      Heritage Day 2022 - 2 Weeks to Go!

      Our signature event Heritage Day 2022 will be taking place across 9 and 10 March, and will once again bring together perspectives from across our membership and the wider heritage sector.

      The event is going hybrid this year, combining virtual insight panels and a series of informative breakout sessions from sector experts with an in-person event at the historic Christ Church Spitalfields in London, offering a long-awaited opportunity to network with other heritage professionals.

      Heritage Day 2022 will feature leading voices from the sector, including:

      • Nigel Huddleston MP, Heritage Minister
      • Dr Simon Thurley CBE, Chair of the National Lottery Heritage Fund [Alliance member], and
      • Pam Alexander OBE, the new Heritage Alliance Chair.

      DASH Insight Report 2021 - Recommendations

      The DASH Report 2021, produced in collaboration by Timmus Research and The Heritage Alliance, brings unique insight into how the UK heritage sector's use of digital has evolved during the pandemic. This key insight report is based on findings from the National Lottery Heritage Fund's DASH Survey 2021. 

      Over the past three weeks, we've been unpacking the key recommendations from the report for the sector over on our Twitter feed @Heritage_NGOs:

      Policy Updates

      This fortnight:

      • While parliament was in recess last week, we produced a summary of the UKSPF pre-launch guidance. It is expected that a full Prospectus for the UKSPF will be published later in the Spring.  

      • We also submitted our response to the DCMS Committee’s Inquiry on Reimagining Where We Live: Cultural Placemaking and the Levelling Up Agenda, and will be responding to two DEFRA consultations: on biodiversity net gain regulations and implementation (deadline: 5 April) and the Government’s response to Julian Glover’s review of England’s protected landscapes (deadline: 9 April). Members are encouraged to feed in their evidence to our Head of Policy and Communications, Polly Martin.

      • We continue to prepare for our next annual AGM, which will be taking place virtually on 9 March (2-3pm). Members, don't forget to book your place.

       

      #HeritageChat - Storytelling & Heritage

      February’s #HeritageChat was focused on ‘Storytelling and heritage’. 

      Participants explored:

      • The elements that make a story successful, giving practical suggestions
      • The potential of digital storytelling
      • Community-led storytelling, with associated risks and opportunities
      • The difficulties of telling challenging stories
      • How to measure the success of storytelling
      • To what extent storytelling can be used to motivate the public become more engaged with important issues, such as climate change

      Rebuilding Heritage - Crisis Communications

      When we think of crisis, it’s often as something that appears out of nowhere, rocking long-standing assumptions and threatening the very existence of an organisation. These don’t just happen to big institutions on a national stage – a crisis can also play out in a small charity or local community, with results no less severe.

      Either way, crises can often be anticipated and prepared for. The new Crisis Communications Toolkit from Rebuilding Heritage offers a highly structured framework that will help you keep calm and take appropriate action, whatever the nature of your crisis. The toolkit is paired with an article on Crisis Communications for Social Media.

      The Rebuilding Heritage team has been busy over the last few weeks stocking up the website with new resources to help heritage organisations go from strength to strength in 2022 - and have added a new search bar to the site to simplify this process.

      Welcoming New Alliance Members

      This fortnight, we are delighted to welcome the Alliance's newest members Redhills CIO and Holmfirth Civic Hall Community Trust.

      Redhills is the historic home of Durham Miners Association. The grade II listed miners’ hall is located in the centre of Durham city and was the home of a trade union representing more than one hundred thousand working miners. Alongside this remarkable built heritage, Redhills CIO preserves the cultural heritage of the coalfield, mobilising communities to once again find their voice and providing events, educational activities and exhibitions.

      The Civic, Holmfirth is an iconic part-Grade II listed building in the centre of Holmfirth. The Holmfirth Civic Hall Community Trust was formed to run and manage the venue on a day to day basis. The Trust’s vision is to make The Civic an inclusive, cohesive and sustainable community asset and is responsible for growing the profile and the usage of the venue and investing any surpluses back into the building, its maintenance and upkeep, ensuring its viability as a community facility.

      Lifting of Restrictions

      At the start of this week, the Government published its new Living With Covid Plan, which sets out a timeline and steps on how from 24 February, remaining legal restrictions around COVID-19 are being phased out.

      Plans to Redistribute ACE Funding & 'Level Up' Access to Arts

      DCMS and Arts Council England (ACE) have announced plans for109 locations across England to be prioritised for new arts funding. These places, which have been identified as having historically had low investment in arts and culture, will be prioritised for funds distributed by ACE.

      This also impacts National Portfolio Organisation funding applications this year, as applicants who work in the 109 locations will be prioritised; an addendum to the applications guidance has been published on the ACE website. As part of the plans, cultural organisations in London will be offered financial support to expand their operations.

      This announcement follows initial detail set out in the Government's recently published Levelling Up White Paper, in line with the Government's commitment to raise cultural spending significantly outside of London.

      UK Shared Prosperity Fund - 'Pre-launch' Guidance

      On 2 February the Government published Pre-Launch Guidance for the UK Shared Prosperity Fund (UKSPF) alongside the Levelling Up White Paper.

      The UK Share Prosperity Fund (UKSPF) replaces the structural funding which the UK used to receive as a member of the European Union, for various programmes to boost economic development. The new guidance for the UKSPF sets out the vision and objectives of the fund, how the funding will be delivered, and how it will be accessed.

      We have produced a summary of the pre-launch guidance for heritage, ahead of a full Prospectus on the UKSPF, which will be published in the Spring.

       

      COVID-19

       

      Planned Lifting of Remaining Restrictions

      The Government's Living With Covid Plan, sets out how the remaining legal restrictions around COVID-19 will be phased out over the next month.

      The Plan is based on Four Principles: (1) Living with COVID-19, (2) Protecting people most vulnerable to COVID-19, (3) Maintaining resilience and (4) Securing innovations and opportunities.

      Key changes from 24 February are that people will no longer be legally required to self-isolate following a positive test and this date will see the end of routine contact tracing and the legal obligation for individuals to tell their employers when they are required to self-isolate.

      From 24 March the COVID-19 provisions within Statutory Sick Pay and Employment and Support Allowance regulations will end. Finally, from 1 April the Government will carry out steps to implement its Living With Covid Plan, including replacing the existing set of ‘Working Safely’ guidance with new public health guidance and update guidance setting out the ongoing steps that people with COVID-19 should take to minimise contact with other people.

      Kickstart Scheme

      A reminder that placements through the Government Kickstart Scheme can still be advertised until 1 March 2022.

      Anyone employed under the scheme has to start work before 31 March. Businesses must inform the Department for Work and Pensions that anyone employed under the scheme has started work before 30 April 2022.

       

      Social & Sector Impacts

      Results from the most recent ONS Opinions and Lifestyle Survey covering the period from 3 - 13 February, providing the first insights following the removal of Plan B restrictions in England, show a decrease in people following public safety measures (including wearing face coverings and socially distancing in public spaces). In line with this, there is a decrease in people's feelings of worry around the effect of the pandemic on their lives. 

      While personal wellbeing scores have remained relatively stable over recent periods, the ONS has also reported on findings of an increase in concerns about the cost of living.

      UNESCO has revealed through new research that an estimated 10 million creative jobs were lost worldwide in 2020 due to the pandemic, with an estimated drop in the global gross value added in the sector of $750 billion (£553 billion).

      DCMS has published data on visitor figures for its sponsored museums and galleries from October to December 2021. There was a total of 5.0 million visits - more than four times as many as during the same period in 2020 (1.2 million), but 55.3% lower than the same period in 2019 (11.1 million).

      DCMS & Culture

       

      Changes in the Department

      Following further cabinet reshuffle decisions, which began at the start of the month, it has been announced that Simon Baynes MP has been appointed Parliamentary Private Secretary (PPS) to the DCMS Ministerial team and Paul Bristow MP has been appointed Parliamentary Private Secretary to the Secretary of State, Nadine Dorries.

       

      DCMS Opens Manchester Office

      DCMS has announced the official opening of its new hub in Marble Street in Manchester, which will accommodate up to 400 staff. This move forms part of a wider plan to expend the presence of the department across the UK, with staff based to be in Cardiff, Belfast, Edinburgh, Loughborough and Darlington.

      A new Darlington Economic Campus will act as a shared site in the North East for DCMS, the Treasury, BEIS, and the Department for Education, and will have almost 200 DCMS staff based there.

       

      Promoting Britain Abroad - Oral Evidence Sessions

      The DCMS Select Committee inquiry into Promoting Britain abroad has now moved into Oral Evidence sessions. The first evidence session took place at Knebworth House this week, attended by sector organisations including ALVA and Historic Houses [Alliance members].  A further evidence session will be held on 8 March in Parliament.

       

      Major Cultural & Sporting Events

      DCMS is in the process of drafting a report in response to evidence published from the DCMS Committee inquiry into major sporting and cultural events. Following the report, the Government will have two months to respond to the Committee's recommendations. 

       

      England for Everyone Fund

      DCMS has announced a new 'England for Everyone' fund, which has been set up to provide over 800 short holidays and trips for families struggling financially, or facing illness, isolation or bereavement. The new £600,000 fund will see trips arranged through the Family Holiday Charity, and VisitEngland is working closely with holiday parks to offer free onsite activities. 

      Families can be referred to the Family Holiday Charity for a weekend trip and will have a choice of where they will visit, with holiday vouchers provided to help cover transport, accommodation and food. Referees can include people such as social workers and teachers.

       

      Investment in the Creative Industries

      A reminder that DCMS has announced a £50 million Government investment in the UK's Creative Industries sector, with set aims to help drive economic growth and "level up" the country.

      £18 million in funding will be directed to creative businesses outside of London, £21 million will go into a Global Screen Fund (to promote UK films internationally) and £8 million will be allocated to support start-up video game developers. A Creative Industries Sector Vision is expected to be published in the summer.

       

      Tourism & Hospitality

       

      English Tourism Week 2022 - New Toolkit

      VisitEngland has released a toolkit ahead of English Tourism Week, which will be returning on Friday 18 - Sunday 27 March 2022.

      The theme for this year is "You're Welcome" to send the message that "everyone working in tourism is ready and willing to welcome visitors back and are working hard to do so". The toolkit includes a series of digital assets for use on Facebook, Twitter, LinkedIn and Instagram for organisations to get involved in raising awareness of the sector to key stakeholders.

       

      Planning

       

      Plans for Regeneration

      A reminder that the Government has announced a new regeneration programme that will be launched for towns and cities to "breathe fresh life into disadvantaged communities" across 20 places in England. The 20 areas will be prioritised within the Government's Brownfield Fund and new regeneration opportunities will build on support from the Levelling Up Fund.

      The Government is also soon set to launch a £1.5 billion Levelling Up Home Building Fund to provide loans to builders and developers to deliver 42,000 new homes.

       

      Environment

       

      Countryside Stewardship

      The guidance on Countryside Stewardship has been updated with further options or capital items which are always eligible. The guidance also details those that are never eligible or need to be checked on land that is (1) conditionally exempt from inheritance tax or (2) the object of a maintenance fund.

      Applications for the Countryside Stewardship capital grants opened on 8 February and guidance on how to apply can be found here.

      Parliamentary & Other Government News

       

      Also this fortnight:

      • BEIS has published its annual review of official development assistance research and innovation spend (2019-2020). The Department has is also collecting evidence on the research and innovation (R&I) workforce.

      • The DCMS Committee has launched an inquiry into the sustainability of local journalism, and Secretary of State Nadine Dorries has ended restrictions keeping The Times & Sunday Times separate.

      • DCMS has published the third annual report on tackling loneliness,  providing an update on progress since the publication of the Loneliness Strategy in 2018.

       

      Funding

       

      Funding currently available for the sector includes:

      Applications for the Big Give’s match funding campaign, Green Match Fund 2022 are open until 25 February. The Green Match Fund is a week-long match funding campaign that will launch on World Earth Day 2022, Friday 22nd April. Up to £10,000 of match funding is available per charity. ​

      Arts Council England (ACE) has announced that applications to join its list of National Portfolio organisations are now open, with an application deadline of Tuesday 26 April 2022. As noted above, an addendum to the application guidance was published this week, which lists the priority places where ACE is particularly looking to allocate funds. 

      The Social Investment business, a partner of the Architectural Heritage Fund [Alliance member] have launched a Recovery Loan Fund to help organisations impacted by Covid-19 to survive, recover and grow. The application deadline is 20 May 2022.

      The Government has opened the first round of applications for Landscape Recovery projects. This round will close on 24 May 2022.

      DLUHC has announced that £624 million of loan funding will be made available for house builders, including SMEs, to support the creation of thousands of new homes.

      Land owners, land managers and public bodies can apply to the England Woodland Creation Offer (EWCO) for support to create new woodland, including through natural colonisation, on areas as small as 1 hectare.

      Everyday Heritage Grants: Celebrating Working Class Histories

      This week, Historic England has announced new funding for community-led and people-focused projects centred around uncovering and celebrating the nation's working class histories. Grants up to £25,000 will be available through the Everyday Heritage Grants: Celebrating Working Class Histories, and Historic England is particularly interested in funding smaller grass roots projects of less than £10,000.

      Applications opened this week and the closing date for submission of proposals is Monday 23 May.

       

      Nature Everywhere, for Everyone

      Over 60 organisations have joined a campaign from Wildlife & Countryside Link, demanding a ‘legal right to nature’. Through this 'Nature Everywhere, for Everyone' campaign, sector organisations are calling on Government to:

      • "make equal access to nature a core test of levelling up"
      • "make it a legal requirement in new Levelling Up laws for developers and public bodies to provide access to nature-rich local spaces for everyone"
      • "provide funding for locally-accessible nature-rich spaces by extending the Levelling Up Fund to green infrastructure projects."
       

      Hybrid Working in the Cultural Sector

      Culture24 has published the results of their recent survey into Hybrid Working in the sector. The findings from over 95 responses to the survey shine a light on the challenges and opportunities of Hybrid Working over the coming years. Key findings include that the ideal percentage of working from home is 60% and overall 73% respondent felt that changes to the way people do their jobs is positive (with only 17% feeling changes have been negative).

        The organisation is also planning a series of six online seminars on digital leadership and have an open call for heritage leaders (including 'emerging' leaders) with stories and expertise to share around their digital work.

         

        Why Charities Should Embrace Flexible Working

        NCVO, Acevo and Starfish Search have published a new report, encouraging organisations to embrace flexible working. The Time to Flex report draws on conversations with the voluntary sector and explores the benefits and barriers associated with flexible working in the sector.

         

        Deadline Lifted for Registering England's Footpaths

        The proposed deadline to register England’s footpaths has been cancelled after a public access campaign which called for the Government to prioritise people's access to nature and improvements to health and wellbeing.

        A clause in right-to-roam legislation introduced in 2000 stated that any pre-1949 paths must be recorded by 2026 to continue to carry public rights, and the Countryside and Rights of Way Act contained a provision that would extinguish those rights if the paths have not been properly recorded.

        A spokesperson from DEFRA has confirmed that the Government has decided to forward a streamlined package of measures to help enhance the way rights are recorded and managed.

         

        Flood Safety & Risk Management

        Ecclesiastical Insurance [Alliance Corporate Partner] have recently re-shared their guidance documents on flood safety for churches and wider flood guidance, including notes on preparation and damage limitation.

         

        Going Places: Touring & Shared Exhibitions in the UK

        Art Fund has published new research into UK touring exhibitions, in partnership with Creative Scotland. Among the recommendations from Going Places: Touring and shared exhibitions in the UK is that Government should be urged to make Museum and Gallery Exhibitions Tax Relief permanent to help museums and galleries.

        Major Discovery by MOLA Archaeologists

        Archaeologists from Museum of London Archaeology (MOLA) [Alliance member] have unearthed the largest area of Roman mosaic found in London in over 50 years, while working on the Liberty of Southwark site as part of an urban regeneration project with Transport for London.

         

        Dynamic Collections

        The National Lottery Heritage Fund [Alliance member] has launched a new campaign Dynamic Collections, set up to support collecting organisations to become more inclusive and resilient, and encourage projects to bring new solutions to long-term issues in collections care and use.

        The campaign has a particular focus on engagement, re-interpretation and collections management.

         

        2022 World Monuments Watch

        On 1 March, World Monuments Fund (WMF) [Alliance member] will unveil the 2022 World Monuments Watch, their biennial selection of 25 of the world’s most significant heritage sites in need of immediate attention. 

        Ahead of this free, online event, organisations can explore examples of projects—including advocacy, planning, education, and physical interventions in the historic built environment—that resulted from the Watch.

         

        Marsh Award 2022

        ​​​​​​The IHBC [Alliance member] Marsh Award 2022 for Successful Learning in Heritage Skills is now open for nominations. The award is designed to recognise the contribution of an individual for their significant learning in traditional building activities and craft skill.

        Prizes include £500 and a free place at the IHBC’s Aberdeen 2022 Annual School in June. Nominations close 31 March 2022.

         

        Copyright Essentials Training - Free Delegate Places

        Naomi Korn Associates [Alliance member] is offering two bursary places on their forthcoming online Copyright Essentials training (21 & 28 March).

        The free delegate places, each worth £275 + VAT, are being offered to newly appointed staff in posts that incorporate copyright, within the cultural heritage and arts sector.

         

        VocalEyes Shortlisted in See Differently Awards 2022

        VocalEyes [Alliance member] has been shortlisted as one of three finalists in the Team of the Year category for RNIB’s See Differently Awards 2022, which celebrate those who dedicate their time, passion and skills to changing the world for blind and partially sighted people. According to the RNIB, “[shortlisted] teams demonstrate excellent teamwork, direction, leadership, collaboration, and achievement.” The winners of the seven categories will be announced on 29 March 2022.

         

        FBHVC Skills Zone

        ​​​​​​The Federation of British Historic Vehicle Clubs (FBHVC) [Alliance member] has joined with the Federation Skills Trust (FST) and its training partner In-Comm to create the new Federation Skills Zone, which will be features at the organisation's Practical Classics Classic Car and Restoration Show, with discovery+, which will be taking place over 18-20 March.

         

        Digitising Historic Vehicle Archives

        In further news from the FBHVC, the organisation has partnered with heritage digitisation specialists Genus to transform archives within the historic vehicle community. 

        The work began with the publication of the Federation’s ‘Essential Guide to Archiving’ booklet, and will continue with vehicle clubs considering the digitisation of their content.

         

        West Dean College - Virtual Open Days

        West Dean College of Arts and Conservation has announced that it will be hosting a series of live Virtual Open Days on 8, 9, 14, 16 and 23 March 2022.

        The sessions are at a variety of times and to support prospective students in the meantime, the College is also running a series of online Q&A sessions offering the chance to meet the admissions team, current students and tutors and speak to alumni.

         

        2021 Lockage Report

        Canal and River Trust [Alliance member] has published its Annual Lockage Report for 2021.

        This report shows how many times locks were used across the Trust's 2,000 miles of waterways, and details a 39.4% increase in total recorded lockage from 2020 to 2021 (across 178 comparison sites).

         

        Natural Stone Awards 2022

        The Natural Stone Awards are presented every other year by Stone Federation Great Britain [Alliance member] in recognition of the finest design and use of stone in construction new build and conservation, hard landscaping and interiors. 

        The Natural Stone Awards 2022 are open for entry until 30 April.  Projects entered must be in the British Isles and the construction work must have been completed within a three-year period ending 2 April 2022.

        Hidden in Plain Sight: Fifty Fabulous Features in the Land of the Fanns by Dr Twigs Way

        This talk from the London Gardens Trust [Alliance member] on 15 March focuses on a community partnership research project in an area of South Essex known as The Land of the Fanns, supported by the Gardens Trust and the LoF Landscape Partnership.

        The project worked with local volunteers to identify, research and celebrate individual features of relict parks and gardens, enabling them to develop new skills and delve into the rich history of their landscape.

         

        Net Zero - Retrofit & Refurbishment

        This webinar and Q&A from Suffolk Preservation Society [Alliance member] will focus on the challenges of retrofitting for traditional (pre-1930) building stock and how to achieve this in an affordable, effective and sensitive way.

        This event on 15 March will be relevant to all built environment professionals and homeowners with an interest in how the climate crisis, retrofit and refurbishment fit together.

         

        The HRA 2022 Annual Awards Evening

        The Heritage Rail Association (HRA) [Alliance member] Annual Awards are the ‘Oscars’ of Heritage Rail, where the organisation honours the outstanding achievements of railways, tramways, cliff railways, associated groups and individuals.

        The 2022 ceremony will be taking place on 19 March (17.30 - 23.00) in Birmingham. The special guest speaker for 2022 is British railway historian and TV presenter Tim Dunn.

         

        Developing Audiences for Archaeology Inclusion Projects

        Wessex Archaeology [Alliance member] is running two (identical) sessions Two identical 90-minute sessions on 24 March (13:30 or 18:00), on Developing Audiences for Archaeology Inclusion Projects.

         

        A Visit to Churches in Watford, led by Peter Howell

        The Victorian Society is arranging a walk on 30 April to the Victorian churches of Watford. The first stop is Holy Rood, John Francis Bentley’s finest work, apart from Westminster Cathedral.

        Built in 1889-1900 at the cost of a single benefactor, it is lavishly fitted up, almost entirely by Bentley.
