end of the year!

    For over a decade, these awards have celebrated the incredible contribution of volunteers in the heritage sector. They are an opportunity to showcase and celebrate the vital role of volunteers across the breadth of the heritage sector.

    COP26

    The COP26 UN Climate Summit has now ended. The conference culminated with an agreed final text, setting out key global targets to cut emissions and meet international climate targets. 

    Some of the key commitments include:

    • Making countries submit more ambitious plans to cut carbon emissions by the end of 2022
    • Increasing climate finance “beyond $100bn a year” to help poorer countries to cope with the effects of climate change
    • 100+ countries have agreed on a scheme to cut 30% of current methane emissions by 2030
    • 450+ financial organisations have agreed to back “clean” technology, such as renewable energy, and direct investment away from industries which burn fossil fuels
    • 40+ countries have agreed to shift away from coal
    • Leaders from 100+ countries pledged to end deforestation by 2030

    On Monday, the Prime Minister gave a statement to the House of Commons on COP26, in which he praised the success of the summit in uniting countries under a common goal of acting to stop global levels from reaching above 1.5 degrees and in uniting countries to begin the end of coal use worldwide.

    On 8 November, a discussion was held on 'International Cultural Heritage, Adaptation and Resilience: From Rome to Glasgow', where the Culture Secretary Nadine Dorries joined the Italian Culture Ministry, Climate Heritage, Google Arts & Culture and Historic Environment Forum Scotland to discuss the need to protect cultural heritage globally, (watch it back here).

    The coordinator of the Climate Heritage Network (of which the Heritage Alliance and many of our members are part), Andrew Potts, stressed that "the role of culture needs to be elevated in the global climate change conversation".

       

      Heritage Alliance Members at COP26

      Deputy Chair of the Heritage Alliance and Historic Environment Director at the National Trust, Ingrid Samuel, has written a blog to share her experiences at COP26.

      Icon's [Alliance member] Chief Executive Sara Crofts has also shared reflections on the Climate resilience Heritage summit, held on 27 October ahead of the opening of COP26, hosted by Historic Environment Scotland in partnership with Cadw, Historic England, English Heritage, The National Trust, The Department for Communities for Northern Ireland, and The National Trust for Scotland.

      In related news from the sector:

      • The National Museum Directors’ Council (NMDC) has published a new report 'Green Museums: Tackling the Climate Crisis', which sets out how museums are responding to the climate emergency. The report presents case studies from museums within the NMDC membership across three themes: research, public engagement and greening estates and operations.

      • The AHRC has launched a Museums & Climate toolkit, with all resources available to download free at www.museumsforclimateaction.org.

      • Julie’s Bicycle has called on governments to address the gap between culture and environment policy.

      • It has been reported that one fifth of National Portfolio Organisations have failed to provide environmental monitoring data more than 1,200 times since this became a funding condition from Arts Council England.

      • Arts Council England has just unveiled the first stage of its environmental policy and action plan guidelines, as well as new guidance for applying for National Lottery Project Grants when the refreshed programme will open for applications on 22 November.

       

      Updated Kickstart Guidance

      The DWP has produced a one-page guidance document with '5 tips for filling a kickstart vacancy'. The tips are:

      1. Make sure you know who at the local Jobcentre can support your recruitment process.
      2. Re-read your job description.
      3. You can promote your own job.
      4. Have you thought about streamlining the application process to find good quality candidates more quickly?
      5. When you get a referral from a young person interested in your Kickstart vacancy make sure you act on it quickly.
       

      COVID-19

       

      Social & Sector Impacts

      Results from the most recent ONS Opinions and Lifestyle Survey (20 to 31 October) continue to show a gradual decrease in people reporting they always or often maintained social distancing when outside their home (now at 39%), despite most adults (85%) feeling that social distancing from people outside their household is important/ very important. Working at home levels remain consistent (with 70% reporting travelling to work at some point in the last 7 days). And the stats show that in the past two weeks, 12% of adults bought items for Christmas that they would usually purchase later in the year.

      The final statistics from the Coronavirus Job Retention scheme (CJRS) have now been released. By the end of the scheme (30 September), 1.14m people were still on furlough, with 9% of employees on furlough from the arts, entertainment and recreation, and accommodation and food services sectors.

       

      Guidance

      The latest guidance includes:​

      • Working Safely During Coronavirus Guidance: Events and Attractions (Updated 9 November - amends to information in sections on priority actions and additional information on ventilation, self-isolation, cases in the workplace and equality in the workplace).
      • Working Safely During Coronavirus Guidance: Hotels and Guest Accommodation (Updated 9 November - as above).
      • The DHSC has launched a new public campaign "Stop Covid Hanging Around", with a film demonstrating the impact of ventilation on reducing COVID-19 levels.
      • Guidance On Travel Into England (updated 8 November)
      • And a reminder that HMRC has published an online checking service to help people who may have to pay back some of their SEISS grant.

      DCMS & Culture

       

      Latest Culture Recovery Fund Awards

      The third round of Culture Recovery Fund has now been awarded, with 925 cultural organisations supported by £107 million through the two funding strands: Emergency Resource Support (Strand One) and Continuity Support (Strand Two). Among those awarded was Alliance Member The Restoration Trust, which received Continuity Support funding. Further awards are expected to be announced in the coming months.

       

      Arts Council England Volunteering Futures Fund

      DCMS is working with Arts Council England (ACE) have launched the Volunteering Futures fund, with a core objective of  supporting young people and people who experience barriers to volunteering, to build their skills, well-being and social networks through volunteering.

      The fund will enable people to get involved in volunteering activities across the arts, heritage, museums, libraries, sport and physical activity, youth and other community settings. Eligible projects can apply for £100,001 or over and the total amount available is £4.7million.

      The portal opens for expressions of interest on 22 November, with a deadline of 7 December. Full applications will then be invited in January. 

       

      Independent Inquiry on the National Lottery Community Fund

      DCMS has published a summary of findings and recommendations from the independent inquiry on the National Lottery Community Fund, to which the Heritage Alliance submitted a response.

      The inquiry found that there was "a lack of clarity over the Fund's operational independence and the extent of the involvement of DCMS as its sponsor department".

       

      National Museum Visits Data

      DCMS has released the latest data set on visitor numbers to DCMS-sponsored museums and galleries between July and September 2021.

      During this period, there were a total of 5.1 million visits to the DCMS-sponsored museums and galleries. This was more than three and half times the number of visitors compared to the same period in 2020 (1.4 million), but nevertheless down 64% compared to the corresponding period in 2019.

       

      Cultural Objects (Protection from Seizure) Bill

      The Cultural Objects (Protection from Seizure) Bill has now reached committee stage in House of Commons. If enacted, this Private Members' Bill from Mel Stride would amend Part 6 of the Tribunals, Courts and Enforcement Act 2007 to increase the period in which cultural objects temporary in the UK can be protected from seizure or forfeiture in certain circumstances by an additional 3 months, subject to certain conditions.

      Heritage Minister Nigel Huddleston has publicly supported this Bill.  

       

      Planning

       

      Oral Evidence on the Work of DLUHC

      On 8 November, Housing Minister Michael Gove gave oral evidence on the Work of the Department for Levelling Up, Housing and Communities (DLUHC), in which he responded to questions on meeting the level of funding from the EU and funding through the Shared Prosperity Fund and the Levelling Up Fund.

       

      New Funding for Housing & Infrastructure

      DLUHC has announced that £624 million of loan funding will now be made available for house builders, including SMEs, to support the creation of thousands of new homes. The loan funding includes improving vital infrastructure including transport links and schools to support their delivery, as well as an intention to "redevelop underused land" on brownfield sites.

       

      Levelling Up Fund - Successful Bidders Announced

      A reminder that DLUHC has also announced the first round of successful bids through the £4.8 billion Levelling Up Fund. The successful bids for the UK Community Renewal Fund have also now been published, and a full list of successful recipients can be found here. All the guidance on both these funds and the Community Ownership Fund is available as a collection on the Government website.

      Environment

       

      Environment Bill Granted Royal Assent

      Royal Assent was granted to the Environment Bill on 9 November. Key provisions include the creation of the new post-Brexit watchdog, the Office for Environmental Protection (OEP), a new mandate on deforestation for UK businesses importing forest-risk commodities and bans on single use plastic items.

      The Heritage Alliance continues to push for heritage to be included in the Act’s guidance or explanatory notes and we have been invited to sit in on the OEP’s stakeholder group.

       

      Heat & Historic Buildings

      A reminder that on 19 October the Government published details of its Heat and Buildings Strategy, which sets out a plan to significantly cut carbon emissions from the UK’s 30 million homes and workplaces across the country.

      The Heritage Alliance joins heritage organisations responding to the two open BEIS consultations on Phasing Out the Installation of Fossil Fuel Heating in Homes off the Gas Grid and Phasing out fossil fuels on business and public buildings, both of which have a closing date of 12 January.

      Transport

       

      Investment in England's Rail Networks

      The Government has announced the "biggest ever public investment in Britain’s rail network", which will see £96 billion of funding designated for rail construction and upgrades for the Midlands and the North of England.

      The Integrated Rail Plan (IRP) published yesterday is intended to transform east to west and north to south links in England and will see 3 new high-speed lines built, with aims to improve rail services to and between the East and West Midlands, Yorkshire and the North West.

      The plans see a change come to HS2 Phase 2b, with the line to the East now expected to end at East Midlands Parkway rather than a new hub at Toton, and plans for the upper section to continue up to Leeds cancelled. The transport secretary, Grant Shapps has said that the changes and investment would bring better rail connections and infrastructure for passengers much sooner that the "outdated vision" set out in the earlier plans.

      Brexit & Immigration

       

      Updated Touring Guidance for Arts Professionals

      DCMS has updated its guidance for artists, creative team members and production staff looking to work, perform or tour in an EU country, Switzerland, Norway, Iceland or Lichtenstein. The guidance covers visa/work permits, transporting equipment to be used as part of the production, transporting commercial goods, haulage and Social Security and income tax. 

      The guidance has also been updated for artists, specialists, museum professionals and exhibitors looking to work, travel between art fairs, or tour in in those countries, which includes advice on transporting works of art, cultural objects or other objects for exhibition. Section 4 has been updated with additional information about bringing commercial goods into Great Britain.

      Parliamentary & Other Government News

       

      Also this fortnight:

      The Government has introduced new measures in a Bill to assist commercial landlords and tenants in resolving rent debts resulting from the COVID-19 pandemic.

      A House of Lords Debate on Clause 46 of the Police, Crime, Sentencing and Courts Bill was held on 1 November. The Clause refers to the penalty for damaging a 'memorial' and certain associated objects. The debate starts art column 1016.

      A formal evidence session was held on Wednesday (17 November) to discuss the sustainability of the built environment, held by the Environmental Audit Committee. Further sessions are scheduled for 24 and 25 November.

      The Government has unveiled a prototype for an electric vehicle (EV) chargepoint, designed by product designers PA Consulting in collaboration with the Royal College of Art (RCA). This is being created in line with the Government's push to phase out new petrol and diesel cars by 2030. The DfT has hopes to “build one of the most convenient, affordable and reliable charging networks in the world”.

       

      Funding

       

      The deadline for The Centre for Cultural Values’ fund to support the development of collaborative research projects between the cultural sector and academic researchers is 24 November (EOI).

      Online applications will be being accepted for the Arts Council England Capital Investment Programme from next week (10 November) until 13 December.

      Land owners, land managers and public bodies can apply to the England Woodland Creation Offer (EWCO) for support to create new woodland, including through natural colonisation, on areas as small as 1 hectare.

      Arts Council England has announced that applications to join its list of National Portfolio organisations will open on Monday 22 February 2022, with an application deadline of Tuesday 26th April 2022.

      £7million Legacy for Nature & Communities

      The National Lottery Heritage Fund [Alliance member] has just announced a major upcoming investment to mark the Queen’s Platinum Jubilee in June 2022.

      The National Lottery will be providing a funding package of £7million to mark Her Majesty's 70 years on the throne. The investment will be divided between £5m allocated to help communities across the UK re-connect with nature and £2m to support paid traineeships to support young people to take up careers in natural heritage.

       

      Nominate a Charity to Receive £1000 to Support their Work

      It is time again for the annual 12 Days of Giving campaign from Ecclesiastical Insurance Group [Alliance Corporate Partner]. The campaign will again see a share of £120,000 given to 120 nominated charities over 12 days, with a draw taking place each weekday from 6 - 21 December 2021.

      Supporting Decolonisation in Museums

      The Museums Association (MA) has published new guidance on Supporting Decolonisation in Museums, which aims to cover all areas of practice and includes sections on collaboration, collections and workforce.

      The guidance, produced by the MA's Decolonisation Guidance Working Group, with support from the Ethics Committee and a range of critical friends, offers prompts for thinking, discussion and action, recognising there is no single 'right' way to decolonise museums.  

       

      Museums Change Lives Awards 2021

      In more Museums Association news, the winners of the Museums Change Lives Awards 2021 have now been announced.

      The Radical Changemaker Award went to Sam Bowen, Course Director at GEM [Alliance Member], for her work on Special Educational Needs and Disability in Museums through the course “Developing SEND-Inclusive Learning with Confidence”.

      The winner of the Best Small Museum Project was The Scottish Crannog Centre for their apprenticeship scheme 'They Might Be Giants!', the winner of the Digital Engagement Award was The Mixed Museum for their project 'Brown Babies' and the winner of the Best Museums Change Lives Project was the National Justice Museum for 'Make It Yours: Workshops in an Envelope'.

       

      Applications Open for New Clore Leadership Programmes

      Applications are now open for the next Emerging Leaders and Leadership Pulse Courses for Spring 2022, with a closing date on Tuesday 23 November 2021.

      A range of course fee bursaries are available for eligible applicants from groups underrepresented in cultural leadership as well as those working in specific artform or geographic areas. Further details about the awards can be found here.

       

      Impact of Covid-19 on the Cultural Workforce

      Members of Arts Council England and AIM [Alliance member] are being invited to share their experiences of how the COVID-19 pandemic has impacted them. 

      To understand the extent of this in more detail, Arts Council England has commissioned ICM Unlimited to undertake the largest independent research survey of its kind to explore the impact of the pandemic on those working in the cultural sector. The deadline for responses is 23 November.

       

      UK Heritage Pulse

      The National Lottery Heritage Fund [Alliance member] has launched a new, collaborative data and insight project: UK Heritage Pulse, in partnership with Historic England. Heritage organisations are invited to join a panel of professionals who will participate in research that will directly inform "policy, recovery and the reinvention of the sector post-Covid".

       

      Guidance on Conserving War Memorial Inscriptions

      Historic England has released new guidance on conserving inscriptions on war memorials. This technical advice illustrates the types of inscriptions commonly found and explains how and why they deteriorate, as well as setting out best practice for their conservation.

      The National Churches Trust [Alliance member] is celebrating over 50 years of working with The Pilgrim Trust [Alliance member] in their commitment to help churches in the maintenance of their buildings.

      AIM Hallmark Grants

      AIM's [Alliance member] Hallmark Grants are open for applications until 31 January, supporting projects addressing their Tackling Inequality Hallmark.

      Sustainability at Wessex Archaeology

      Wessex Archaeology [Alliance member] has published its first Sustainability Strategy, which outlines the organisation's  commitment and ambition to reduce its impact on the planet and work with clients and partners to harness the vital contribution cultural heritage can bring to a wide range of social, economic and environmental goals.

       

      Archaeological Achievement Awards

      The shortlist for the Archaeological Achievement Awards has now been announced. This year's Awards include the introduction of 5 new award categories and the Annual Outstanding Archaeological Achievement Award.

      Historic Houses Awards 2021

      At the Historic Houses [Alliance member] National AGM in London this week, its latest round of awards were announced.

      In summary:

      • The public vote for the Garden of the Year Award went to Gordon Castle Walled Garden in Moray, and the Judge's Choice award went to Elton Hall in Cambridge.
      • Powderham Castle has received the Frances Garnham Award for Education.
      • Radbourne Hall has won the Restoration Award.
      • Browsholme Hall has won the first ever Sustainability Award.
       

      The Collections Award: Recognising Responding, Reimagining

      Historic Houses [Alliance member] has also announced the creation of a new award this year, in partnership with Dreweatts auctioneers, to celebrate the importance and evolution of the rich collections of Britain’s independently owned historic houses.

      The Collections Award will "honour the creators, owners, curators, researchers, and conservators who preserve, augment, restore and interpret these beautiful and significant objects, enabling the public to understand and enjoy them and the stories that they tell".

       

      War on the Waterways

      To commemorate Armistice Day, Canal & River Trust [Alliance member] celebrated the important role those same canals played during the war, and the impact that war had on the people, places and heritage of our canals and rivers.

       

      Over £1bn Needed to Make Theatre Buildings Sustainable

      Theatres Trust [Alliance member] has shared new research, carried out by AECOM, Avison Young, Bristow Consulting and Buro Happold, which reveals the extent of the work needed to make the UK’s theatre buildings sustainable.

      The second volume of the Theatre Green Book has now also been published, looking at how to make our theatres more sustainable.

       

      Recycling our Land: State of Brownfield 2021

      CPRE [Alliance member],  the countryside charity, has published a new report: ‘Recycling our land: state of brownfield 2021’.

      The organisation's latest research shows that brownfield sites could accommodate 1.3 million homes and reduce the pressure to build on the countryside. CPRE is calling on the Government to implement a 'brownfield first' policy.

       

      Archaeology & Construction: Good Practice

      Alliance members MOLA and CIfA have joined with heritage consultant Taryn Nixon to co-author the latest CIRIA guidance on 'Archaeology and Construction: Good Practice'.

      This guide is designed to be practical and includes step-by-step advice, emphasis on particular key messages and detailed, helpful checklists. It concisely explains underlying principles, planning and legal context (including how the planning system expects archaeology to create public benefits) and puts safety, health, environment and wellbeing at the foreground throughout.

       

      Natural Stone, Conservation & Delivering a More Sustainable Built Environment 

      The Stone Federation [Alliance member] has shared its latest blog, which sets out a conversation with Clara Willett, Architectural Conservator at Historic England all about natural stone and conservation and the part they have to play in delivering a more sustainable built environment.

      'Levelling Up': What Does it Mean for Heritage?

      The Heritage Alliance's 2021 Heritage Debate will be taking place on 30 November from 10am-12pm and will tackle the topic of 'levelling up' and what it means for heritage. This event will provide an opportunity for heritage professionals to discuss the role that the sector can help play in supporting 'levelling up' efforts across England.

      YCCC: The Conservation & Installation of Two Locomotives During the Pandemic​

      The YCCC’s (York Consortium for Conservation and Craftsmanship) ][Alliance member] autumn series of Second Tuesday Talks will conclude on 14 December, with a talk led by Wendy Somerville-Woodiwis, Senior Project Conservator at the National Railway Museum.

      In “The conservation and installation of two locomotives to Danum Museum during the pandemic: A good news story!” Wendy and her colleagues will discuss the challenges of installing locomotives during lockdown at a new Doncaster museum.

       

      COTAC Conference 2021 - Protecting Our World, Protecting Our Heritage ​

      A reminder that the upcoming COTAC (Council on Training in Architectural Conservation)[Alliance member] conference ‘Protecting our world, protecting our heritage’ will be taking place on the mornings of 23 and 24 November 2021.

      Day 1 will focus on challenges that climate change is bringing to our built heritage, and the potential impact of climate change mitigation on our built heritage. Day 2 will look at ways to support development of the training, skills, and expertise needed to protect the built heritage and reduce emissions of greenhouse gases.

       

      Why do Historic Places Matter

      Historic urban places matter economically, environmentally and socially. But more than that, they matter emotionally. Why? 

      SAVE Britain's Heritage [Alliance member] is hosting an online talk with Professor Rebecca Madgin on why people develop attachments to historic buildings and places. The event will take place on 24 November, 6-7pm, via Zoom.

      Developing a Fundraising Strategy

      On the 30 November, Heritage Digital Academy will be running a webinar on 'Developing a fundraising strategy for your heritage organisation'. This session will specifically benefit those in micro to medium sized organisations responsible for digital/fundraising. This webinar is open to all heritage organisations, whether or not they are taking part in Cohorts 1 and 2 of the project.

       

      CarringtonLIME Heritage Skills Training - Understanding Damp in Older Properties

      This half day workshop on 15 January from CarringtonLIME [Alliance member] will look at the most common reasons for damp in an older property, why a solid walled building needs to breath, and what can be done to remedy and prevent future damp issues.
