Rebuilding Heritage - Crisis Communications When we think of crisis, it’s often as something that appears out of nowhere, rocking long-standing assumptions and threatening the very existence of an organisation. These don’t just happen to big institutions on a national stage – a crisis can also play out in a small charity or local community, with results no less severe. Either way, crises can often be anticipated and prepared for. The new Crisis Communications Toolkit from Rebuilding Heritage offers a highly structured framework that will help you keep calm and take appropriate action, whatever the nature of your crisis. Redhills is the historic home of Durham Miners Association. The grade II listed miners’ hall is located in the centre of Durham city and was the home of a trade union representing more than one hundred thousand working miners. Lifting of RestrictionsAt the start of this week, the Government published its new Living With Covid Plan, which sets out a timeline and steps on how from 24 February, remaining legal restrictions around COVID-19 are being phased out. Scroll down to our Covid-19 section of Heritage Update below for a summary of the key details and the latest guidance for the sector. Plans to Redistribute ACE Funding & 'Level Up' Access to ArtsDCMS and Arts Council England (ACE) have announced plans for109 locations across England to be prioritised for new arts funding. These places, which have been identified as having historically had low investment in arts and culture, will be prioritised for funds distributed by ACE. This also impacts National Portfolio Organisation funding applications this year, as applicants who work in the 109 locations will be prioritised; an addendum to the applications guidance has been published on the ACE website. As part of the plans, cultural organisations in London will be offered financial support to expand their operations. This announcement follows initial detail set out in the Government's recently published Levelling Up White Paper, in line with the Government's commitment to raise cultural spending significantly outside of London. UK Shared Prosperity Fund - 'Pre-launch' GuidanceOn 2 February the Government published Pre-Launch Guidance for the UK Shared Prosperity Fund (UKSPF) alongside the Levelling Up White Paper. The UK Share Prosperity Fund (UKSPF) replaces the structural funding which the UK used to receive as a member of the European Union, for various programmes to boost economic development. The new guidance for the UKSPF sets out the vision and objectives of the fund, how the funding will be delivered, and how it will be accessed. We have produced a summary of the pre-launch guidance for heritage, ahead of a full Prospectus on the UKSPF, which will be published in the Spring. COVID-19Planned Lifting of Remaining RestrictionsThe Government's Living With Covid Plan, sets out how the remaining legal restrictions around COVID-19 will be phased out over the next month. The Plan is based on Four Principles: (1) Living with COVID-19, (2) Protecting people most vulnerable to COVID-19, (3) Maintaining resilience and (4) Securing innovations and opportunities. Key changes from 24 February are that people will no longer be legally required to self-isolate following a positive test and this date will see the end of routine contact tracing and the legal obligation for individuals to tell their employers when they are required to self-isolate. From 24 March the COVID-19 provisions within Statutory Sick Pay and Employment and Support Allowance regulations will end. Finally, from 1 April the Government will carry out steps to implement its Living With Covid Plan, including replacing the existing set of ‘Working Safely’ guidance with new public health guidance and update guidance setting out the ongoing steps that people with COVID-19 should take to minimise contact with other people. Kickstart SchemeA reminder that placements through the Government Kickstart Scheme can still be advertised until 1 March 2022. Anyone employed under the scheme has to start work before 31 March. Businesses must inform the Department for Work and Pensions that anyone employed under the scheme has started work before 30 April 2022. Social & Sector ImpactsResults from the most recent ONS Opinions and Lifestyle Survey covering the period from 3 - 13 February, providing the first insights following the removal of Plan B restrictions in England, show a decrease in people following public safety measures (including wearing face coverings and socially distancing in public spaces). In line with this, there is a decrease in people's feelings of worry around the effect of the pandemic on their lives. While personal wellbeing scores have remained relatively stable over recent periods, the ONS has also reported on findings of an increase in concerns about the cost of living. UNESCO has revealed through new research that an estimated 10 million creative jobs were lost worldwide in 2020 due to the pandemic, with an estimated drop in the global gross value added in the sector of $750 billion (£553 billion). DCMS has published data on visitor figures for its sponsored museums and galleries from October to December 2021. There was a total of 5.0 million visits - more than four times as many as during the same period in 2020 (1.2 million), but 55.3% lower than the same period in 2019 (11.1 million). DCMS & CultureChanges in the DepartmentFollowing further cabinet reshuffle decisions, which began at the start of the month, it has been announced that Simon Baynes MP has been appointed Parliamentary Private Secretary (PPS) to the DCMS Ministerial team and Paul Bristow MP has been appointed Parliamentary Private Secretary to the Secretary of State, Nadine Dorries. DCMS Opens Manchester OfficeDCMS has announced the official opening of its new hub in Marble Street in Manchester, which will accommodate up to 400 staff. This move forms part of a wider plan to expend the presence of the department across the UK, with staff based to be in Cardiff, Belfast, Edinburgh, Loughborough and Darlington. A new Darlington Economic Campus will act as a shared site in the North East for DCMS, the Treasury, BEIS, and the Department for Education, and will have almost 200 DCMS staff based there. Promoting Britain Abroad - Oral Evidence SessionsThe DCMS Select Committee inquiry into Promoting Britain abroad has now moved into Oral Evidence sessions. The first evidence session took place at Knebworth House this week, attended by sector organisations including ALVA and Historic Houses [Alliance members]. A further evidence session will be held on 8 March in Parliament. Major Cultural & Sporting EventsDCMS is in the process of drafting a report in response to evidence published from the DCMS Committee inquiry into major sporting and cultural events. Following the report, the Government will have two months to respond to the Committee's recommendations. England for Everyone FundDCMS has announced a new 'England for Everyone' fund, which has been set up to provide over 800 short holidays and trips for families struggling financially, or facing illness, isolation or bereavement. The new £600,000 fund will see trips arranged through the Family Holiday Charity, and VisitEngland is working closely with holiday parks to offer free onsite activities. Families can be referred to the Family Holiday Charity for a weekend trip and will have a choice of where they will visit, with holiday vouchers provided to help cover transport, accommodation and food. Referees can include people such as social workers and teachers. Investment in the Creative IndustriesA reminder that DCMS has announced a £50 million Government investment in the UK's Creative Industries sector, with set aims to help drive economic growth and "level up" the country. £18 million in funding will be directed to creative businesses outside of London, £21 million will go into a Global Screen Fund (to promote UK films internationally) and £8 million will be allocated to support start-up video game developers. A Creative Industries Sector Vision is expected to be published in the summer. Tourism & HospitalityEnglish Tourism Week 2022 - New ToolkitVisitEngland has released a toolkit ahead of English Tourism Week, which will be returning on Friday 18 - Sunday 27 March 2022. The theme for this year is "You're Welcome" to send the message that "everyone working in tourism is ready and willing to welcome visitors back and are working hard to do so". The toolkit includes a series of digital assets for use on Facebook, Twitter, LinkedIn and Instagram for organisations to get involved in raising awareness of the sector to key stakeholders. PlanningPlans for RegenerationA reminder that the Government has announced a new regeneration programme that will be launched for towns and cities to "breathe fresh life into disadvantaged communities" across 20 places in England. The 20 areas will be prioritised within the Government's Brownfield Fund and new regeneration opportunities will build on support from the Levelling Up Fund. The Government is also soon set to launch a £1.5 billion Levelling Up Home Building Fund to provide loans to builders and developers to deliver 42,000 new homes. EnvironmentCountryside StewardshipThe guidance on Countryside Stewardship has been updated with further options or capital items which are always eligible. The guidance also details those that are never eligible or need to be checked on land that is (1) conditionally exempt from inheritance tax or (2) the object of a maintenance fund. Applications for the Countryside Stewardship capital grants opened on 8 February and guidance on how to apply can be found here. FundingFunding currently available for the sector includes:Applications for the Big Give’s match funding campaign, Green Match Fund 2022 are open until 25 February. The Green Match Fund is a week-long match funding campaign that will launch on World Earth Day 2022, Friday 22nd April. Up to £10,000 of match funding is available per charity. Arts Council England (ACE) has announced that applications to join its list of National Portfolio organisations are now open, with an application deadline of Tuesday 26 April 2022. As noted above, an addendum to the application guidance was published this week, which lists the priority places where ACE is particularly looking to allocate funds. The Social Investment business, a partner of the Architectural Heritage Fund [Alliance member] have launched a Recovery Loan Fund to help organisations impacted by Covid-19 to survive, recover and grow. The application deadline is 20 May 2022. The Government has opened the first round of applications for Landscape Recovery projects. This round will close on 24 May 2022. DLUHC has announced that £624 million of loan funding will be made available for house builders, including SMEs, to support the creation of thousands of new homes. Land owners, land managers and public bodies can apply to the England Woodland Creation Offer (EWCO) for support to create new woodland, including through natural colonisation, on areas as small as 1 hectare. Everyday Heritage Grants: Celebrating Working Class HistoriesThis week, Historic England has announced new funding for community-led and people-focused projects centred around uncovering and celebrating the nation's working class histories. Grants up to £25,000 will be available through the Everyday Heritage Grants: Celebrating Working Class Histories, and Historic England is particularly interested in funding smaller grass roots projects of less than £10,000. Applications opened this week and the closing date for submission of proposals is Monday 23 May. Nature Everywhere, for EveryoneOver 60 organisations have joined a campaign from Wildlife & Countryside Link, demanding a ‘legal right to nature’. Through this 'Nature Everywhere, for Everyone' campaign, sector organisations are calling on Government to:
Hybrid Working in the Cultural SectorCulture24 has published the results of their recent survey into Hybrid Working in the sector. The findings from over 95 responses to the survey shine a light on the challenges and opportunities of Hybrid Working over the coming years. Key findings include that the ideal percentage of working from home is 60% and overall 73% respondent felt that changes to the way people do their jobs is positive (with only 17% feeling changes have been negative). The organisation is also planning a series of six online seminars on digital leadership and have an open call for heritage leaders (including 'emerging' leaders) with stories and expertise to share around their digital work. Why Charities Should Embrace Flexible WorkingNCVO, Acevo and Starfish Search have published a new report, encouraging organisations to embrace flexible working. The Time to Flex report draws on conversations with the voluntary sector and explores the benefits and barriers associated with flexible working in the sector. Deadline Lifted for Registering England's FootpathsThe proposed deadline to register England’s footpaths has been cancelled after a public access campaign which called for the Government to prioritise people's access to nature and improvements to health and wellbeing. A clause in right-to-roam legislation introduced in 2000 stated that any pre-1949 paths must be recorded by 2026 to continue to carry public rights, and the Countryside and Rights of Way Act contained a provision that would extinguish those rights if the paths have not been properly recorded. A spokesperson from DEFRA has confirmed that the Government has decided to forward a streamlined package of measures to help enhance the way rights are recorded and managed. Flood Safety & Risk ManagementEcclesiastical Insurance [Alliance Corporate Partner] have recently re-shared their guidance documents on flood safety for churches and wider flood guidance, including notes on preparation and damage limitation. Going Places: Touring & Shared Exhibitions in the UKArt Fund has published new research into UK touring exhibitions, in partnership with Creative Scotland. Among the recommendations from Going Places: Touring and shared exhibitions in the UK is that Government should be urged to make Museum and Gallery Exhibitions Tax Relief permanent to help museums and galleries.
