Non-Eligible Sources Depot Program Field Study Report & Templates Posted

Ontario’s New Blue Box Regulation (O.Reg 391/21) does not require producers to collect blue box materials from Industrial, Commercial & Institutional (IC&I) properties (except elementary/secondary schools and some long-term care/retirement homes). As a result, IC&I properties are ‘non-eligible’ sources. Historically, many communities have chosen to service some non-eligible sources, and then backed out tonnages and costs from the Resource Productivity and Recovery Authority (RPRA) Datacall. 

The Producer Responsibility Organizations (PROs) have stated that during the transition period, they will permit communities to continue collecting blue box materials from non-eligible sources and then charge back the associated collection and management costs, if arrangements are made.  Post transition, however, they will not allow blended collection of non-eligible sources and eligible sources. As part of this process, communities will need to determine the number of non-eligible sources serviced through the blue box program and make an informed decision on whether to continue servicing non-eligible sources, post transition. 

To that end, in November 2022, the CIF engaged with the Municipality of Dysart et al, located in Haliburton County in central Ontario. Dysart et al participated in a month-long field study at two of its staffed blue box depots to test methodology gleaned from the CIF Non-eligible Sources Collection Planning Workshop. The objective of this study was to provide learnings for communities to consider when determining the best option for their non-eligible sources at their depot(s), during and post transition.
